Keeping Washington Clean and Evergreen

The Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill a Cultural Resource Specialist (Environmental Specialist 4) (In-Training) position. The position is located in our Northwest Regional Office (NWRO) in Shoreline, WA. 

This position serves as a senior environmental specialist in the TCP section at NWRO and is the Cultural Resources Coordinator. In this role, you will support the Program’s mission to ensure compliance with relevant laws, regulations and Executive Orders follow the Cultural Resource Compliance and Discovery Protocols. You will coordinate with Ecology project managers, unit supervisors and section manager to ensure that Ecology cleanup sites comply with state and federal archaeological and cultural resource protection requirements.

Key activities in this role include:

  • Building collaborative relationships with affected Native American Tribes as well as coordination/consultation with the Washington State Department of Archaeology and Historic Preservation (DAHP).
  • Providing technical support to TCP staff that includes collaboration to complete forms, memos, and emails, and other necessary or required documentation and communications to ensure ground disturbing projects plan appropriately and take reasonable action to avoid, minimize, or mitigate potential adverse effects to archeological and cultural resources.
  • Researching cleanup locations, accessing and reviewing the secure side of the Washington Information System for Architectural and Archeological Database, one of the few Ecology staff with this responsibility to evaluate each individual cleanup project that plans to conduct remedial activities.

This position is expected to work in the office up to 1-3 days a week. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. 

Please Note: The salary posted above does not include the additional 5% premium pay that this position will receive due to this position's location in King County.

Duties



What makes this role unique? 

This work entails technical challenges and building collaborative relationships with affected Native American Tribes as well as coordination/consultation with the Washington State Department of Archaeology and Historic Preservation (DAHP). In this role, you will also review the Washington Information System for Architectural and Archeological Database, one of the few Ecology staff with this responsibility to evaluate each individual cleanup project that plans to conduct remedial activities. You will manage sites using state-of-the-art scientific knowledge and technical expertise to conduct environmental cleanup at contaminated sites.

 

What you will do:

  • Provide technical support to TCP staff that includes collaboration to complete forms, memos, and emails, and other necessary or required documentation and communications to ensure ground disturbing projects plan appropriately and take reasonable action to avoid, minimize, or mitigate potential adverse effects to archeological and cultural resources.
  • Research cleanup locations and access and review the secure side of the Washington Information System for Architectural and Archeological Database, one of the few Ecology staff with this responsibility to evaluate each individual cleanup project that plans to conduct remedial activities.
  • Coordinate with Ecology project managers to ensure that Ecology-lead sites, or state funded sites comply with Governor’s Executive Order 21-02 regarding cultural resource protection. Ensure all capital construction projects or land acquisitions for capital construction projects comply with Governor Executive Order 21-02 (previously 05-05), Archaeology and Cultural Resources, including consultation with the Washington State Department of Archaeology and Historic Preservation (DAHP) and affected Native American Tribes.
  • Assist program staff to work with DAHP and affected Tribes on appropriate archaeological survey and mitigation strategies. General tasks include arranging and facilitating meetings and conference calls, drafting emails and letters, and other necessary activities to ensure DAHP and Tribal direction is understood and followed.
  • Ensures proper management of confidential records and consultation documents.
  • Conducts site visits to ensure site information accuracy and that appropriate regulations are followed.
  • Performs site management and coordination of contaminated MTCA cleanup sites.
  • Oversees, reviews, comments and provides technical assistance to clients, consultants or peers on site activities and remedial action plans and reports submitted to the agency to ensure compliance with applicable statutes, regulations, policy and guidance (primarily the Model Toxics Control Act (MTCA), Sediment Management Standards (SMS), Water Quality Standards, and other applicable agency or federal requirements such as the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). 
  • Negotiates, issues, and enforces department Enforcement Orders and inter-agency agreements. 
  • Negotiates Agreed Orders and Consent Decrees to determine requirements for site investigation and cleanup.


Qualifications

The goal class for this position is an Environmental Specialist 4 (ES4). We will consider applicants who meet the requirements for both the ES4 and the ES3 levels. If the finalist meets the requirements for the ES3 level then they will be hired as an ES3 and will be placed in a training program to become an ES4 within a specified period of time. 

Required Qualifications:

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify. 

At the Environmental Specialist 3 level: Pay Range 49 ($3,887 - $5,102 – monthly) (In-Training) 

Six (6) years of combined education and experience: 

Experience: In environmental analysis or control, or environmental planning.  

Experience may also include a combination of the following:

Special Requirements/Conditions of Employment: 

  • Must maintain a valid driver's license.
  • Must complete 40-hour hazardous materials training and/or the 8-hour annual HAZWOPER training within six months of appointment.

Insurance Benefits

Retirement and Deferred Compensation
