So, What’s in It for Me? (WIIFM)

We’re always finding new ways where AWP will make positive changes regarding how we do business. Here’s some more examples of how AWP will make a difference for you and your work.

  • Global – Once implemented, AWP will have single sign on for ODOT users. No login names or passwords will be required.
  • Payments – There is no more Mainframe in the AWP process. That eliminates managing the Mainframe printouts and checking with CPS submittals to verify that CPS and Mainframe reports match. Now, the information will come directly from AWP.
  • Daily Work Reports (DWRs) – In AWP, multiple inspectors can enter details, quantities and notations for the same location, even with overlapping entry times. The creator of the DWR is identified and a report can show who entered the specific information.
  • Certified Payroll - Every certified payroll is analyzed by the system once under the AWP Agency Review. The system will run the payroll against the current 48 payroll exceptions and, if there are any exceptions, they will be displayed to the CAS reviewing the certified payroll. If there are no exceptions, the payroll has cleared the analysis process! This will free up time for CAS to deal with other issues.
  • OCR Reports – The 1392 Report can be run at any time, gathering all the information from the payrolls that have been approved in AWP.
  • Advanced Filtering – AWP provides huge results in no time at all. In our current process, access to data has been limited to certain people. With AWP, RE offices will have more access with advanced filtering which enables information to be viewable more quickly!

Can you feel it? We’re nearing the finish line! I continue to be amazed as I observe, listen and engage with my team, the project team, subcommittees and partners as we strive towards the implementation of AASHTOWare Project for CRL and C&M.

Though it’s been a long and challenging road, we’re making great strides. Everyone’s efforts are visible during this testing phase. We’ll all see the affects as we attain full implementation. The impacts will be felt throughout ODOT, improving our data security, internal and external accessibility, standardization, streamlined communications, efficiency, digitalization, and transparency – one source of collaborative truth.

I look forward to working within a shared data management environment, both internally with our direct business lines, and externally with our contracting community and industry partners. 

You should be extremely proud of your contributions to this key initiative. It hasn’t been easy given the challenges we’ve faced over the last couple of years. I am very honored to be a part of this team!

 


Pilot Updates

As you have been hearing in subcommittee and implementation team meetings, APOST will have a pilot to review AWP functionality with ODOT projects starting in January 2023.

Goal overall: Ensure that ODOT staff and the contracting community are able to complete their work satisfactorily, to include

  • Validating and fine tuning new processes.
  • Completing a test run of the "life of the contract" from Estimation of a project through Contract Closeout.
  • Testing a substantial variety of AWP functionality.

What will the pilot project be?

  • We will select two projects that are recent, but substantially complete.

  • Projects should contain a representative variety of items (and materials), and at least two change orders.
  • The prime and all subcontractors on the project should be willing to participate.

What is the schedule?

  • Testing is planned to begin on January 16, 2023.
  • Participation from CRL and C&M ODOT staff is requested.

How will we know if the pilot is successful?

  • 80% matches with current business processes and successful mapping
  • Internal and external participation
  • Access and permissions for roles are correct
  • Required reports are able to be compiled and presented
  • Interfaces are able to pull and push data correctly

Hey, what’s in it for me (WIIFM)?

  • If the project selected was originally run by your office, you have the chance to get into AWP and be an early adopter (pssst…that gives you superpowers).
  • You get to see what works and what needs to be tweaked to make this tool work for you!

The time between now and pilot kickoff will be used for preparation and determining the logistics like who, what, when, where, and why for the pilot. Stay tuned as we get the details in place.

Shout Out: Donna Ferry

Donna Ferry

The entire APOST team would like to take a moment and recognize Donna Ferry for all that she has given to the APOST project and team. If you have not heard yet, Donna will be exiting the APOST project and taking a new role in ODOT. While this is very sad for us, we’re happy that she is still at ODOT and will continue to help with the organizational change management on the APOST project. Donna has been an integral member of the project team and e-Construction overall. She has been vital to our contract deliverable management, supporting and engaging subcommittees, and of course developing and defining our coyote mentality.

Donna always asks questions that help us to analyze challenges from a different perspective and realize different aspects of our endeavors. Without her wisdom in communication and change adaption, our steps would have been much more challenging. On behalf of the APOST team, it's been an honor to work with Donna and we will miss her dearly.

Why Are We Changing to AWP?

Did you know that several internal audits have been conducted by ODOT Audit Services and Oregon Secretary of State’s office that published similar findings? According to the multiple reports, there are things we need to address to improve how we do business.

The reports identify a disconnect between our current data system limits and management’s ability to identify potential efficiencies. ODOT’s construction project managers could greatly benefit with guidance to effectively monitor potential cost overruns caused by contractor bidding strategies. Our system to track and analyze change orders needs oversight. These reports show that our current systems lack linked technology which is essential to a smooth and efficient business.

As a solution, AASHTOWare Project addresses these issues by providing one source of truth, interfacing with other systems in our Agency including OregonBuys and Cobid as well as with federal programs such as BOLI. AWP also provides a growing repository of data to create reports to benefit from the history of our projects.

Important Project News

Agency Views (AV) – All pre-approved agency views are due to the AV Subcommittee by December 1, 2022. You can use any extra time in your subcommittee meetings to review your AVs to make sure they’re ready to publish. If you need direction or assistance with the agency views from your group or crew, please contact Kim Free. (If you have additional AVs to create outside the approved list, contact Vanessa Baker. Include a description and if this new AV is essential to have before AWP implementation.)

Communication – If you have something to share with the rest of the AWP team, let us know. Complete the communication form and tell us about your shout outs, frequently asked questions, subcommittee news, and more. We’ll add your news to The APOST Times.

Be a Part of Everything – You can still get in on the ground floor and be “in the know” before everyone else in your unit. Join a subcommittee in your area of expertise and learn AWP early. You can be a valuable Subject Matter Expert. Interested? Contact us at odoteconstruction@odot.oregon.gov.

Equipment Watch – We’re planning a demo in October to present how AWP works with the Equipment Watch site. This is an important part for construction administration of a contract. Let us know at odoteconstruction@odot.oregon.gov if you’re interested in attending.

Passwords in AWP – Just a reminder for those working in the Dev site for AWP…your password expires every 90 days. Watch for an email reminder!

Pilot Projects Start – Using two recently concluded ODOT projects, we will run the process in AWP from estimation to completion. The AWP Test site needs data and documents uploaded for the pilot. Would you like to get hands-on experience in AWP? We are looking for volunteers. Contact us at odoteconstruction@odot.oregon.gov to sign up!

 


We Make House Calls

We’re available to visit your crew, unit or team meeting to share about AASHTOWare Project at ODOT. We can come to your in-person meetings or join you at your virtual meetings on Teams or Zoom.

This is a great way for your people to learn about what’s coming with the implementation of AWP. You can also get a little one-on-one time to see what your area looks like in AWP. We’ll walk you through a process that is familiar to your group.
