Description


The Office of Secretary of State (OSOS) offers some of the most unique and diverse job opportunities in state government. Based at the state Capitol, the Secretary of State's Executive Office regularly interacts with the people of Washington, key stakeholder groups, leaders statewide, and media outlets. The Executive Office is critical to the success of all major OSOS services and responsibilities through general oversight and leadership, the development of public policy, legislative relations, and external communications.

Administrative Assistant 4
Full-time, Permanent

This position serves as the principal assistant for administrative functions and matters to the External Affairs Director. The administrative assistant (AA) supports the External Affairs leadership team fulfill responsibilities to the division and office by providing a wide range of administrative and operational duties. Work is assigned by the director and deputy director. This position interacts with external affairs staff, OSOS executive management, executive operations staff, OSOS division leadership and staff, representatives and staff of other state agencies, legislators, constituents, and members of the media. The AA maintains a broad understanding of agency mission, goals, and program lines of effort.  The AA is a member of the external affairs management team and helps facilitate smooth, efficient functioning of the division.

Delegated administrative duties include acting as a liaison between the division and other OSOS divisions, state agencies, committees, and media outlets.

Duties

Administrative Support to Division Leadership
Tasks include: 

  • Makes necessary travel arrangements for members of the Division and completes travel vouchers
  • Reviews, screens, prioritizes, and distributes Director’s and Deputy’s incoming e-mail and manages appropriate inboxes.
  • Reviews and identifies critical correspondence for action, approval, and signature. When needed, reminds the Director and others to respond. Manages critical deadlines for the Director and Deputy.
  • Tracks and follows up on special projects as assigned
  • Keeps the Director and Deputy informed of significant and important items requiring review or action.
  • Drafts, edits, formats, and proofreads correspondence, documents, agendas, and reports.
  • Coordinates, schedules, and oversees arrangements for the Director’s and Deputy’s meetings. These include All-Hands, 1:1s, Working Group/Cell, media interviews, and office-wide director/management meetings.
  • Assembles information packets, prepares agendas, recording, transcribing, and distributing meeting notes and minutes.
  • Arranges meeting space, equipment, and catering needs as required.
  • Arranges and confirms meetings, retreats, speaking engagements, and accommodations.
  • Exercises decision-making authority and uses good judgement in handling matters for the Director and Deputy
  • Exercises discretion and confidentiality in all matters including personnel and other complex, confidential, and sensitive issues.
  • Owns account administration and purchase card reconciliation for division digital subscriptions
  • Monitors card balance and completes appropriate reconciliation documentation for purchases as the assigned primary purchase card holder for the division
  • Uses delegated authority to make and approve purchases and otherwise solve administrative problems
  • Prepares credit card purchase requests and orders office supplies
  • Sets up and schedules candidate interviews, conducts reference checks as needed; Manages applicant and recruitment materials.
  • Coordinates with Division Admin Assistants and Executive Team assistants for support and task accomplishment
  • Contributes as a member of the Division management team
  • Maintains and updates divisional organizational chart
Operational Support to Division Programs
Tasks include: 
  • Serves as OSOS Campaign Leader for the Combined Fund Drive Annual Campaign
  • Assists Productivity Board Program Coordinator and Program Specialist with Productivity Board meetings
  • Works with Director and Deputy Director to ensure consistent coverage at legislative reception desk
  • Coordinates with and serves on office safety committee
Miscellaneous
Tasks include: 
  • Provides general support for OSOS office events
  • Other duties as assigned.

Qualifications

Required Qualifications:

  • Four years of administrative support experience drafting correspondence and any combination of the following: Coordinating office operations; Managing travel arrangements and payment; Managing multiple calendars and projects; Record keeping, bookkeeping, or budget monitoring, arranging payment for office expenses; Planning and coordinating office and public events
  • Ability to read and write English language.
  • Ability to effectively use a personal computer and applicable software to successfully perform the essential functions of the position.
  • Current Washington state driver's license or have obtained an appropriate accommodation.
Preferred/Desired Qualifications:
  • Four years of experience using standard office software products 
  • Microsoft Office Suite or 365, to compose, send, and respond to electronic mail, and use email program functions such as scheduling and managing meeting requests.
  • One year of this experience must be in a government office environment.
  • Microsoft Word to create, format, and edit document, insert and format sections, create headers and footers, create forms and templates, work with hyperlinks and use mail merge to create form letter, canned responses, documents, envelopes & labels. 
  • Microsoft Excel to create, modify, print, and format spreadsheets, find & replace data, and work with basic formulas and functions. 
  • Microsoft Teams to set up virtual meetings, configure meeting recording and transcript generation, Teams Channel configuration and content management.

Supplemental Information

Working Conditions
In this position, the incumbent works primarily in a standard office setting. The standard work hours are Monday-Friday from 8:00 AM to 5:00 PM with the ability to work irregular hours on short notice as needed to support business activities. Occasional local and statewide travel may be required. The incumbent must be able to effectively work successfully with a wide variety of people in a team environment, make good decisions under pressure, and be able to move and maneuver objects weighing up to 35 pounds with or without reasonable accommodation.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
