OVERVIEW
The Oregon Department of Transportation’s Urban Mobility Strategy is a cohesive approach to make everyday travel safer and 
more predictable in the Portland area. Combined with ODOT's partnerships and investments in transit and active transportation, these once-in-a-generation projects will support a modern and multimodal transportation system in the region, while advancing our goals for equity, climate solutions, congestion relief and safety.



The Challenges

Congestion, safety, and aging infrastructure
The Portland area is in a jam. 
  • Portland ranks No. 12 in the United States for the worst traffic. 
  • Hours of traffic are delaying individuals, businesses, and communities. 
  • High crash rates caused by bottlenecks and outdated interchanges put the economy and Oregonians safety at risk. 
  • Aging bridges and roads will fail in an earthquake. 
  • Decreasing fuels tax revenue, as cars become more fuel efficient, use less gas and emit less pollution, reduces transportation budgets.
Climate 
Transportation emissions are Oregon’s largest single source of greenhouse gas emissions. We are on track to reduce carbon emissions from transportation by 60% from 1990 levels by 2050. 

The Solution

The Urban Mobility Strategy
To address safety, equity and climate change challenges, the Urban Mobility Strategy was developed to reduce congestion and modernize our aging infrastructure system.
The Urban Mobility Strategy’s once-in-a-generation projects – OR 217 Auxiliary Lanes, Interstate Bridge Replacement Program, I-205 Abernethy Bridge Project, I-5 Rose Quarter Improvement, I-5 Boone Bridge Replacement Project, and Oregon Toll Program – along with ODOT’s partnerships and investments in transit, bike and pedestrian paths, will help to reduce traffic jams.
 As the region continues to grow, these project investments, along with tolling, will address transportation problems facing the Portland region for generations to come.
