Starr Whitehouse is working with LMXD and Wilder Balter to support downtown revitalization in the City of New Rochelle through transit-oriented development. New Rochelle is a city with 77,000 people located a twenty-minute train ride from Midtown Manhattan. Working within the city’s new Downtown Overlay Zone, Starr Whitehouse is engaged in both medium-density affordable housing development and the improvement of city center public realm and placemaking. Our team is redesigning a downtown street and urban plaza, reconfiguring and regrading the street so that it can be temporarily pedestrianized and support community programs—creating a more welcoming open space, adding seating for adjacent retail, and designing an iconic new food pavilion. These public realm improvements will provide an amenity for downtown residents and improve pedestrian connectivity between existing open spaces and commercial assets. Nearby, Starr Whitehouse is designing outdoor and amenity species for a 380-unit 27-story residential building on LeCount Place. Our collaboration with architects Beyer Blinder Belle aims to create a continuum of open space from public to private realm, integrating the structure with the street grid, supporting placemaking efforts, and setting a standard for future developments to tie into the larger urban fabric. By defining a cohesive experience and adding value to the public realm, this project will create an increasingly attractive environment for transit-oriented development in New Rochelle.
