Plan4all is a non-profit association dedicated to sustaining and enhancing the outcomes of numerous research and innovation initiatives. The organization engages in research and experimental development, with a strong emphasis on translating these results into practical applications.

At its core, Plan4all focuses on aggregating extensive open datasets pertinent to various planning sectors such as spatial/urban planning, rural development, transport, environment, tourism, and precision/autonomous farming. The organization is committed to ensuring that these open data are not only easily accessible for reuse but also consistently maintained and improved in quality.

As an umbrella organization, Plan4all brings together a diverse network of more than 60 partners from 22 countries, including public bodies, universities, research organizations, and business entities. The association is a recognized member of several key global initiatives and consortia, such as the Global Open Data for Agriculture and Nutrition (GODAN), the Open Geospatial Consortium (OGC), the Big Data Value Association (BDVA), and the Research Data Alliance (RDA). Additionally, Plan4all is a Participating Organization in the Group on Earth Observation (GEO).

The genesis of Plan4all was the eContentplus project Plan4all (2009-2011), which laid the foundation for the association. Officially established during the FP7 project Plan4business (2012-2014), Plan4all initially focused on the harmonization of large-scale spatial planning data in Europe, contributing draft INSPIRE data specifications for various spatial data themes, including land use and land cover. The Plan4business project further expanded the organization’s scope by developing an open data platform for the aggregation, management, and analysis of spatial planning information.

Furthermore, Plan4all has incorporated results from other significant projects like SDI4Apps, OpenTransportNet, and FOODIE, integrating a wide array of expertise and resources into its operations.
