The Office of Secretary of State (OSOS) offers some of the most unique and diverse job opportunities in state government. The Operations Division is the heart of the Office of Secretary of State, supporting the Executive Office and every division through the internal functions of Public Records, Financial Services, Budget, Facilities, and Human Resources. This division serves as a trusted and knowledgeable resource to both its internal and external customers. Its success depends on the expertise of employees who ensure public access to information, protect financial resources, and help develop our most valuable asset: people.
 
This position reports to the Operations Division Director and takes budgeting direction from the executive leadership team for the Office of the Secretary of State. This position also oversees the contracts and procurement team, which operates those functions on behalf of the Office. The budget manager is a resource for leaders at all levels across the agency and routinely interacts with program managers, deputy directors, and division directors to assist with budget management.

This position is directly accountable for directing and controlling the entire agency’s budgeting and procurement functions through the following tasks and activities provides budgeting expertise to the agency’s leadership and program managers. This includes collaborating with leadership to plan program budgets using the allotment process, overseeing and submitting the agency’s biennial and supplemental budgets, facilitating executive decision making and risk management through an in-depth understanding of fund sources and their applicable RCWs, monitoring fund balances, budget forecasting, and providing critical inputs to courses of action that have financial impact. Additionally, the budget manager oversees the procurement and contracting functions of the agency and supervises their operations. In short, this position is responsible for ensuring that the Office spends funds properly and within its means. The efforts of the budget manager ensure the Office is financially capable of providing its diverse range of public services.

Duties

Supervises the procurement and contracts team and the assistant budget manager:
Tasks include:

  • Oversees the administrative matters of the team to include performance management
  • Collaborates with stakeholders to develop and refine program processes that deliver expected value to customers
  • Reviews and evaluates staff performance
  • Provides training, feedback, and coaching to professionally develop team
  • Oversees the work performed by program staff and ensures the appropriate and optimum use of program resources
  • Prioritizes program efforts to ensure they align with divisional and office-wide initiatives
Provides expert-level consultation and customer service on all matters related to budget:
Tasks include:
  • Identifies trends, provides budget report analysis, and provides expertise on applicable RCWs for executive leadership to make decisions with financial considerations
Oversees the Office’s budget development:
Tasks include: 
  • Oversees the preparation, development, and submission of biennial and supplemental budget requests (Operating & Capital) for the Office
  • Designs and manages the internal process for processing decision packages
  • Oversees the development and preparation of allotments (Operating & Capital) for the Office
  • Oversees the development and preparation of decision packages and submits to the Office of Financial Management (OFM); reviews all decision packages to ensure requests are clear, concise, and logical
  • Manages the Office’s fiscal note process; prepares and coordinates the Office’s responses to ensure fiscal notes are distributed to the appropriate program and released to OFM punctually
  • Delivers annual trainings to prepare stakeholders to develop quality decision packages and respond effectively to fiscal notes
  • Collaborates directly with Office of Financial Management (OFM) budget analysts to answer decision package requests for information and engages internal subject matter experts to provide key insights 
  • Ensures the accuracy of allotments/proposed spending plans, internal allotment adjustments, requests for unanticipated funds, fiscal note cost assumptions, and fiscal year close expenditure adjustments
  • Manages the Office activity inventory
  • Coordinates the compilation and submission of the Office’s strategic plan
  • Consults with facilities and divisions to update the 10-year facilities plan
Enables the agency to make informed budget decisions
Tasks include: 
  • Ensures that divisions are equipped with an array of budget tools designed to develop spending strategies and monitor division and program budgets
  • Assists divisions with implementing budgets appropriately and in accordance with the authorities of various funds
  • Ensures continual monitoring of the Office Operations and Capital budgets and provides expert-level analysis
  • Advises the Office’s financial managers in all matters related to budget compliance and permissible funds use standards
  • Monitors all technical aspects of the budget and allotment process to ensure compliance with OFM instructions and legislative intent   
  • Analyzes financial information and makes recommendations by leveraging historical and trend analysis to forecast revenue and expenditures
  • Manages the Salary Projection System and ensures its accuracy to project financial impacts related to staffing
  • Advises and assists managers and executives in developing spending strategies
  • Monitors, reviews, and reports (when necessary) state-wide revenue forecasts
  • Oversees the Office’s OFM performance measures and reporting within deadlines
Miscellaneous 
Tasks include: 
  • Develops relationships with other state agencies, legislators, and various committees to implement state legislation and develop agency best practices
  • Prepares and presents rate structure information to other state agencies
  • Prepares program structure changes and presents to the LEAP committee
  • Assists programs and financial services with cost coding resolutions

Qualifications

Required Qualifications:
  • Bachelor’s Degree in public administration, business, accounting, or related field.
  • Four years of full-time budget or accounting work, of which at least two years is developing and managing budgets usings Washington’s budget systems and processes. A Master’s Degree in public administration or financial related field can be substituted for up to 2 years professional experience.
  • Ability to efficiently use a personal computer and applicable software to successfully perform the essential functions of the position.
Preferred/Desired Qualification:
  • Demonstrated ability to manage multiple projects and deadlines effectively and independently
  • Knowledge of statutory requirements, policies, issues & strategic direction
  • Advanced level of skills in using standard spreadsheet software such as Microsoft Excel to create, modify, print and format spreadsheets, work with formulas and functions, use templates, styles, AutoFormats and multiple worksheets
  • Experience with federal grant reporting, monitoring or auditing

Supplemental Information

Working Conditions
In this position, the incumbent works primarily in an office setting which may require sitting and/or standing for long periods of time. The standard work hours are Monday-Friday from 8:00 AM to 5:00 PM. May need to occasionally work weekends and/or evenings. Minimal travel is expected with some occasional travel to other OSOS facilities. This position works primarily with internal agencstaff and will have some interaction with OFM and legislative budget staff.  The incumbent of the position must be able to communicate effectively and positively with peers and management using language that is appropriate to both the complexity of the topic and the knowledge level of the recipientThe incumbent must have the ability to represent the Office of the Secretary of State in a competent, confident, and professional manner and be able to maintain the highest level of confidentiality at all times.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
