Message from the City Manager and Chief of Equity and Inclusion

Dear residents of Dallas,

The holiday season is upon us and this year we must grapple with the reality that our celebrations will look a bit different. The pandemic has not stopped in its tracks and we must not let our guards down.

As we prepare to celebrate Thanksgiving this year,  the Dallas County Public Health Committee is advising residents to celebrate with family members that live under the same roof. Cleaning the gathering spot, avoid crowded grocery stores by shopping early, and continue implementing safety guidelines.

Additionally, this year presents an opportunity to find other ways to celebrate and become informed on the history of Thanksgiving. In solidarity with our Native American neighbors, we can find ways to honor their histories and acknowledge the celebrations we have on the lands they have long tended to. With  a smaller celebration, we can spend more time developing a Thanksgiving menu that incorporates  recipes and honors Indigenous chefs. According to Chef Nephi Craig, a member of the White Mountain Apache tribe of Whiteriver, Arizona, indigenizing our Thanksgiving meals could mean that we could introduce plant-based recipes that include ingredients that are indigenous to the regions we live. In Texas, that could be making meals incorporating prickly pear cactus, pecans, or squash. For more recipe ideas, click here.

Even with modified celebrations, we must continue to stay on guard and implement precautions to ensure we are able to enjoy the holidays with our loved ones today and for the future. We hope that the resources and links included in this newsletter can help Dallas residents navigate these difficult times.

Dallas Community Based Testing Sites

Criteria for testing sites is as follows:

  • Persons with symptoms of potential COVID-19 infection, including fever, cough, shortness of breath, chills, muscle pain, new loss of taste or smell, vomiting or diarrhea, and/or sore throat; OR
  • Anyone 65-years-old or older, OR
  • Anyone with chronic health issues (diabetes, asthma, heart issues, etc.); OR
  • If your employer was open during the Dallas County Safer at Home Order, you can get tested even if you don't have symptoms. For a full list of CISA employees available to get tested click here
  • Persons with symptoms who have been actively engaged in large group settings, such as public gatherings or congregations of people, within the past fifteen (15) days

The community-based testing sites operate Monday through Saturday with varying times:

  • Eastfield College, 3737 Motley Dr, Mesquite, TX 75150
    • Beginning 08/31 hours are 7:30 a.m. to 4 p.m. from Monday through Thursday
    • This location is for City of Dallas and Dallas County residents only
    • Must provide documentation of address (ex. Utility bill)
  • Ellis Davis Field House, 9191 S Polk St. Dallas, Texas 75232
    • 7:30 a.m. to 4 p.m. (or until testing limit is reached) 
    • This location is for City of Dallas and Dallas County residents only
    • Must provide documentation of address (ex. Utility bill)
  • Mountain View College, 4849 W. Illinois Avenue Dallas, Texas 75211
    • This site will operate from 8 a.m. to 2p.m.
    • No residency or ID requirements

Requirements (Eastfield & Ellis Davis): If you meet the criteria for COVID-19 testing, please do not delay acting. Any photo ID is sufficient including a recreation center ID, a Student ID, an ID with your name and photo. It does not need to be a government-issued ID.

The City has expanded COVID-19 testing to provide mobile testing to residents in underserved communities without transportation. Eligible residents may schedule appointments between:

  • 9 a.m. and 9 p.m., 7 days a week by calling the UrgentCare2GO screening line at 1-888-601 0568.

There are now various drive-thru COVID-19 testing sites sponsored by the State of Texas, to find a location near you visit Texas Department of State Health Services webpage and enter your zip code.


Walk Up Locations

Walk-up locations are open Monday to Saturday, 7:30 a.m. to 4:00 p.m., or until testing limit is reached. No appointment required. Must be a Dallas city or county resident. Address verification required (utility bill or library card).

Parkland Testing Sites

Parkland Hospital has opened four community-based clinics open 9 a.m. to 4 p.m. by appointment only for current Parkland patients who meet the medically necessary criteria. Patients can call the COVID-19 patient line at (214) 590-8060 Monday through Friday from 9 a.m. to 4 p.m. or visit www.parklandhospital.com/COVID19testing

Additional Testing Sites

  • Walgreens, no-cost drive-thru testing site:
    • 2060 S. Buckner Blvd, Dallas, TX,
    • Hours of Operation: Open from 9:00 am - 5:00 pm, seven days a week.
    • Requirements: Residents must complete a screening survey to determine if they qualify for a test.

