The State of Connecticut, Department of Energy and Environmental Protection (DEEP) is seeking to hire an Office Director to provide bureau-wide planning and policy development and strategic waste and capacity planning for the Bureau of Materials Management and Compliance Assurance (MMCA). 

About Us: 

The MMCA consists of the Office of Planning and Policy, the Waste Engineering and Enforcement Division, the Water Permitting and Enforcement Division and the Emergency Response and Spill Prevention Division. The three Divisions administer a wide variety of regulatory and preventative programs for proper and safe materials management in order to protect valuable ground and surface water resources and to minimize waste. These programs include regulation of solid and hazardous wastes, source reduction and recycling, industrial wastewater discharges, storm water management, PCB management, underground storage tanks and pesticide management as well as emergency spill response and site assessment activities. 

The Planning and Policy Office will, among other responsibilities, develop and recommend policies and directions that will advance sustainable materials management strategies and solutions thereby reducing reliance on out of state disposal and reinforcing the materials management hierarchy. 

Position Highlights: 

This position offers an opportunity to help shape the management of materials in Connecticut for the future. This is a critical time in Connecticut's waste management system as one of five waste to energy facilities is planned to close and regional landfill capacity is forecasted to decline by 40% in the next few years. With fewer and rapidly aging disposal options in state, municipalities are increasingly relying on out of state landfills to manage their municipal solid waste and can expect greater volatility in disposal costs over the long term. 

This position will work together with our DEEP programs, state, regional, and municipal government and industry partners to rethink our waste system and develop directions, strategies and policies to promote opportunities for innovation and investment in sustainable materials management systems. 

The Office Director will be responsible for: 
  • Planning, research, and policy and program evaluations to advance strategies for decreasing waste generation and increasing source reduction, reuse and recycling; 
  • The development of short and long range planning for bureau activities; 
  • Managing personnel and complex projects that implement strategic initiatives, legislative and program policy direction and recommendations; 
  • Developing and implementing operational and process improvements to streamline and enhance bureau regulatory programs. 
This position will have direct supervision of a team of professional staff. The incumbent will be key to helping the MMCA programs examine, rethink, transform, and create policies and strategic direction for a 21st century materials management system as well as provide assistance to the bureau's three divisions and their respective programs to create short and long-term planning goals. 

This is a full-time, 40 hours per week, Monday to Friday position. The incumbent will work out of our office at 79 Elm Street located in Hartford, CT with an opportunity for teleworking a portion of the week.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for the direction of the staff and programs of an office.

EXAMPLES OF DUTIES

Specific duties for this position include:

• Oversee strategic policy planning, initiative development and benchmarking progress to achieve waste reduction and diversion goals, and address current and emerging issues including materials of concern;
• Oversee planning, research and analytical support related to materials management policies and strategies, including waste capacity planning, waste characterization studies, infrastructure need assessments, data and market evaluation;
• Manage complex, concurrent projects and initiatives, and lead a team of personnel implementing those projects and initiatives; establish workplans and performance goals.
• Administer grant programs, infrastructure initiatives, and other financial assistance and regulatory programs to achieve policy goals
• Facilitate and coordinate key departmental initiatives, including complex stakeholder processes, across bureaus and divisions within DEEP; with other state agencies and quasi-publics; and with regional waste authorities, municipalities, and other waste sector participants
• Represent DEEP in relevant regional, multi-state organizations; on committees, task forces and interagency workgoups.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant environmental, energy, and conservation programs, laws and regulations; considerable knowledge of environmental protection and energy principles, practices and issues; knowledge of and ability to apply management principles and techniques; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to apply relevant agency policies and procedures; ability to initiate and direct programs; analytical, negotiating and organizational skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of professional experience in the area of environmental and/or energy regulatory or permitting programs or the operation of environmental and/or energy programs of large scale facilities.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in a scientific or technical discipline related to energy or environmental fields including but not limited to engineering, biological, physical, earth or environmental sciences, natural resources management, renewable energy, energy conservation or related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's Degree.

2. A Master's Degree in a scientific or technical discipline related to energy or environmental fields including but not limited to engineering, biological, physical, earth or environmental sciences, natural resources management, renewable energy, energy conservation or related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

The preferred candidate will possess:
  • Experience thinking strategically, effecting change, and fostering acceptance of innovation solutions; 
  • Experience managing complex projects on concurrent timeframes using strong planning and organizational skills; 
  • Experience with marshaling personnel, consultant, and external resources to achieve on-time project completion; 
  • Experience and skill in effective personnel management and team leadership; 
  • Experience collaborating effectively across organizations and with external partners; 
  • Experience with innovative approaches in environmental protection and management, including specific experience in materials management; 
  • Experience working with underserved and overburdened communities, residents, and/or businesses and developing meaningful partnerships to achieve shared goals.
