Seniors First Kingsborough and Morris Houses RFP

The New York City Housing Authority (NYCHA) in collaboration HPD, is planning to develop high-quality, sustainable and mixed-use senior housing developments in the Crown Heights neighborhood in Brooklyn and the Morrisania neighborhood of the Bronx. The development of these sites builds on the Seniors First strategy which includes developing new senior housing on NYCHA and other land.

1 Community Visioning

In order to gather the community’s input on what residents hope to see on these two sites, NYCHA hosted community workshops on July 25 and 26, 2019 and August 22, 2019. The purposes of the workshops were to enable meaningful and interactive participation, better understand community priorities, and gather ideas for improvements on these sites from NYCHA residents and others who live and work in the vicinity and have an intimate understanding of neighborhood conditions and needs.

Input gathered at these workshops and through online questionnaires are summarized in A Community Vision for Morris Houses and A Community Vision for Kingsborough. The reports are also attached as appendices to the RFP and respondents are encouraged to consult the reports when developing their proposals.

2 Open Request

NYCHA and HPD released the Seniors First Kingsborough and Morris Houses RFP on March 6, 2020. The pre-submission conference, originally scheduled for March 27, 2020, was postponed to October 1, 2020. All proposals were due in hand no later than 4:00pm on February 19, 2021.

3 Submissions Review

NYCHA and HPD reviewed submissions to the Seniors First Kingsborough and Morris Houses RFP and designated the sites.

4 Developer Designation

On May 5, 2022, HPD announced the designation of Site 1, Morris Houses to a development team comprising NRP Group, SelfHelp Realty Group, and Foxy Management. The Sol on Park development will feature approximately 195 deeply affordable homes for seniors, and give rise to a 15-story mixed-use building paired with a new community health center, a nutrition education facility, and a career-training spaces accessible to residents and the community at-large.

Site 2, Kingsborough

On June 22, 2023, HPD announced the designation of Site 2, Kingsborough, to CAMBA Housing Ventures. The Weeksvillage development will feature approximately 200 deeply affordable homes for seniors, and give rise to a 13-story mixed-use building paired with a health screening center, senior and community teaching kitchen, food pantry, and workforce development and small business center accessible to residents and the community at-large.
