Job Announcement

Assists the Department of Housing and Community Development (HCD) Policy and Compliance (P&C) Division in a variety of routine, administrative tasks essential to the efficient and effective operation of the division. In addition to the operational/policy business units within the division, provides administrative support to the Fairfax County Redevelopment and Housing Authority (FCRHA) and other key stakeholder groups. Specific duties include:

  • Provides administrative support in the completion of routine and non-routine assignments. 
  • Assists in the preparation and routing of presentations, Board of Supervisors items, HCD reports and FCRHA Board items. 
  • Assists P&C staff with all administrative duties related to the FCRHA and other stakeholder groups. 
  • Communicates in oral and written form with other staff and the public. 
  • Supports the Public Affairs unit and other units within P&C with key projects. 
  • Uses computers and advanced functions of software programs such as Microsoft Word, Excel, Outlook, Access, and Yardi proficiently to develop, manipulate, maintain and disseminate documents and reports. 
  • Creates routine correspondence, coordinates and prepares responses to inquiries and requests for information for multiple diverse programs and projects in a timely manner. Reviews, sorts, copies and disseminates incoming mail and requests, and determines time sensitivity and appropriate staff for action or information. 
  • May be required to perform other related duties as assigned.
Note: The assigned functional area of the position are general administrative support, customer service, housing, and property management.

General Financial Duties

  • Uses spreadsheets or databases to organize information and produce standard reports;
  • Prepares a variety of complex disbursement forms (e.g., check requests, travel forms, cash sheets, and journal entries) for routing and approval;
  • May approve some disbursement forms;
  • Compiles and maintains monthly, quarterly, semi-annual, and annual totals, reports, and financial statements;
  • Explains fiscal rules and procedures to employees to ensure uniform application.
Purchasing
  • Verifies requests for goods and services against county contracts and funding sources;
  • Orders goods or services and follows up/resolves discrepancies and ensures delivery;
  • Authorizes requests for goods and services in corporate systems;
  • Ensures appropriate routing and approval of purchase requests.
Scheduling & Coordinating for Others
  • Maintains calendar(s);
  • Schedules meetings;
  • Makes and cancels appointments;
  • Schedules rooms for classes, meetings, conferences, etc.;
  • Coordinates audiovisual, training equipment, refreshment requests;
  • Set up schedules for internal administrative staff to insure that they are available to meet changing work needs.
Communication
  • Composes routine correspondence on behalf of the executive/work unit head.
Office Management
  • Provides administrative support and implements procedures;
  • May supervise others;
  • Establishes/modifies and maintains a system for tracking the progress of work that is the responsibility of the executive/work unit head;

General Administrative

  • Trains new employees on how to do on-line time.
Personnel
  • Prepares and verifies completeness/accuracy of forms/documents (e.g., personnel requisitions, PARS, PCFs);
  • Provides basic new employee benefits information;
  • Explains routine personnel policies and procedures;
  • Gathers information (e.g., salary range, class specifications, and merit adjustments) from HR website or other county sources for supervisor/management;
  • Instructs employees in proper completion of routine documents (e.g., insurance enrollment forms).

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience and training equivalent to high school graduation and two years of experience providing administrative support in the assigned functional area(s).

CERTIFICATES AND LICENSES REQUIRED:
Not applicable.

PREFERRED QUALIFICATIONS:

  • Previous experience supporting management staff, to include the following: researching and disseminating information, developing or maintaining reports or documents; archiving and file management, and creating and sending correspondence, scheduling multiple appointments. 
  • Demonstrated experience providing excellent customer service, to include responding to internal customers and the public.
  • Demonstrated proficiency of current office technology and software application(s) and demonstrated use of such technology/applications on a regular basis, specifically Microsoft Word, Excel, Outlook, Access, and Yardi.  
  • Experience with working with various Housing programs. 
  • Previous experience with supporting community stakeholder groups.

NECESSARY SPECIAL REQUIREMENTS:

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, however, job entails walking, standing, sitting, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor. Incumbent must be able to operate keyboard driven equipment and computer. Employee may be required to lift up to 15 pounds. All duties performed with or without reasonable accommodations.
