Establishment of the LGBTQIA+ Liaison within New York City Police Department

WHEREAS, it is the policy of the City of New York to ensure that LGBTQIA+ people of the City live with dignity, are treated with equity, and are free from violence and discrimination;

WHEREAS, the City of New York is committed to maintaining trust with the LGBTQIA+ community, and fostering a safe and welcoming work environment for all employees who identify as LGBTQIA+;

WHEREAS, the New York City Police Department recognizes the value of building strong relationships with the LGBTQIA+ community through stakeholder engagement and implementation of equity strategies to promote the inclusion of LGBTQIA+ people into all aspects of their work; and

WHEREAS, the City of New York first established the LGBTQIA+ Liaison within the New York City Police Department in April of 1989, and seeks to elevate this title and to renew its commitment to the LGBTQIA+ community.

NOW, THEREFORE, by the power vested in me as Mayor of the City of New York, it is hereby ordered:

Section 1. Establishment of the LGBTQIA+ Liaison. The Police Commissioner will establish within the Office of Police Commissioner of the New York City Police Department the LGBTQIA+ Liaison.

§ 2.  Duties of the LGBTQIA+ Liaison. At the direction of the Police Commissioner, the LGBTQIA+ Liaison shall:

  1. Partner with the Office of Equity and Inclusion and Training Bureau on workforce outreach and institutionalizing trainings;

  2. Support all NYPD Bureaus on LGBTQIA+ related issues;

  3. Review and make recommendations on policies under consideration by the Office of Management Analysis and Planning that affect the City's LGBTQIA+ community as well as the NYPD's LGBTQIA+ workforce;

  4. Partner with NYPD Community Affairs Bureau’s LGBTQIA+ Outreach Unit to engage external partners; and

  5. Work to strengthen the LGBTQIA+ Advisory Panel, which convenes community partners and advocates.

§ 3. Effective Date. This Order shall take effect immediately.
