WHO WE ARE

The Metropolitan Council is seeking to hire a full-time Records Management Analyst 3 in the Regional Administration Division within the records management team in the Information Services Department.

Information Services is the central IT department supporting all divisions of the Metropolitan Council. Our 140 team members provide technology, practices and innovative solutions that enable the core services of the Council.

How your work would contribute to our organization and the Twin Cities region:

This position is located in the Records Management team which is a part of the Information Services department.  The best qualified candidate will have demonstrable experience in records and content management, including government regulations regarding records storage, privacy classifications, and accessibility.  They will provide project management and process improvement services for the creation, implementation and maintenance of the Council's records management program.  This position will solicit, scope, and gather requirements for content management projects throughout the Council. This includes evaluating and understanding the business processes and functions of departments to develop best practice strategies for implementing the Council's records management program while ensuring compliance with proper records classification and retention guidelines.
  

What you would do in this job

  • Coordinate the implementation of process improvement projects related to records and content management
  • Collaborate with departments to develop strategies for improving business processes for content management and official Council records
  • Provide overall project management for the implementation of records and content management projects (develop work plans, coordinate with IS and contract staff, etc.)
  • Develop and implement new technologies and enhancements of current technology
  • Develop processes and workflows to enhance the records management program
  • Support Council-approved technology for content management
  • Update records retention schedules and maintain disposal plans for both electronic and paper records
  • Maintain awareness and knowledge of regulation changes and developments within the records management community of practice
  • Work directly with General Counsel to fulfill public data requests and establish policies and procedures to ensure the Council complies with State and Federal record laws
  • Provide ongoing training to all Council staff

What education and experience are required for this job (minimum qualifications)

Associate Degree in Business Analysis, Public Administration, MIS or a related field AND six (6) years of experience working with an organization-wide records/content management system in an organization comparable in size and scope to the Metropolitan Council. Experience must include coordinating work with teams on organization-wide issues.

OR

Bachelor's Degree in Business Analysis, Public Administration, MIS or a related field AND four (4) years of experience working with an organization-wide records/content management system in an organization comparable in size and scope to the Metropolitan Council. Experience must include coordinating work with teams on organization-wide issues.
 
OR

A Master's Degree is not required but will be accepted in a related field that may substitute for two years of demonstrable progressive experience in the above-identified areas.

What additional skills and experience would be helpful in this job (desired qualifications):

  • Current or recent experience in a public sector or a large, complex organization
  • Knowledge of records management best practices and standards
  • More than one year of experience as a records management analyst OR progressive experience in a business analyst, system analyst, or other content management program administrator role 
  • Effective written and interpersonal communication skills that can elicit requirements in multiple ways from all levels of staff
  • Advanced SharePoint skills in creating/managing custom content types, automated retention policies, managed metadata, and search functionality
  • Experience performing eDiscovery in Microsoft 365
  • Experience with ApplicationXtender, OnBase, or similar content management platforms
  • Experience leading projects that have high organizational impact

  •  Ability to effectively present information and respond to questions from groups of customers or clients
  • Ability to respond to common inquiries from system users
  • Requires the skill and persuasion in dealings with others both inside and outside of the department

Full Salary Range: $35.87 - $54.14 hourly/$74,610 - $112,611 annually
Hiring Range: $35.87 - $40.71 hourly/$74,610 - $84, 677 annually