  • Walmart no-cost drive-thru testing site is administering COVID-19 tests at four locations:
    • Locations:
      • 15757 Coit Rd., Dallas, TX 75248
      • Belt Line Rd., DeSoto, TX 75115
      • N Garland Ave., Garland, TX 75040
      • Lakeview Pkwy., Rowlett, TX 75088
    • Hours of Operation: Monday, Wednesday, Friday from 7 am to 9pm.
    • Requirements: Residents who are interested must take a pre-screening test to see if it is necessary. Once they qualify the resident will make an appointment to get tested

  • CVS has opened up four new no-cost, drive thru COVID-19 locations in the North Texas region:
    • Locations: To find a location near you click here, and enter both your ZIP code and distance from your home to find a testing location near you. 
    • Hours of Operation: Patients must schedule an appointment for a COVID-19 test.
    • Requirements: More information about CVS Health and their testing sites can be found at their COVID-19 resource center.

Up and Away Initiative

up and away

Approximately 50,000 young children are brought to the emergency room each year because they got into medicines that were left within reach. Any medicine or vitamin can be dangerous if taken in the wrong way or by the wrong person, even medicine you buy without a prescription (known as over-the-counter medicines). Walk around your home and find the best place to store medicines up and away and out of sight of young children.

Feeding Texas

The Feeding Texas network is the largest hunger-relief organization in Texas. Together with 21-member food banks, we reach over 4 million Texans annually with food and resources and engage the state in the fight against hunger.

Texas Association of Community Health Centers

Texas Association of Community Health Centers, Inc. (TACHC) is a private, non-profit membership association that represents Texas safety-net health care providers. TACHC members include community health centers, federally designated migrant, public housing and homeless health care centers, health center networks and other providers who strive to meet the health care needs of the uninsured and underserved.

Deck the Plaza

The Dallas favorite holiday tradition, Deck the Plaza, will return for 2020 with a twist. Dallasites and visitors are invited to join the City of Dallas for a contactless, holiday drive-thru featuring a celebration of lights at City Hall Plaza from 5:30 to 8:30 p.m. on Saturday, Nov. 21.

Citizenship Workshop

 #MyDallas Citizenship Virtual Workshop 

The WCIA Division is collaborating with American Immigration Lawyers Association, Dallas Hispanic Bar Association, Catholic Charities of Dallas, International Rescue Committee and Univision to host the first ever virtual #MyDallas Citizenship Virtual Workshop. The City of Dallas is dedicated to making citizenship services more readily available to employees, their families, and community members who live or work in Dallas, Texas. Prescreening for eligible candidates will begin November 16th – 20th and free legal services will be provided December 2nd – 5th. The WCIA Division has begun promoting the event with social media and a Spanish interview with Univision.

Promise House 2020 Holiday Engagement Opportunities

Promise House has created a list of great group volunteer engagement and in-kind donation opportunities for the Holidays (November 1 – December 16) for their at-risk and homeless youth.

Community Clean Trashoff

The City of Dallas Department of Code Compliance welcomes residents to participate in our upcoming Community Clean Trash-Off event on Saturday, November 14, 2020, from 10:00 a.m. to 2:00 p.m. at 1600 E. Five Mile Parkway Dallas, Texas 75216 (North Side of Glendale Park).  Residents can bring us bulky trash items, and we will discard them for free. Items not accepted include batteries, oil, paint, and hazardous waste.

We Are Teachers Online Learning Resources

With school districts starting the 2020/2021 school year online, parents and teachers are continually looking for online learning resources. Teachers have been tasked with delivering lesson plans and classroom activities as part of distance learning. Parents are trying to keep students on track with their studies and educational growth. Attitudes and Attires currently offer three programs to their clients: Core Program, Hopeful Smiles™, and Boots to Heels℠. Their programs focus on providing the tools you need to raise self-esteem, promote ethics, and build the confidence necessary to succeed in the workplace.

Workforce Solutions: North Central Texas

Texas Workforce Solutions-Vocational Rehabilitation Services (TWS-VRS) is a partner within the Texas Workforce System to support job seekers with disabilities as they prepare for, obtain, maintain, or advance in competitive integrated employment. Vocational Rehabilitation (VR) services are available to eligible individuals with disabilities across Texas and VR staff are co-located within many Workforce Solutions Offices.

Fair Housing

COVID-19 Emergency Fair Housing Funding

The Senate and House are considering proposal options to address the housing and economic fallout of the COVID-19 crisis.  Due to ongoing issues and challenges many tenants and homeowners are facing in trying to pay for and maintain their housing it is imperative that financial resources be made available to avoid an ancillary crisis of homelessness.  Some of the most impacted include people of color, women, and people with disabilities.  It is because of these issues it has become imperative that Congress works to create housing and economic stabilizing proposals that increase resources for fair housing. These funds are needed to enable practitioners to address heightened levels of potential discrimination, educate the public and the housing industry of the laws and protections under fair housing and to ensure that federal programs being deployed are administered in a way that affirmatively furthers fair housing.

