The New York City Department of Housing Preservation and Development (HPD) is planning to develop high-quality and sustainable affordable housing developments on two sites in Bronx Community District 4, located in Southwestern Bronx. The development of these sites builds on the Jerome Avenue Neighborhood Plan, and other collaborative community planning efforts to improve access to affordable housing opportunities in the area.

Sites

Site A - River Commons

Site A is located on the River Avenue and East 168th Street side of the Morrisania Diagnostic and Treatment Center at 1225 Gerard Avenue. The Site is owned by the New York City Health and Hospitals Corporation (H+H) and is currently used as a surface parking lot.

The Site is adjacent to the elevated 4 subway line along River Avenue, as well as the 167th Street Station. The Site consists of Bronx Block 2489, Lot 60, and is approximately 26,000 square feet in size.

On December 30, 2021, HPD announced the designation of Site A to Type A Projects, L+M Development Partners, and BronxWorks as the development team for their proposal for River Commons. The design for the site provides a mix of permanently affordable unit sizes, including family-sized units – a request from the community during the engagement process. There will be 112 studio apartments, 89 one-bedroom, 63 two-bedroom and 14 three-bedroom units. The project integrates with the surrounding H+H campus and provides ground floor uses that will activate a stretch of River Avenue that is situated below an elevated train throughout the day.

The project includes two high-impact community facilities: The BronxWorks Empowerment Center will provide an extensive range of services for the community, including health and nutrition education, fresh food access, after school and summer camp programming, family support, eviction prevention, as well as job readiness, training, and employment services.

Site B

Site B is located at 1640-1642 Anthony Avenue, across from Claremont Park and adjacent to the Labor-Bathgate Child Care Center, operated by the New York City Administration for Children’s Services (ACS). The site consists of Bronx Block 2888, Lots 23 and 25, and is approximately 10,000 square feet in size.

On September 9, 2021, HPD announced the designation of Site B to Habitat NYC, Camber Property Group, and Almat Urban, and Interboro Community Land Trust (CLT) to develop 40 new homeownership opportunities for low-income families in the Bronx. The development of the site advances a key commitment of the Jerome Avenue Rezoning to transform the vacant City-owned site into permanent affordable housing.

This project represents the first time HPD selected a team proposing the CLT model for homeownership in response to a Request for Proposals (RFP) to create affordable housing on vacant, City-owned land. This milestone delivers on the Administration’s commitment to advance new housing models designed to expand community and collective ownership. Transferring the project’s land to the Interboro CLT will facilitate ongoing home sales to lower-income households, ensuring that future generations of first-time home buyers benefit from the project’s long-term affordability.

The project will result in an 8-story, 100 percent affordable residential building to include a mix of 20 one-bedroom, 16 two-bedroom, and four three-bedroom apartments. Each home will be affordable to households earning up to $93,000 for a family of three and all are fitted with a balcony and installation for washer and dryer units. Communal amenities for residents include a rear yard, community room, wellness gym, and hydroponic center. Additionally, as a part of the development, homeownership education and assistance will be provided to first-time home buyers and residents whose applications have been denied.

Community Visioning Workshop Report

In order to gather the community’s input on what residents hope to see on these two sites, HPD hosted a community workshop on October 3, 2019. The purposes of the workshop were to enable meaningful and interactive participation, better understand community priorities, and gather ideas for future development on these sites from those who live and work in the vicinity and have an intimate understanding of neighborhood conditions and needs. 

Input gathered at this workshop and through online questionnaires is summarized in the Jerome-Anthony RFP Community Visioning Workshop Report. This report is also attached as an addendum to the RFP, and respondents are encouraged to consult this report when developing their proposals.

Pre-Submission Conference

A pre-submission conference was held at 2:00pm - 4:00pm on January 17, 2020 at 100 Gold Street, Room 1R, New York, NY 10038. 

Submission Requirements

The RFP contains a detailed description of the development program, requirements, guidelines, eligibility requirements, selection process, and submission requirements.
