ODOT’s participation in the National Electric Vehicle Infrastructure Program is moving into a new stage this month. This email will tell you how to join the solicitation process for the Year One NEVI projects, and how to qualify for future medium- and heavy-duty bid opportunities.  

Our Year One NEVI solicitation is split into two sequential steps:

  1. A request for statement of qualifications for EV infrastructure work.*
  2. Requests for proposals for each road included in the Year One NEVI projects (Interstate 5 south of Eugene, Interstate 205, and U.S. Highway 97.)

*Vendors may also submit qualification statements for future medium- and heavy-duty zero emission vehicle charging and fueling infrastructure projects. See section at the end of this email for details.

 

Step 1: Request for statement of qualifications | June 2 - July 6, 2023

We are seeking statements of qualifications from vendors for EV charging infrastructure work on the Year One NEVI projects.

We’ll issue the request through OregonBuys, the state procurement system, on June 2, 2023. Vendors must submit their statement through OregonBuys by 5 p.m. July 6, 2023.

  • The bid number in OregonBuys is S-73000-00005387.
  • The NIGP/Commodity Codes are: 918 – Consulting Services, and 96 – Transportation Consulting.

We’ll evaluate each proposal and select vendors for an “approved vendor list” for EV charging infrastructure work with ODOT. Approval is a prerequisite for step 2: vendors must be approved before they bid on the Year One NEVI request for proposals. Approval does not guarantee work.

We’ll notify all applicants if they are selected as approved vendors by mid-August 2023 via OregonBuys.

 

Step 2: Requests for proposals for Year One NEVI projects | October 2023

We plan to issue requests for proposals for Year One NEVI projects in October 2023. We’ll issue three separate requests — one per road — via OregonBuys. Approved vendors may bid on any of the NEVI RFPs and may bid on more than one.

Approved vendors will have about four weeks from the RFP issue date to submit their response through OregonBuys. We will evaluate submitted proposals and plan to notify selected approved vendors in November 2023.

Winning vendors of each road’s RFP will enter into contracts that require them to design, build, operate, and maintain DC fast charging station infrastructure that complies with NEVI specifications.

  3. Read the NEVI minimum standards final rule and the NEVI FAQ from the FHWA.
  4. Ensure your business has inclusion and diversity qualifications.

Statement of qualifications for future medium- and heavy-duty charging and fueling infrastructure projects

The request for statement of qualifications extends beyond the NEVI work. Vendors who specialize in other charging and fueling infrastructure projects, like medium- and heavy-duty infrastructure for battery electric or hydrogen refueling, are encouraged to respond to the request for qualifications through OregonBuys by 5 p.m. July 6, 2023.

As of June 2023, we do not have medium- and heavy-duty infrastructure projects or programs ready for contract request for proposals. However, ODOT is pursuing federal grants for future medium- and heavy-duty projects in these areas. We would like to start building an approved vendor list so we’re ready when those grants are awarded.

We encourage you to submit qualifications by the July deadline so you’re ready for future RFP opportunities. Like the NEVI work, approval will be a prerequisite for the contract RFP bidding process.
