This position is in the Office of the Assistant Secretary for Enterprise Integration (OEI).
The incumbent serves as the Chief of Staff (COS) and support the Assistant Secretary (AS)
and Principal Deputy Assistant Secretary (PDAS) to provide guidance and direction to all
organizations in OEI. The COS serves as the OEI's central coordination point for all high-level
discussions and negotiations involving operational activities to carry out the mission
of OEI.

The position is located in the Office of Enterprise Integration and reports to the Principal Deputy Assistant Secretary. The responsibilities include, but are not limited to:
Assists the AS and PDAS OEI with the oversight, technical operations, and development of policy, procedures, regulations, and processes in support of VA Staff Office/Administration's program delivery and VA's overall goals and objectives.
Develops procedures and operational processes designed to achieve short and long-term goals that are consistent with the overall OEI's goals and objectives.
Develops and recommends effective and efficient internal management controls and administrative practices to eliminate duplication and overlapping functions and to ensure maximum utilization of resources - including oversight of OEI finances, human resources, assets, continuity of operations and other operational functions.
Reviews executive correspondence requiring concurrence and/or signature of the AS, PDAS, or top management/Agency officials.
Exercises delegated signature authority for the AS and PDAS judiciously to commit the support and concurrence of the AS and PDAS in assigned areas and on specific projects.
Coordinates OEI's responses to external requirements and mandates (GAO, OIG, Congress, VSO, etc.)

Due to COVID-19, VA is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement. Management officials will provide information about returning to the official, pre-pandemic worksite, when applicable. At that time, you may be eligible to request to continue to telework depending upon the terms of your organization's telework policy and the duties of the position.
