The Office of Secretary of State (OSOS) offers some of the most unique and diverse job opportunities in state government. Its critical responsibilities include: ensuring a fair and accurate elections process; connecting Washingtonians through the power of libraries; protecting our important government records; and registering corporations and charities. The Secretary of State also administers vital community programs that inspire giving, document our history, and assist crime survivors in avoiding further abuse. This independent office under the state Constitution operates from facilities in the Olympia area and statewide.

The Information Security & Response (ISR) Division provides cybersecurity, information technology, and a messaging capability to support the integrity of the election process within Washington. The ISR Division has 12 employees who report to the ISR Director. These employees are based in either an Olympia-area facility, a Secretary of State facility within the State of Washington, or a remote work environment due to market circumstances and space limitations. 

Digital Analyst 
(Communications Consultant 4)
Permanent, Full Time
The Digital Analyst for the Information Security & Response (ISR) division plans, organizes and directs the social media monitoring and analysis program of the Information Response department. By executing social listening strategies and performing data analysis, the position plays a pivotal role in shaping and improving messaging campaigns and information response related to Washington elections. In pursuit of ISR’s goal to disseminate accurate elections information and counter election rumors, this position leads the division in tracking prevalent and emerging rumors, identifying messaging needs, and providing recommendations to improve ongoing and new messaging campaigns. This position also contributes to content creation by providing the department valuable insights into past campaign performance, current trends, and best practices.
 
This position reports directly to the Information Response Manager.

After July 1, 2023, this position will have a 4% general wage increase, making the salary range $59,616 - $80,112.

Duties

Duty: 
Social Media Monitoring

Tasks include: 

  • Develops and executes social listening strategies to identify trends, track rumor spread, and aid in response efforts that build awareness of Washington’s election process. 
  • Flags relevant issues to ISR leadership, assistant secretary of state, and the Elections and External Affairs divisions.
  • Stays up to date with new social media trends, platforms, and best practices to inform new or revised approaches to messaging, content development and asset placement. 
  • Leverages APIs and other tools to track the spread of election misinformation and identify emerging rumors.
  • Understands and meets project deadlines, coordinates, and communicates with internal and external stakeholders as required.
Duty: 
Website and Social Media Analysis

Tasks include: 
  • Plans and executes a results-driven Office of the Secretary of State website and social media analysis program that: creates data analyses of historical trends, evaluates current/ongoing messaging campaigns, and recommends best practices. 
  • Develops social media listening strategies to help create and execute monthly social media content plan which reinforces accurate elections information in accordance with the department’s lines of effort. 
  • Collaborates with communications specialists to create social media content.
  • Coordinates paid and organic social strategy alongside senior communications. specialist by compiling social media platform information and analytical reports.
  • Supports paid social trafficking, including setting up media trackers and managing billing processes. 
  • Implements tools for effective measurement and reporting.
  • Reviews analytics, going beyond “vanity metrics,” creating reports and visualizations on key metrics, messaging campaign performance, and determines ROI.
  • Produces reports for crisis response and sentiment analysis, sometimes with quick turnaround.

Qualifications

Required Qualifications:

  • Four or more years of professional experience in communications, social media management and analysis, or related field.
  • Ability to efficiently use a personal computer and applicable software to successfully perform the essential job functions of the position. 
Preferred/Desired Qualifications: 
  • A Bachelor’s degree in communications, public relations, data analysis, or closely allied field. 
  • Professional experience with social media platforms (i.e., Facebook, Instagram, Twitter, TikTok, LinkedIn, and YouTube), platform management, and listening software (i.e., HubSpot, Sprout Social, Hootsuite, etc.) 
  • A deep understanding of historical, current, and future trends in the digital content and social media space
  • Experience with analyzing data, extracting insight, and articulating trends and results both verbally and visually 
  • Proven experience with data visualizations and software such as Tableau, Datawrapper, and other similar tools.  
  • Proven experience with Google Analytics, including set up, data analysis, and reporting.  
  • Entrepreneurial mindset and a self-starter who can quickly assess needs and proactively pursue results. 
  • Excellent time management skills with the ability to multitask.
  • Experience working in a rapidly changing environment, sometimes under tight deadlines. 
  • Additional expertise in data analysis and/or election administration experience a plus.

Supplemental Information

Working Conditions
In this position, the incumbent works primarily in an office setting, which will require the ability to sit and/or stand for extended periods of time. The standard work hours are Monday-Friday from 8:00 AM to 5:00 PM with the ability to work irregular hours and weekends on short notice as needed to support business activities. During elections periods, it is expected that the Social Media Analyst will work the hours necessary (including weekends, holidays, and evenings) to ensure ISR is supported.  Occasional local and statewide travel may be required.  The incumbent in this position must be able to represent the Office of the Secretary of State in a competent, confident, and professional manner, including professional dress, and be able to communicate ideas and information both verbally and in writing, and work successfully with a wide variety of people in a team environment.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
