This is a TIME-LIMITED position. It is full-time (40 hours per week) with State Benefits for a limited time. Although the length of time this position will be active cannot be determined, it has the potential to extend up to 3 years (36 months). These Project Manager positions are engaged in the implementation of federally- and state-funded Hazard Mitigation projects such as real estate acquisition, construction or elevation of homes, installation of generators, and other recovery projects authorized by FEMA or the State of NC. Each Project Manager oversees multiple mixed-type projects in one or more counties and ensures that the scheduling, scope of work, reimbursements, and other programmatic compliances met. Project Managers are required to work with contractors, local government administrators, customers, and/or other entities to ensure timely execution of projects to meet very tight periods of performance. Project Managers are expected to visit all project sites to conduct site inspections, ensure and enforce worksite safety, verify construction and project schedules, maintain pictorial records, and make adjustments to work, as required, to maintain schedules.

Job duties and responsibilities include, but are not limited to, the following:

Program / Project Development and Management:
  • Managing multiple grant-funded projects in multiple counties through both acquisition and construction activities
  • Executing installation of fixed backup generators and automatic transfer switches to critical facilities, construction of safe rooms, and other infrastructure projects to reduce losses due to natural or man-made hazards
  • Administering multiple contracts
  • Tracking multiple scopes of work
  • Understanding and enforcing legal and contractual agreements
  • Adjusting scopes of work, as required
  • Ensuring all projects meet quality of work and are compliant with city codes
  • Meeting project time schedules and funding requirements
  • Working with senior management staff in managing overall program efforts
  • Understanding federal grant programs and their administration
Program / Project Data Management and Compliance:
  • Ensuring all program / project data is documented and verified by inspection before approving projects as complete
  • Providing technical assistance to local governments
  • Resolving code and financial issues
  • Tracking all project expenditures
  • Managing key program indicators and project reports
  • Ensuring compliance with current federal, state, and local government laws, regulations, policies, and procedures as it pertains to construction and worksite safety
  • Utilizing project management electronic tools to record, track, analyze, and report project data
Quality Improvement, Technical Assistance, and Administrative Processes:
  • Providing high-quality customer service to internal and external partners
  • Adhering to all governing policies and general statutes
  • Fostering development of quality improvement processes with internal and external partners, as appropriate
  • Providing direct support to the Senior Project Manager and Team Leader in the areas of project administration, change management, and expediting document control
  • Assisting with the development of public relations and communications strategies to support program goals
  • Meeting and communicating with applicants
  • Conducting public meetings
  • Attending local board meetings to inform county, town, and city leaders of project timelines
  • Preparing written findings and presenting recommendations to management on possible project adjustments and other issues that may need resolving
  • Preparing professional correspondence

The work of these positions is guided by federal and state laws, policies, and procedures, and is performed under the supervision of a supervisor who reviews work in progress and upon completion for accuracy and conformance to established standards.

These positions qualify for teleworking on a part-time basis as part of a State Telework Pilot Program. More information on this arrangement may be obtained at the time of interview.

This is a full-time position (40 hours per week) with State Benefits. This position's typical work schedule is Monday - Friday, 8am-5pm.

About the Hazard Mitigation Section:
The primary mission of the Hazard Mitigation Section is to manage and implement efficient and effective disaster recovery programs as authorized under NC General Statute 166A and other relevant legislation.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Experience working in the residential and/or commercial construction field
  • Experience in multiple aspects of construction project management for large projects with substantial budgets, such as: reviewing blueprints, obtaining work permits, approving work changes, ensuring worksite safety, and/or ensuring compliance with all building codes.
Management Preferences
  • Experience using project management or scheduler software
  • Knowledge of the administration of Federal Grant programs

Bachelor's degree from an appropriately accredited institution and three (3) years progressively responsible experience related to the area of assignment, or an equivalent combination of training and experience.
