With that in mind, 

Picture yourself developing and strengthening strategic partnerships by serving as a primary point of contact and developing and implementing strategies to support staff, volunteers, and partners participating in the Hunter Education Program, Master Hunter Permit Program, Volunteer Program, and hunter recruitment, retention, and reactivation efforts.

This is an opportunity for you to serve as a statewide lead and perform regionally based work in a broad range of areas including shooting sports partnerships and program building, training and certification, hunter education instructor and volunteer recruitment, supervision, management, and recognition, outreach, and education.

This is a dynamic role where you will be the primary point of contact for public-private partnerships and hunter education instructors, students, and parents. You will dive into public volunteer projects and respond to master hunters seeking information on the various services offered or supported by the Hunter Education Division.

With your experience you will take part in assisting in the development and implementation of partnerships and strategies to enhance and meet public demand for hunter education classes, thus contributing to hunter recruitment.

The optimal applicants will possess skills to effectively develop and maintain partnerships, coordinate and support volunteers, lead and participate in outreach and education events and implement agency strategies geared toward hunter recruitment, retention, and reactivation.

Duties

Our Hunter Education & Volunteer Field Coordinator,  

  • Serves as a statewide liaison responsible for developing partnerships to connect the shooting sports to hunter education and hunting, with the goal of increasing participation in hunting by recruiting new participants from the shooting sports.
  • Is a statewide lead for the National Hunting and Fishing Day outreach event when the event occurs in the North Puget Sound Region (Region 4). 
  • Supervises, coordinates, and assists volunteer Hunter Education instructors in successfully implementing the Hunter Education program in Region 4.
  • Ensures implementation of Hunter Education Policies and Procedures by instructors and conducts routine evaluations of Hunter Education teaching teams within Region 4.
  • Conducts hunter education instructor inventory verification.
  • Recruits, trains, and certifies new Hunter Education instructors.
  • Assists with development, refinement and implementation of other training programs and materials for Hunter Education instructor use during classes.
  • Plays an active role in the Hunter Education Instructor Advisory Committee (IAC) and Master Hunter Advisory Group (MHAG) and advises the Hunter Education Specialist and Division Manager on prioritization and resolving issues identified by the IAC and MHAG.
  • Independently hosts and coordinates other outreach and education events.
  • Plans, coordinates, and facilitates volunteer opportunities and activities including recruitment, screening, volunteer management, recognition, and reporting.

WORKING CONDITIONS:

  • Work Setting, including hazards:    
  1. Duties are performed in an office setting in Region 4 and in the field. 
  2. There may be frequent periods of strenuous physical activity associated with the facilitation of volunteer projects and with Hunter Education field courses, outdoor range instruction/live-fire, managing supplies and equipment including loading and unloading trucks and utility trailers, and hunter education teaching team evaluation which normally occur in areas of mild-terrain.
  • Schedule:   
    1. Typically, work schedule is 40 hours per week.
    2. When working primarily with volunteers, the schedule may vary at different times to include evenings and weekends.
  • Travel Requirements: 
    1. Travel is required to cover large geographic areas, and overnight stays are required to effectively reach and supervise volunteers and work with partners.
    2. Occasional attendance at outreach and education events or assisting with WDFW approved volunteer training exercises throughout the state.
  • Tools and Equipment: 
    1. Computer hardware and software.
    2. WDFW issued vehicle, hunter education utility trailer.
    3. WDFW assigned hunter education firearms and bows, occasionally general volunteer equipment such as shovels, power saws, axes, and other volunteer training equipment.
  • Customer Interactions:
    1. Will routinely be working with the general public, professional staff, WDFW police officers, certified hunter education instructors, certified Master Hunters, other state/federal agencies, tribes, non-profit organizations, and individuals interested in providing volunteer service. 
    2. May occasionally encounter frustrated constituents and will need to be skilled at defusing such situations in a professional manner.
    3. Requires baseline knowledge of agency hot topics to help inform the public on a wide range of issues. 

Qualifications

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree or higher degree in environmental, physical, or natural science, education, communications, or related field. 

AND 

  • Four (4) years professional experience involving environmental analysis or control, environmental planning, environmental education, community outreach, or communications activities.

             OR 

  • Comparable combination of education and experience. Professional equivalent experience may substitute, year for year, for the education requirement if that experience is in one of the fields listed above.

Certifications/Licenses: 

  • Valid Driver’s License.
  • Certification as a Washington Hunter Education instructor or the ability to obtain such certification within three (3) months of employment.

 

AND

  • Proof of U.S. citizenship.
  • Ability to successfully pass a criminal background check.
  • No prior arrests, convictions, or pending legal proceedings related to sexual abuse, child abuse, domestic violence, or that preclude the possession or handling of firearms.
  • Some positions and incumbents within the Washington Department of Fish & Wildlife may be required to carry and utilize a department-issued firearm as a condition of employment. This position has been designated as one for which possession and use of a department-issued firearm is required and essential to performing the job duties. Effective September 1, 2018, and as a condition of employment, the incumbent of this position must successfully meet all requirements of agency firearm policy (Policy 7011) and maintain eligibility to possess and use agency-issued firearm(s) at all times while in this position.

PREFERRED QUALIFICATIONS: 

  • Certification as a Washington Master Hunter or comparable experience working with the Master Hunter Permit Program.
  • Certification as a firearm instructor.
  • Possession of a Federal Firearms License (FFL).        

AND

Job knowledge and experience in:

  • Multiple shooting sports disciplines as an instructor, coach, mentor, or participant.
  • Firearms and hunting equipment.
  • Developing and implementing training programs.
  • Working with and managing volunteers, especially hunter education instructors, Master Hunters, and other natural resource volunteers.
  • Working as a natural resource volunteer.
  • Hunting, fishing, target shooting, and other outdoor recreation.
  • Developing policies and procedures.
  • Understanding of navigating through WDFW policies, procedures, rules, and laws,
  • Using standard office equipment and computer software including Outlook, Word, Power Point, Excel, Teams, Internet Explorer, and other search engines.
  • Following policies and procedures when resolving disciplinary and accountability issues with volunteers.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