Dallas Homebuyer Assistance Program (DHAP)

Dallas Homebuyer Assistance Program (DHAP) assists homebuyers to purchase a home within the city limits of Dallas. The amount of assistance will be based on need.  Dallas Homebuyer Assistance Program assists homebuyers with a total household income of no less than 60 percent and up to 80 percent of the Dallas Area Median Family Income to purchase a home within the city limits of Dallas.

Dallas Life: Homeless Recovery Center

Dallas Life understands the trauma of homelessness affects the whole person. Whether it is meeting basic daily needs like food, clothing and shelter, addressing addictions or past hurts, medical attention, or spiritual guidance, they are here to help you overcome.

Dallas Area Habitat for Humanity

Dallas Habitat has compiled a list of resources to help residents find shelter and home repair resources, as well as other basic needs. The organization also has other resources available, such as homeownership counseling am dedication courses.

City of Dallas CARES ACT Rent Relief Program

The Emergency Rent Assistance program, funded by the CARES Act, is a federally funded initiative designed to help low-income households and persons who have been adversely impacted by COVID-19 through the loss of their employment income or who sustained a reduction in income and are delinquent in paying rent. DHA, Housing Solutions for North Texas (DHA) has been designated to help facilitate the distribution of rent relief funds by the City of Dallas.

Homeless Shelter Directory: Food Pantry & Food Bank Locator

The Homeless Shelter Directory has assembled a list of emergency food programs provided through Food Pantries and Soup Kitchens in Dallas.

NTFB Mobile Food Pantry

The NTFB Mobile Food Pantry travels across the metroplex and provides food assistance for families. There is no need to register for Mobile Pantry pick up. Mobile Pantry participants are required to give their name, share their family size, and meet income requirements to receive food. No proof is necessary, the process is a self-declaration.

Care Center Ministries Thanksgiving Care Boxes

This year’s Thanksgiving COVID-19 Community Response will serve 1,500 community members. Recipients will stay in their vehicle, pop their trunk, and be directed through our parking lot in a drive-thru fashion to receive their ThanksGiving Family CareBox including a Bible. Also, referrals to many other services that can assist during this time.

Food for Families with Students

Texas Department of Agriculture

The Texas Department of Agriculture has linked a school meal finder on their website in order to allow families to find the closest healthy, no-cost meals for your students.

Dallas Independent School District

Food & Child Nutrition Services is providing meals to students at no cost whether in school or virtual! Our curbside service is every Wednesday from 4:30 PM – 6:30 PM. Meals will be served at schools throughout the district.

WiNGS for Women and Families

WiNGS is a community of women helping women overcome poverty by taking charge of their futures as members seeking services, or giving back to others as mentors, coaches and advocates. Through a tailored suite of services, women build confidence and skills on their path to a new life as they grow small businesses, start families or work toward financial security.

To Write Love on Her Arms

The organization To Write Love on Her Arms is a nonprofit movement dedicated to presenting hope and finding help for people struggling with depression, addiction, self-injury, and suicide. The Susan G. Komen Foundation in Dallas County is the local source for funding breast cancer detection, support, and education in the DFW metroplex. Their site has an expansive list of sources to help individuals get access to mammograms, diagnostic services, treatment aid, etc.

Dallas Metropolitan SBDC

The Dallas Metropolitan SBDC can provide businesses with information concerning contracting with government, international trade, intellectual property protection and technology transfer.

SCORE Startup Resources

Small businesses make up 99.9 percent of all United States businesses, according to the SBA with 30.2 million small businesses in operation in 2018. If you want to be someone who owns one of those small businesses, you need to set yourself up for success during the startup phase. The best way to do that is to use the resources available to you, many of which can be found for free online.

A partnership between fintech company SizeUp and the City of Dallas Office of Economic Development, SizeUp Dallas is a tool that enables small- and medium-sized business to access industry-specific, localized information. This information can help business owners make smarter business decisions as they recover from the impact of COVID-19.

Dallas B.R.A.I.N.

The Dallas Business Resource and Information Network is a partnership between the City of Dallas Office of Economic Development and the Dallas Public Library. The Dallas B.R.A.I.N. promotes entrepreneurial literacy and business development for new and existing businesses in Dallas. It provides entrepreneurs with free access to quality training, workshops, counseling, networking, promotion, and meeting space.
