As our Oil Spill Team Section Manager, you’ll direct the activities of the WDFW Habitat Program's Oil Spill Team (OST). With your leadership, OST will advocate for fish and wildlife resources during oil spill planning and response activities, specifically for natural resource protection, wildlife rescue, and resource damage assessment and restoration. 

The Washington Department of Fish and Wildlife (WDFW) Oil Spill Team works with Washington Department of Ecology Spills Program, the petroleum industry, federal and state agencies, tribes, oil response organizations, and non-government organizations to reduce the impacts of oil spills on fish, wildlife, and their habitats.

With that in mind,

Duties

Our Oil Spill Team Section Manager, 

  • Ensures the activities of the Oil Spill Team (OST) support the agency mission to preserve and protect fish, wildlife, and habitats in three main focus areas: natural resource protection, wildlife rescue, and resource damage assessment and restoration.
  • Supervises employees on the OST – ensures OST training is current and that response equipment is in good condition – promotes opportunities for employee professional development and advancement.
  • Administers OST budget and contracts.
  • Ensures that agency interests are represented during review of state and regional oil spill response plans such as Northwest Area Contingency Plan, Geographic Response Plans, and individual facility contingency plans.
  • Oversees that the OST develops and maintains datasets and tools for use during oil spill responses.
  • Appropriately notifies agency of oil spill incidents.
  • Serves as team "Duty Officer” in rotation with other team members (typically one-week 24/7 rotations) – receives spill notifications, assesses potential resource risks, conducts initial response activities as needed, and mobilizes team resources.
  • Serves within the Incident Command System for spill responses within the environmental unit or wildlife branch as needed.
  • Participates in reconnaissance to assess resource risks and potential impacts.
  • Participates in early sampling activities as necessary to document injuries to fish and wildlife resources.
  • Issues emergency Hydraulic Project Approval (HPA) permits for oil spill response activities.
  • Participates in oil spill drills.

 

WORKING CONDITIONS

  • Work Setting, including hazards: 
    1. Work is performed primarily in an office setting, although may require the ability to respond to field locations anywhere in the state – work activities may involve boat or aircraft use.
    2. Activities may include exposure to oiled environments, adverse weather conditions, distressed wildlife.
  • Schedule: 
    1. Typically, work schedule is Monday – Friday - Generally, 40 hours/week, may be required to work a significant additional amount of time outside of normal business hours.
    2. In the event of a significant oil spill, will be required to work for extended periods (including overnight stays) outside of normal work hours.
    3. Will be required to serve as the team Duty Officer in 24/7 rotation with other team members – work several times per year outside of normal work hours (with occasional overnight stays) while participating in scheduled drill exercises. 
  • Travel Requirements:
    1. Frequent travel statewide both in response to significant oil spill incidents and to participate in scheduled drill exercises – overnight stays may be required.
  • Tools and Equipment: 
    1. Team vessels and vehicles. 
  • Customer Interactions:
    • Regular interactions during spill responses and drills – this position primarily serves in the Incident Command System under intense emergency conditions – may be required to deliver public presentations in contentious public forums.

Qualifications

REQUIRED QUALIFICATIONS:

  • A Bachelor's degree or above with major emphasis in fisheries biology, marine/wildlife biology, ecological systems, environmental science, or natural resource planning, or closely related field. 

AND 

  • Five (5) years of professional experience in one or more of the following: environmental or natural resource planning, fisheries management/planning, wildlife management/planning, and/or program development.

OR

  • Additional relevant experience may substitute year for year for the degree.       

Must demonstrate knowledge and experience in:

  • Effects of oil and hazardous substances on fish, wildlife, and habitats.
  • General fish and wildlife biology and ecology (particularly of fish and wildlife species that are dependent on marine and aquatic ecosystems).
  • Oil spill response and the Incident Command System for oil spill management.
  • Operating within a dynamic emergency environment, including making decisions that direct the activities of others.
  • Planning and administering budget.
  • Supervising professional staff.
  • Managing programs, policies, and procedures.

 

Certifications/Licenses: 

  • Valid Driver’s License.

 

PREFERRED QUALIFICATIONS: 

Skills and abilities in: 

  • State and federal natural resource damage assessment and restoration rules, regulations, and processes.
  • Evaluating habitat protection and restoration plans.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
