POSITION DUTIES

The main purpose of this position is to provide administrative specialist support for the Infection Prevention and Control Program in the following areas: database management of internal and external databases and networks that support local and national surveillance activities and case reports of communicable diseases of public health significance as required under COMAR 10.06.01; assisting with communicable disease investigations and management; general administrative processes; maintenance of on-call rosters and calendars; This position provides general administrative support to the IPC Supervisor and other members of the IPC programs that include but not limited to scheduling meetings, taking minutes, drafting agendas and other duties. and support as required of the IPC program. This position is not eligible for telework.


30% Database Management:

  • Assists with state and local surveillance database activities. Ensure that data is accurately entered into the NEDSS database, and needed information is transmitted to MDH while maintaining a strict level of patient confidentiality.
  • Reviews data and recommends changes to/new policies/procedures through identified trends, and interpretation of data and program needs. Recommendations are shared with IPC supervisor, Deputy Bureau Director, and/or Bureau Director
  • Functions as liaison and point of contact to (MDH) NEDSS Registry Manager by providing technical support and administrative assistance to Health Department staff members regarding NEDSS application process, initial set-up and new user interfaces.
  • Assists with entering information for to cab vouchers into Careware for tracking and verification purposes.
  • Coordinates with Outbreak Investigators and Supervisor to provide Urgent Care facilities and Healthcare providers with proper protocols needed for communicable diseases as directed. 
  • Processes and verifies labs/reports received daily to appropriate personnel for interpretation of data to be used for daily data analysis. 

30% Communicable Disease (CD) Investigations and Management:
  • Receives and reviews lab data on communicable diseases and enters the information into NEDSS as needed.  
  • Organizes and compiles data for distribution to Surveillance investigators per the direction of the Surveillance Program Supervisor. 
  • Collects and compiles data for all incoming labs and morbidity reports.
  • Provides back up to CD surveillance investigators on as needed basis. i.e. placing phone calls, completing/faxing case report forms, creating memos, letters, charts, tables, etc.
  • Assists the Outbreaks program during times of elevated case reports and calls to update outbreak trackers with non-outbreak cases and send positive response letters to facilities as directed by case investigators. 
  • Provides backup assistance for HIV program with Rapid HIV and Hep C (OraQuick/finger stick) testing and counseling services. 

35% General Administrative:
  • Serves as Administrative support for all IPC Programs including Surveillance & Response, HIV/STI/PrEP, and Outbreaks programs.  
  • Receives and screens departmental telephone calls serving as point of contact for the IPC Program. Communicates appropriate information to Healthcare providers and clients. Transfers calls to appropriate staff and departments as needed.  
  • Initiates calls to arrange transport services for HIV/STI patients, to providers to follow up on lab reports, and performs appointment verification.
  • Prepares program statistical tables, work-flow charts, staffing patterns, and organizational charts as directed.
  • Organizes program meetings as directed utilizing Zoom, MS Teams and Cisco Web-ex, and in-person-to include room reservation. 
  • Submits updates for all HCHD lab permits and CLIA Certificates needed for facility laboratory and diagnostic testing services, regulated by Office of Health Care Quality. 
  • Establishes and maintains a system for fiscal monitoring of IPC orders of supplies, equipment and professional service expenditures. Prepares forms and written ledgers for Direct payment claims, EEC’s & PDQ card purchases made from various PCA grants/ budgets and forwards to Bureau Admin. 
  • Processes and tracks purchase requisitions and invoices for IPC program for any referral services (i.e. radiology, lab, medical consultants, etc.), verifies accuracy of bills and invoices received for goods, services and supplies as requested.
  • Administers CAB vouchers to clients for medical transportation services and forwards vouchers to Howard Co Cab via SRF fax as needed. 
  • Collects and compiles data and necessary information needed for IPC monthly, quarterly and yearly reports and Health stats. 

5% Other Duties
  • Assists in Emergency Preparedness Response as assigned.
  • Participates in emergency preparedness drills and exercises as requested
  • Accepts responsibility for special projects as assigned   
  • Participates in IPC community outreach events

            MINIMUM QUALIFICATIONS

            Experience:   Three years of experience in administrative staff or professional work.

            Notes:

            1. Candidates may substitute 30 credit hours from an accredited college or university for each year of the required experience.

            2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

            DESIRED OR PREFERRED QUALIFICATIONS

            Desired qualifications: 
            - Experience composing/proofreading correspondence, letters, memos and emails
            - Experience with data management 
            - Experience with multi-program support
            - Experience and familiarity with OneDrive, Skype for Business, Microsoft Teams and WebEx

            SPECIAL REQUIREMENTS

            Candidates may be responsible for providing their own transportation as needed to access meetings, remote locations, and job destinations as assigned.
