American Rescue Plan Act (ARPA): Live Event Support Industries Program

The Oregon legislature allocated Business Oregon $10 million in federal American Rescue Plan Act (ARPA) Coronavirus State Fiscal Recovery Funds for the purpose of supporting the live event support industry negatively impacted by the COVID-19 public health emergency. This program received 344 applications, with 164 organizations receiving a total of $10 million. The award amount sizes were generally between $10,000 and $100,000. ​To apply for these funds, applicants must meet the eligibility criteria outlined in the program guidelines

Eligible applicants for this Program include but are not limited to:  
  • Event Planners, Designers, and Talent Buyers 
  • Event Sound, Video, Lighting, Rigging, and Staging Providers 
  • Event Supply Rental Companies
  • Event Catering Providers
  • Event Scenic, Décor and Floral Vendors 
  • Theatrical Services and Equipment Rental Providers 
  • Specialty Entertainers such as DJs, MCs, Costumed Characters, Actors, Musicians, Musical Groups, Auctioneers, and other special event-specific talents 
  • Specialized Event Services and Vendors such as Event Security, VIP Toilets, Photobooths, Portable Gaming, Amusement Providers, and Event Transportation Providers, Ticket Agencies, etc.
  • Wedding-Specific Services and Vendors such as Stylists and Makeup Artists, Photographers and Videographers, Planners and Coordinators, etc.
The ARPA Coronavirus State Fiscal Recovery Program for Live Event Support Industries will prioritize funding for applicants that have not directly benefitted from these previous relief programs
  • 2020 federal CARES Coronavirus Relief Fund for Cultural Support (CRFCS) administered by Business Oregon/Oregon Cultural Trust 
  • 2020 state Business and Cultural Support Program administered by the Department of Administrative Services (DAS) 
  • 2021 federal Shuttered Venue Operators Grant (SVOG) program administered by the U.S. Small Business Administration 
  • 2021 state Operational Cost Assistance (OCA) program administered by Business Oregon 
  • Restaurant Revitalization Fund (RRF) administered by the U.S. Small Business Administration 
  •  2022 ARPA Coronavirus State Fiscal Recovery Program for Small and Independent Community Movie Theaters administered by Business Oregon  
  • 2022 ARPA Coronavirus State Fiscal Recovery Program for Live Events Venue Operators and Producers/Presenters Program administered by Business Oregon​
The online application​ is now closed. All applications had to have been received no later than 12:00 pm on Tuesday, August 30, 2022. Award decisions will be announced in September 2022. You can subscribe to our email updates​ to be notified of any changes.

Applicants should refer to the “Application Checklist” in the Additional Resources section of the page for a detailed description of all the elements needed to complete the application.
  1. Applicant reviews application guidelines and supplemental information available on the Business Oregon website
  2. Applicant completes and submits application by 12:00 pm on Tuesday August 30.
  3. Business Oregon conducts a lottery of the applications and performs eligibility reviews per program guidelines. Selected applications are moved forward for financial review
  4. Business Oregon requests financial documents from selected applications for financial review.
  5. Selected lottery applicants upload requested financial documents; Business Oregon reviews submitted documents for financial eligibility per program guidelines.
  6. Business Oregon notifies all applicants of final award decisions
  7. Business Oregon requests completed contract form for grant award. 
  8. Business Oregon disburses program awards

Please note that eligibility criteria will be verified by Business Oregon during the review process. Eligibility determinations made by Business Oregon are considered final. Applicants shall be notified of their award status and amount via email.  Selected eligible applicants will be asked to execute a grant contract and also submit a voluntary demographic questionnaire at the time of contract. Grant contracts shall be administered through the online account created at the time of application.



Program awards will generally range between $10,000 - $100,000. Awards from this Program shall not exceed the applicant’s reported loss in revenue from live event support activities between 2019 and 2020 or $100,000 (whichever is less).

Business Oregon maintains exclusive authority to determine an applicant’s program eligibility and make final award determinations.

Contracts Issued to Successful Applicants: mid/late September 2022 
Funds Released: contingent upon return of fully signed contract to Business Oregon. We expect to release the majority of funds in September 2022.
