Message from the City Manager and Chief of Equity and Inclusion

Dear Residents of Dallas,

As we enter the last month of the year, COVID-19 cases in Dallas have continued their upward trend with no signs of slowing down. We urge to you to continue wearing your masks, avoid crowds, and unnecessary outings that might put members of your household at risk of contracting COVI-19. Please review the many testing sites located around the Dallas metroplex and make the responsible choice to get tested.

We must be united in our efforts to slow the virus and ensure that healthcare heroes and facilities are not overwhelmed by the more serious cases of the virus. We vow to do our part and continue connecting the community to resources and assistance, and we ask that you do your part to keep Dallas safe for all.

In this regard, the City is pleased to announce the evictions assistance initiative. The City of Dallas Office of Equity and Inclusion in partnership with Legal Aid of NorthWest Texas and other collaborating partners have established an eviction assistance initiative to assist Dallas residential rental tenants negatively impacted by COVID-19. The initiative looks to address the eviction crisis with the goal of keeping families housed and educating tenants and landlords on their rights and responsibilities. To seek assistance:

Eligibility Requirements:

  • Must live in Dallas; and
  • Must be at or below 200% of federal poverty guidelines; and
  • Must be negatively impacted by COVID-19

Furthermore, the City has adopted an Internet initiative to gauge resident's broadband needs. Dallas Community Based Testing Sites

Criteria for testing sites is as follows:

  • Persons with symptoms of potential COVID-19 infection, including fever, cough, shortness of breath, chills, muscle pain, new loss of taste or smell, vomiting or diarrhea, and/or sore throat; OR
  • Anyone 65-years-old or older, OR
  • Anyone with chronic health issues (diabetes, asthma, heart issues, etc.); OR
  • If your employer was open during the Dallas County Safer at Home Order, you can get tested even if you don't have symptoms. For a full list of CISA employees available to get tested click here
  • Persons with symptoms who have been actively engaged in large group settings, such as public gatherings or congregations of people, within the past fifteen (15) days

The community-based testing sites operate Monday through Saturday with varying times:

  • Eastfield College, 3737 Motley Dr, Mesquite, TX 75150
    • Beginning 08/31 hours are 7:30 a.m. to 4 p.m. from Monday through Thursday
    • This location is for City of Dallas and Dallas County residents only
    • Must provide documentation of address (ex. Utility bill)
  • Ellis Davis Field House, 9191 S Polk St. Dallas, Texas 75232
    • 7:30 a.m. to 4 p.m. (or until testing limit is reached) 
    • This location is for City of Dallas and Dallas County residents only
    • Must provide documentation of address (ex. Utility bill)
  • Mountain View College, 4849 W. Illinois Avenue Dallas, Texas 75211
    • This site will operate from 8 a.m. to 2p.m.
    • No residency or ID requirements

Requirements (Eastfield & Ellis Davis): If you meet the criteria for COVID-19 testing, please do not delay acting. Any photo ID is sufficient including a recreation center ID, a Student ID, an ID with your name and photo. It does not need to be a government-issued ID.

The City has expanded COVID-19 testing to provide mobile testing to residents in underserved communities without transportation. Eligible residents may schedule appointments between:

  • 9 a.m. and 9 p.m., 7 days a week by calling the UrgentCare2GO screening line at 1-888-601 0568.

There are now various drive-thru COVID-19 testing sites sponsored by the State of Texas, to find a location near you visit Texas Department of State Health Services webpage and enter your zip code.


Walk Up Locations

Walk-up locations are open Monday to Saturday, 7:30 a.m. to 4:00 p.m., or until testing limit is reached. No appointment required. Must be a Dallas city or county resident. Address verification required (utility bill or library card).

Parkland Testing Sites

Parkland Hospital has opened four community-based clinics open 9 a.m. to 4 p.m. by appointment only for current Parkland patients who meet the medically necessary criteria. Patients can call the COVID-19 patient line at (214) 590-8060 Monday through Friday from 9 a.m. to 4 p.m. or visit www.parklandhospital.com/COVID19testing

Additional Testing Sites

  • Walgreens, no-cost drive-thru testing site:
    • 2060 S. Buckner Blvd, Dallas, TX,
    • Hours of Operation: Open from 9:00 am - 5:00 pm, seven days a week.
    • Requirements: Residents must complete a screening survey to determine if they qualify for a test.

  • Walmart no-cost drive-thru testing site is administering COVID-19 tests at four locations:
    • Locations:
      • 15757 Coit Rd., Dallas, TX 75248
      • Belt Line Rd., DeSoto, TX 75115
      • N Garland Ave., Garland, TX 75040
      • Lakeview Pkwy., Rowlett, TX 75088
    • Hours of Operation: Monday, Wednesday, Friday from 7 am to 9pm.
    • Requirements: Residents who are interested must take a pre-screening test to see if it is necessary. Once they qualify the resident will make an appointment to get tested

  • CVS has opened up four new no-cost, drive thru COVID-19 locations in the North Texas region:
    • Locations: To find a location near you click here, and enter both your ZIP code and distance from your home to find a testing location near you. 
    • Hours of Operation: Patients must schedule an appointment for a COVID-19 test.
    • Requirements: More information about CVS Health and their testing sites can be found at their COVID-19 resource center.

