1.  Overview - How is VA’s Center for Verification and Evaluation (CVE) changing its application process for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran-Owned Small Businesses (VOSBs)?

CVE will cease accepting new applications for verification or reverification in the Vendor Information Pages (VIP) Portal.

2.  Overview - When will this change take effect?

The change will occur on Monday, October 24, 2022, at 5:00 p.m., Eastern Daylight Time.

3.  Overview - Why is CVE taking this action?

This is a necessary step to implement the transfer of the verification function from VA to the Small Business Administration (SBA). By providing advance notice to potential SDVOSB and VOSB applicants and requiring them to submit any application prior to October 24, 2022, CVE will be able to allocate resources necessary to complete as many of the verification applications as possible by January 1, 2023, when SBA assumes responsibility for the program.

4.  Overview - Why is responsibility for verification transferring to SBA?

Verification is transferring to SBA as mandated by law. On January 1, 2021, the Congress passed the William H. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 (Public Law 116-283). Section 862 of that law directs SBA to create a Governmentwide certification program for SDVOSBs. SBA will also conduct certifications for VOSBs for VA’s use. VA will cease conducting its own verification program and will instead rely on SBA’s certification program for eligibility under the Veterans First Contracting Program.

5.  Guidance for Specific Circumstances - My business is currently self-certified in the System for Award Management (SAM) and not a VA-verified firm. Do I need to submit an application before the October 24, 2022, deadline?

In most cases, no. Most self-certified SDVOSBs will be able to continue competing for contracts at agencies other than VA due to a grace period provided in the law.  However, there are exceptions. For details, review the Memorandum on Guidance for Self-Certified SDVOSBs {PDF, 2 pages}.

6.  Guidance for Specific Circumstances - My business is currently a VA-verified firm. Do I need to submit an application for reverification prior to the October 24, 2022, deadline?

In most cases, the answer will depend upon when the firm’s eligibility is currently scheduled to expire. Firms expiring prior to the January 1, 2023, transfer date will likely need to submit an application on or before October 24, 2022. 7.  Guidance for Specific Circumstances - If I am seeking reverification, but have not had any material changes in ownership and control, do I need to submit an entire application?

VA provides a simplified reverification for firms whose ownership and control have not changed materially since their last verification. The VIP Portal provides a series of screening questions to determine if an applicant is eligible for this expedited process. If so, an applicant must complete this process and submit their simplified package on or before October 24, 2022.

8.  Guidance for Specific Circumstances - My business is currently a VA-verified firm. Due to changes in my business, I will need to submit a change request as required by regulation. How does the October 24, 2022, deadline affect my ability to report a change?

Submitting change requests will still be permitted. The change affects only the receipt of new or reverification applications as of October 24, 2022.

9.  Specific Application Questions - I have initiated an application for verification. How will the change affect me?

Applications must be submitted as of October 24, 2022. Initiating an application is not sufficient to meet this deadline.

10.  Specific Application Questions - After submitting an application package, will CVE request additional information or supplemental documentation, once the October 24, 2022, deadline has passed?

As part of its processing of a submitted application, CVE may require additional information or supplemental documentation. Provided they respond promptly to these requests, applicants will continue to be considered notwithstanding passage of the October 24, 2022, deadline.
