About the Programs
Workforce Programs are committed to serving Washington state and its under-resourced communities by providing equitable financial aid opportunities to increase educational attainment and meet workforce demands. Workforce Programs include three large, statewide programs (Educator Workforce Program, National Guard Grant (NGG), and Washington Health Corps) and several smaller programs in other industries.
 
Need Based Programs administer and manage financial aid programs such as the Washington College Grant (WCG), College Bound Scholarship (college components), the Washington Application for State Financial Aid (WASFA), and the Washboard.org scholarship search site, helping Washingtonian’s access higher education beyond high school.
   
About the Positions
Program Managers are responsible for the day-to-day operations of their program, ensuring work is being completed so that customers are served timely and seamlessly.  These positions may direct the work of Program Coordinators including assigning project work and ensuring accuracy of the completed work.
 
Reporting to the Associate Director – Workforce Programs, the Washington Health Corps (WHC) position is responsible for providing primary oversight of day-to-day operational processes to the WHC. In collaboration with the Associate Director and other WSAC staff, the Program Manager carries out the application processes, establishes and maintains accurate documentation of participant payments, service obligations, employment verification, loan repayment documentation to lenders, and other supporting documents necessary to comply with state and federal regulations. The Program Manager also interacts with health care site representatives and leaders across the state to support program operations and improvements.
 
Reporting to the Associate Director – Workforce Programs, the National Guard Grant (NGG)/Washington Award for Vocational Excellence (WAVE) position is responsible for providing primary oversight of day-to-day operational processes to the NGG and WAVE. In collaboration with the Associate Director and other WSAC staff, the Program Manager carries out the application processes, establishes and maintains accurate and well-defined documentation of participant payments, service obligations, National Guard service standing, and other supporting documents necessary to comply with program requirements. The Program Manager also interacts with National Guard leaders, Workforce Training and Education Coordinating Board staff, and financial aid administrators to support program operations and improvements.
 
Reporting to the Assistant Director – Need Based Programs, the Washington College Grant-Apprenticeship (WCG-A) position is primarily responsible for providing management oversight of day-to-day operational processes for the WCG-A. In collaboration with the Assistant Director – Need Based Programs, Senior Associate Director of Need Based Programs & Operation and other WSAC staff, the Program Manager establishes and maintains accurate and well-defined documentation of Sponsor program participation applications, approval and documentation, participant payments made to sponsors, reconciled reports for payments made to sponsors, and other supporting documents necessary to comply with program requirements. The Program Manager also interacts with Labor & Industry Apprenticeship Program Managers, State Board for Community & Technical College apprenticeship and workforce staff, Sponsors (those programs approved by L&I to provide apprenticeship programs in our state) and designated financial aid administrators to support program operations and improvements.

Duties

Some of what you will be doing includes: 

  • Preparing biennial budget and allotment plans, review expenditure and revenue information, investigate issues, and correct errors.
  • Managing, monitoring, and reconciling program funds.
  • Ensuring WSAC website and publications are up to date with most recent program data and information.
  • Providing oversight to the awarding, payment and repayment operations.
  • Administering day-to-day operations of the program in compliance with state and federal regulations.
  • Working collaboratively with the Program staff to ensure that separation of duties is in place and program processes are followed.
  • Providing information to staff, program participants, and the general public regarding program content, policies, procedures, and activities.
  • Responding to phone calls, emails, and written correspondence providing requested information.
  • Developing program specific informational and management reports 
  • Providing support and technical assistance on program policy and recommendations, as requested.
  • Maintaining organized and appropriate computer files and participant records.
  • Coordinating program records management through the Portal and other tools.
  • Assisting supervisor with the budget process and other program reporting activities.
  • Assisting supervisor in managing external reporting required.
  • Coordinating with Accounts Receivables Coordinator to perform due diligence tracking of all participant repayment activity.

Qualifications

Required Education, Experience and Competencies:

  • Bachelor's degree or Associates Degree with 2 years of relevant work experience, or four years of experience in program administration.
  • A demonstrated commitment and/or experience honoring equity, diversity, and inclusion.
  • Experience communicating verbally and in writing with customers.        
  • Ability to interpret and communicate federal, state, and agency rules, policies, and procedures.
  • Experience with Microsoft Office Suite and technology platforms used for remote work and/or meetings.
  • Demonstrated ability to assess and analyze data to make decisions.
  • Detail-oriented and organized, with the ability to independently prioritize assignments/tasks in an efficient manner.
  • Ability to work in a remote environment with limited direct supervision.

 Preferred/Desired Education, Experience, and Competencies:
  • Experience managing administrative or program budgets.
  • Experience providing technical support to partners and clients.
  • Experience producing program management reports.
  • Experience working with a grant-funded program.
  • Experience in health care administration.
  • Experience working with apprenticeship programs.

Working Conditions
This is a full time, classified position and is eligible for benefits, leave, and retirement. Work is currently done from home, with some work at the agency’s office in Olympia. Applicants must be able to work in the Olympia office when required. Equipment and supplies required to work from home will be provided by the agency, including a computer, monitors, keyboard, mouse, and an office chair.

This position is covered by state civil service rules and the federal Fair Labor Standards Act.  The Program Manager position requires limited travel and occasional evening and weekend work.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
