This request is open to nonprofit organizations, community-based organizations, tribes, and tribal organizations and public or governmental agencies serving communities in King County. Small nonprofit, community-based Black, Indigenous, and other Communities of Color-led organizations are encouraged to submit proposals.

Eligible Applicants must meet the following eligibility criteria:

• Established experience working with survivors of domestic and/or sexual violence.
• Demonstrated ability to deliver civil legal services.
• Work with survivors throughout King County.
• Submit a timely application within the scope of work of this RFP as outlined in Section II. C., RFP OVERVIEW: The Request.
• Acknowledge Executive Order #ACO-8-28-EO mandating all King County contracted workers providing on-site services at King County facilities or providing in-person services to the general public must be fully vaccinated against COVID-19.
• Demonstrated commitment to ESJ and working with communities most impacted by COVID-19 and institutional and systematic racism.
• Demonstrated ability to provide services for individuals who identify as low income, Black, Indigenous, and People of Color (BIPOC), LGBTQIA+, disabled, or hold identities from other marginalized groups.
• Experience with federal funding sources and reporting requirements. If no previous federal funding experience, ability to provide a description of how your organization intends to manage public funds should you be awarded a contract through this RFP.
• If applicable, ability to complete a two-part, online Federal Grants Subrecipient Training Course, to be scheduled by DCHS and completed by Subrecipient after award, contract execution, and prior to first payment.

Complete Applications will include the following:

• Responses to summary questions[1] (Summary Questions tabs), including attestations that indicate Applicant’s willingness and capacity to respond to federal requirements associated with receiving ARPA funds
• Responses to narrative questions[2] (Narrative Questions tab)
• An estimated 14-month budget[3] and budget narrative covering proposed goals, activities, and outcomes (Uploaded to the Required Documents section of ZoomGrants)
• A completed organizational equity chart[4] (Organizational Equity Chart tab)
