The Live Event Support Industries Program is the third phase of the American Rescue Plan Act Coronavirus State Fiscal Recovery Fund administered by Business Oregon. This phase of the Program will provide up to $10 million in grant assistance to qualifying applicants that have experienced financial hardships as an outcome of public health measures necessitated by the COVID-19 public health emergency.​

The application period opened at 12:00 pm on Tuesday, August 16, 2022 and closed at 12:00 pm on Tuesday, August 30, 2022​​​​​

No, you can use your existing account information to access both applications. However, there are different log-in pages for each program so be sure to use the appropriate link for the Live Event Support Industries’ application form.

If you operate multiple live event support businesses, then you must submit separate and distinct applications for each eligible business.  Please note that in order to submit multiple applications, you will need to create separate accounts using different email addresses. 

  • Event Planners, Designers, and Talent Buyers 
  • Event Sound, Video, Lighting, Rigging, and Staging Providers 
  • Event Supply Rental Companies
  • Event Catering Providers
  • Event Scenic, Décor and Floral Vendors 
  • Theatrical Services and Equipment Rental Providers 
  • Specialty Entertainers such as DJs, MCs, Costumed Characters, Actors, Musicians, Musical Groups, Auctioneers, and other special event-specific talents 
  • Specialized Event Services and Vendors such as Event Security, VIP Toilets, Photobooths, Portable Gaming, Amusement Providers, and Event Transportation Providers, Ticket Agencies, etc.
  • Wedding-Specific Services and Vendors such as Stylists and Makeup Artists, Photographers and Videographers, Planners and Coordinators, etc.

Business Oregon recognizes that the Live Event Support Industry is very extensive, and our list of eligible applicants does not encompass all principal business activities for the industry. On the application, we will provide an “other” category with a 100 character text box for the applicant to describe how their business provides goods (rented or sold) or services for the production and execution of live events.

  • Adult entertainment providers
  • Municipally or state-owned service providers
  • Casino operated live event service providers
  • Lobbying organizations as defined by the Internal Revenue Service
  • Political organizations subject to tax under Internal Revenue Code section 527 such as political parties, campaign committees for candidates for federal, state, or local office and political action committees
  • Federal, state, and local government agencies
  • Nonprofit religious corporations and/or houses of worship recognized as tax-exempt under section 501(c)(3) of the Internal Revenue Code
  • Cannabis related goods and services
  • Public or private universities/educational institutions
  • Nationally owned and operated live event support service providers
  • Employees of live event support business who receive a W2 from the business
  • Other live event support service providers that do not meet the intent of the program as determined by Business Oregon

Yes, however the ARPA Coronavirus State Fiscal Recovery Program for Live Event Support Industries will prioritize funding applicant that have not directly benefitted from these previous relief programs:

  • 2020 federal CARES Coronavirus Relief Fund for Cultural Support (CRFCS) administered by Business Oregon/Oregon Cultural Trust
  • 2020 state Business and Cultural Support Program administered by the Department of Administrative Services (DAS)
  • 2021 federal Shuttered Venue Operators Grant (SVOG) program administered by the U.S. Small Business Administration
  • 2021 state Operational Cost Assistance (OCA) program administered by Business Oregon
  • Restaurant Revitalization Fund (RRF) administered by the U.S. Small Business Administration
  •  2022 ARPA Coronavirus State Fiscal Recovery Program for Small and Independent Community Movie Theaters administered by Business Oregon
  • 2022 ARPA Coronavirus State Fiscal Recovery Program for Live Events Venue Operators and Producers/Presenters Program administered by Business Oregon

Yes, non-profits are eligible if they meet the program eligibility criteria as shown in the guidelines.

The application will contain questions related to the eligibility criteria that are stated in the Program Guidelines. Applicants should review the guidelines as well as the Application Checklist to determine what kinds of questions will be on the application. Both documents are available for review on the main ARPA webpage​​.

Yes provided that you’re still headquartered or domiciled in the state of Oregon,  and earn a majority of your revenue from live event support activities in the state of Oregon. Conducting some events in other states does not exclude you from receiving an award if these eligibility criteria are still satisfied.

No, to be eligible for this program you are required to have provided goods and services in support of live event activities in Oregon throughout the twelve months prior to March 3, 2020.

If you submit an application and your registration is found to be inactive, you will be contacted by a staff member from the Business Oregon review team.​

Please note that changes can only be accepted while the application is open. Business Oregon cannot accept any changes after 12:00 pm on August 23, 2022.

The application form will take you through a series of questions screen by screen. You will be unable to advance to the next screen/page until you have filled in all the required fields, however you can return to earlier pages using the "Previous Page" button if you need to correct any information.

Please note that you should use the "Previous Page" and "Next Page" buttons to navigate through your application rather than the back and forward buttons on your internet browser.

Once you have completed the application (before submittal) you may use the "Previous Page" button to review your answers and make sure all information is correct. After successful submission of your application, you will be emailed a confirmation message containing a copy of your application for your records. If you cannot locate the confirmation email in your inbox, we advise you to check your spam and/or junk folder, where messages sometimes filter.


Applicants shall be notified of award decisions via email.  Successful applicants will be asked to complete a grant contract and submit a voluntary demographic questionnaire at the time of contract. Grant contracts shall be administered through the online account created at the time of application. As soon as Business Oregon receives the fully completed contract, we will begin the process of disbursing funds. Grant awards will be sent via check to the address listed on the applicant’s W9 form.

No, there are no job creation or retention requirements associated with the program.

Program content will be available in English, Spanish, Korean, Chinese, Vietnamese, and Russian. Business Oregon may utilize a third-party translation service to assist applicants as needed. All applicants should prepare accordingly if additional language or translation services will be required to complete the application.​​