Changes to Naturalization Citizenship Test

USCIS has announced that there will be changes the citizenship test that is part of the N-400 naturalization process. Applicants for naturalization with a “filing” date (also known as a receipt date) on or after Dec. 1, 2020, are required to take the 2020 version of the civics test.

Holiday Comfort Food Care Packages

Governor Abbott announced the Holiday Comfort Food Care Package (CFCP) program, in partnership with the Texas Restaurant Association, to provide holiday meals for at-risk youth and families in communities across Texas, while also supporting local restaurants.

Texas Department of State Health Services Holiday Recommendations

With Thanksgiving right around the corner, Texas enters the holiday season at a time when COVID-19 is spreading rapidly and hospitalizations continue to rise throughout the state. The Texas Department of State Health Services is providing guidance on how to decrease the risk of spreading the novel coronavirus to protect yourself, your family and your community.

Black Girl Magic Museum

The Black Girl Magic Museum is an interactive, educational based pop-up museum. The museum will consist of paintings, Props, Murals, literature, and much more. The pop-up museum will run for 14 weeks from November 21st to March 1st, 2021.

Community Building

Understanding Institutional and Structural Racism Training

This training develops the participant’s analysis of race, racism, and racial equity through discussion, interactive activities, and engagement with different types of media. Starting with an historical analysis, participants will gain a fundamental understanding of the various levels of racism (internalized, interpersonal, institutional, and structural) and racial justice concepts. Finally, participants will learn how these concepts apply to their engagement with peers, as well as the people and communities they serve.

Dallas Public Library to offer Online ESL, Civics and GED classes in Spanish & English

The Dallas Library has announced that they will be offering free classes for ESL, civics and English and Spanish GED.

LNESC Digital Navigators

LNESC is helping Dallas bridge the digital divide! Check out the Digital Navigators Program for low-income residents impacted by COVID-19.

Ocean Conservancy, December 4, 2020 – 12:00 p.m. to 1:00 p.m.

“Dallas to the Ocean” is the story of how our trash ends up in the deep blue sea and what we can do about it.  The Ocean Conservancy from Washington, D.C. returns to provide compelling information and updates on their “Trash Free Seas” program, the restoration of the Gulf of Mexico after the Deepwater Horizon disaster and how to be in action even from home.

Fair Housing

 2-1-1 Housing Assistance

2-1-1 Texas has crafted a list of resources to help people dealing with mental health issues or other disabilities, who need a place to live might find what they need. The resources vary from homeless shelters, affordable and transitional housing, as well as boarding homes.

Dallas Furniture Bank

Dallas Furniture Bank provides furniture to families and individuals transitioning out of homelessness or otherwise in need of basic household furniture. Families must fill out client referral forms that can be found on their site.

City of Dallas CARES ACT Rent Relief Program

The Emergency Rent Assistance program, funded by the CARES Act, is a federally funded initiative designed to help low-income households and persons who have been adversely impacted by COVID-19 through the loss of their employment income or who sustained a reduction in income and are delinquent in paying rent. DHA, Housing Solutions for North Texas (DHA) has been designated to help facilitate the distribution of rent relief funds by the City of Dallas.

Food Resources

The Wilkinson Food Center

Wilkinson Center’s food pantry is serving families in vehicles and curbside for walk-ups. We are asking all individuals to park in front of the pantry and remain in their vehicles to be served. The Wilkinson Center provides Food and Emergency Services that is open from:

  • Food Pantry Service hours are Monday, Wednesday and Thursday between 9:00 a.m. – noon; and Tuesday from – 1:00 p.m. to 4:00 p.m.
  • The head of household will need to bring a picture ID and proof of address such as a utility bill or lease.

Methodism’s Breadbasket

The Methodism Breadbasket provides food assistance for those who are 65 or older, must have 3 or more children in the household, as well as receiving SSI payments. They serve a limited number of zip codes in the Dallas metroplex, they are open:

  • Monday, Wednesday, and Thursday from 9:30am-11:30am and 1:30pm-3:30pm.
  • Individuals must have a valid identity card, proof of residents, and a social security card for each member of the household.

South Dallas Community Food Center

The South Dallas Community Food Center provides low-income families with nutritious food on a weekly basis through the distribution of food, hot meals, bus tickets, and gas tickets. To participate, each family must meet the current income requirements of the Texas Commodity Assistance Program.

Texas Department of Agriculture

The Texas Department of Agriculture has linked a school meal finder on their website in order to allow families to find the closest healthy, no-cost meals for your students.

Dallas Independent School District

The Dallas Independent School District in association with School Leadership, Food & Child Nutrition Services is committed to offering meal service at no cost while Dallas ISD remains closed. Meal service will continue through the summer break. Meals will be served at strategic locations throughout the district.

 City of Dallas Ad Hoc Committee on COVID-19 Assistance

The City of Dallas Ad Hoc Committee on COVID-19 Assistance and Recovery takes place twice a month and City Councilmembers discuss testing updates, mortgage assistance programs, as well as CARES Act funding updates. American Heart Association’s Dallas Market Community Conversation

Don’t Die of Doubt is the AHA’s new campaign to help individuals know the signs and symptoms of a heart attack and stroke and feel safe about going to the hospital at the first sign of symptoms. Join the American Heart Association’s Dallas Market for a Community Conversation Wednesday, December 9th. The conversation will take place from 9:00am-10:30am.
