Leaders of Salem-Keizer schools, Oregon’s second largest district, are vowing to put all their cards on the table in negotiating a new teacher contract, hoping to avoid the fractious, protracted deal-making Portland Public Schools went through.

The state’s largest district has emerged as a cautionary tale after its extended strike lasted for three weeks and denied students 11 days of instruction.
