Description of Job

The Work Unit:
The Meteorology and Prescribed Fire (MPF) Unit, within the APCD (Air and Pollution Control Division) reports current statewide air quality levels to the public, performs air quality forecasting for a variety of purposes, and issues air quality health advisories. The Unit performs climatological analysis of air pollution episodes and studies air quality from a variety of perspectives. The Unit is responsible for prescribed fire smoke management permitting and compliance consistent with state statute as well as Air Quality Control Commission (AQCC) regulations. 
   
What you will be doing
This position works as part of a Department-wide team that is dedicated to protecting Colorado’s public health and environment. The position is a program specialist in the Air Pollution Control Division (APCD) Wildland Prescribed Fire/Smoke Management Program (SMP).  The SMP operates within the parameters of Colorado AQCC Regulation No. 9 (“Open Burning, Prescribed Fire, and Permitting”).  The position reviews, issues and amends permits, interprets and applies regulations and laws, trains other staff in the SMP, the APCD, and personnel in land management agencies about the SMP; designs, modifies and analyzes the permitting and burn activity database; represents the SMP to permittees and a wide range of stakeholders; conducts compliance assistance and recommends enforcement approaches as needed; utilizes smoke monitoring equipment in the field, as needed; participates in and designs smoke impact evaluation field projects and related data analysis; assists in maintenance of the SMP web site and CO-CAMP online permitting system; reviews planning documents from significant users of prescribed fire as needed; presents briefings and brings regulatory matters to the Colorado AQCC, as needed; assists with both formal and informal program evaluations and designing program changes including implementation procedures; assists in the management of wildland prescribed fire budget and participates in the preparation and calculation of annual billing.  The position also assists the SMP team to continually evaluate how to best attain the Division’s SMP goal of managing the impact of Colorado prescribed fire smoke to protect visibility and public health. 
 
Job Duties:
Prescribed Fire/Smoke Management Permit Program 
Determines, applies, and continually evaluates the optimal balance between protecting public health and providing for the benefits of prescribed fire with its corresponding smoke through the permitting program within the boundaries of regulatory and statutory law and Department/Division guidance.  Interacts with permittees and other stakeholders to ensure all pertinent voices and interests, including the public, are heard and informed about the overall direction of the permit program, the intent and purpose of specific components of the permitting program, and avenues for change/adjustment.  It is important for this position to have the knowledge of the goals, history and context of the permit program and the SMP.  At the same time, this larger perspective assists this position in working with others in the SMP team to ensure that the details of program implementation are consistent with the vision.  These program details are expected to be transparent and well communicated through clear conversations, formal presentations, permits, and written explanations and guidance.  Negotiates with permittees for pilot burn projects and/or non-standard permit conditions that are consistent with the overall SMP direction.  Maintains and, if needed, further develops the automated transfer of permits and daily reporting data into the SMP database.  Maintain prescribed fire emissions inventory.  Provide emissions inventory data to internal and external stakeholders, as necessary.

Conduct Prescribed Fire Field Visits 
Conducts field visits and inspections to proposed, current and post-burn prescribed fire locations to determine appropriateness of, or compliance with, permit conditions, as appropriate.  Provides compliance assistance with permit applicants and users of fire.  Notifies Unit supervisor and other Unit staff in cases of potential compliance issues.  Work with APCD and/or Attorney General’s Office attorneys on enforcement actions, when necessary.  Helps prepare compliance orders, warning letters and notices of violation, when necessary.  Conducts visits to offices of permit holders for introductions and program orientation to new users.  These visits could also address concerns, update familiarity with a particular burn program, contribute to seasonal planning meetings, solicitation of input, etc.  Field work may also involve monitoring assistance to local communities and land managers during fire emergencies and incidental activity to aid field staff. Develop site visit reports.

External Communication
Provides a variety of avenues for the interchange of information with permittees and other interested stakeholders.  Represents the APCD/SMP and actively participates at external stakeholder meetings, including the Prescribed Fire Council.  Consults with fellow staff members and other end users regarding content and organization of the SMP website.  Initiates, writes, edits and/or comments on internal program operational, guidance and policy documents.  Provides training or teaches courses to permittees and other interested entities.

Budget/Fees/Fiscal 
Assists in the management of the Wildland Prescribed Fire/SMP budget. Participates in the annual billing of permittees, including the preparation of data and calculation of the annual fee share for individual agencies/land owners.  Aids in the preparation and presentation to the AQCC, as per Regulation 9, the annual report on the costs and revenues of the SMP.  Coordinates and communicates with the APCD’s Fiscal Services Unit and the Department’s Accounts Receivable Unit as needed to ensure cost projection data.  If deemed appropriate, prepares the rule-making materials for a fee change, requests a hearing and represents the APCD at the hearing before the AQCC.

Significant Users Oversight and Other Duties As Assigned
Interacts with significant users (highly active users of prescribed fire) or potential significant users to provide detailed guidance about document preparation. Reviews and makes recommendations regarding each user’s planning documents submitted to the AQCC.  Works with the AQCC to schedule and request a public hearing for each planning document.  Represents the Division in the pre-hearing process and at the public hearing for each planning document.  Presents APCD recommendations to the AQCC regarding each document, when necessary.  Follows up on AQCC comments regarding each planning document.  Complete other duties as assigned for the SMP and related programs.

Other Duties as Assigned
Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.

MINIMUM QUALIFICATIONS: 
 
Education and Experience: 


Bachelor's degree from an accredited institution in forestry, fire science, natural resources, physical sciences, environmental sciences or a closely-related field.

AND

Two years of experience in forestry management, natural resource management, public administration of natural resources such as air quality and/or fire management.

Substitutions: 
Six years of experience in forestry management, natural resource management, public administration of natural resources such as air quality and/or fire management will substitute for a Bachelor's degree. 

OR

A Master’s degree from an accredited institution in forestry, fire science, natural resources, physical sciences, environmental sciences or a closely-related field will substitute for two years of experience. 

PREFERRED QUALIFICATIONS
In addition to the minimum requirements, the successful candidate in this position will have the following experience:  
  • Knowledge and experience interpreting or implementing state and/or federal air quality regulations
  • Experience with prescribed fire and/or wildland fire suppression
  • Experience with air quality and smoke management
  • Data analysis and reporting skills
  • Ability to effectively communicate both orally and in writing to a wide range of audiences
  • Knowledge and experienced with MS Office Suite and content management systems
  • Ability to establish and maintain effective working relationships with all partners
  • Ability to apply new technologies
  • Ability to work well independently as well as in or with a team
  • Experience working with local agencies and regulated entities      

CONDITIONS OF EMPLOYMENT
  • A pre-employment background check will be conducted as part of the selection process.
  • Notes (certifications/licensure/registration):  Wildland fire (National Wildfire Coordinating Group (NWCG)) qualification of firefighter (FFT2) or better with current arduous fitness rating OR willingness and ability to be certified within six months of date of hire.  Submit copy of current NWCG incident qualifications card if current.  
  • Must be able to legally drive a state vehicle 
  • Have the ability to lift at least 50 lbs. per examples in duty statement B.
  • May need to work some weekends and, very infrequently, holidays.
  • Travel: an average of 2-3 times a month, to prescribed fire site visits may be required for this position.  This is negotiable with the applicant based on their specific experience in wildland fire and the current needs of the SMP.
