At the full performance level, the Community Planner:
This position is perfect for a mid-level planner seeking a career with the Federal Transit Administration, and opportunity to: apply project development and project management skills in the management and oversight of grants program; assist the office and grant applicants in fulfilling their National Environmental Policy Act (NEPA) responsibilities for proposed transit projects and transportation plans: assist in the review of complex impact assessments and analyses; and prepare documentation on project-related environmental issues consistent with the NEPA.
CONDITIONS OF EMPLOYMENT:
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.
To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:
Experience assisting others with transit/transportation grants management and principles and practices of transportation planning.
Experience with transit/transportation projects and NEPA environmental review processes.
Experience with assessment methods related to the National Environmental Policy Act, Section 106 of the National Historic Preservation Act, and Section 4(f) Requirements for the types of environmental and community impacts that occur with transit/transportation projects, and in mitigating those impacts.

Experience with federal transportation planning requirements and grants management principles.
Experience conducting technical analysis of documents and projects and developing appropriate review or response documents regarding matters of policy and/or grant administration.
Experience managing transit/transportation program(s) and NEPA environmental review processes.
Experience reviewing and analyzing assessment methods related to the National Environmental Policy Act, Section 106 of the National Historic Preservation Act, and Section 4(f) Requirements for the types of environmental and community impacts that occur with transportation projects, and in mitigating those impacts.

To qualify for the GS-13 on Experience, (in addition to the GS-12), you must have at least one year of experience equal or equivalent to the GS-12 it must include:
Experience with administering and overseeing the metropolitan and statewide transportation planning process, the federal grant development process, and developing and presenting recommendations for approval by senior officials.
Experience with program and project management and providing technical assistance, researching and applying theories, principles and practices of transportation planning to ensure statutory compliance and implementation of federal policies.
Experience managing transit/transportation projects and NEPA environmental review processes.
Experience planning and conducting projects/studies in transportation planning related topics (e.g., transit planning; environmental stewardship and streamlining; corridor planning; safety; realty programs; sustainability, etc.), preparing relevant analytical reports, and presenting results.
You cannot qualify on education at the GS-13 level; you must have experience.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Transportation, Planning and Project Development - Knowledge, research techniques, principles and practices of Statewide and Metropolitan transportation planning, transit systems, and project development.
Transportation Authorization and Appropriation Law, Regulations and policies - Comprehensive knowledge of research techniques and Federal transportation laws, regulations and policies. Ability to locate, read, and interpret requirements, and participate in drafting any such new requirements and guidance as may be required. Demonstrates the ability to communicate and present comprehensive knowledge to internal and external clients and customers.
Management and Administration of Grants and Agreements - Comprehensive knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements.
Problem Solving and Dispute Resolution- Ability to recognize possible conflicts during transportation planning and project planning efforts and public meetings or hearings as well as during regulatory and policy development. Ability to propose strategies to resolve issues. Identifies when to elevate and exercise dispute resolution options.

Degree: Community Planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. OR
Combination of education and experience: Courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
