As our Payroll Manager you’ll develop and administer payroll policies and procedures, manage payroll and benefits, time and attendance, policy, and other business event data. With your expertise you’ll provide oversight into decisions related to fiscal transactions, accurate tax reporting and benefits eligibility.

Financial Services provides the core business and financial activities that allows WDFW to operate and ensures the Agency’s financial stability. Financial Services also provides overall Agency direction, guidance, and management for fiscal related activities in a complex accounting and financial management environment.

With that in mind, 

Picture yourself providing regulations and enforcing compliance as it relates to salaries and benefits compensation, while maintaining a high level of service to the customers of WDFW’s programs and policy efforts.

This is an opportunity to lead a team to accomplish work and resolve technical fiscal and benefits related questions. 

We are seeking an applicant that has extensive experience to generate financial reports, conduct business analysis and investigations of various business transactions. 

The ideal candidate is extremely organized, motivated, analytical, and able to establish and maintain cooperative relationships with diverse audiences.

Our Payroll Manager, 

Provides Leadership of Payroll Unit staff

         Tasks include:

  • Monitoring activities to ensure timely and accurate compliance of policies and procedures.
  • Providing training on correct methods and procedures in conformity with rules and regulations.
  • Advising staff regarding the handling of non-routine transactions.
  • Monitoring and inspecting work in progress to ensure continuity and timely completion of work.
  • Assisting in interviewing and hiring personnel.
  • Handling personnel issues relating to staff conflicts, absenteeism, performance issues, etc.
  • Establishing deadlines and monitoring staff adherence to set deadlines to ensure they are met.
  • Training subordinates in accounting methods and procedures.

 

Administers Payroll and Benefits for WDFW

 

         Tasks include:

 

  • Accurately and timely processing insurance benefits and payroll payments for approximately 1,800 employees. 
  • Authorizing and approving journal vouchers for payroll-related adjustments.
  • Maintaining various accounting records ensuring proper internal controls are in place and maintained.
  • Reviewing and maintaining records for garnishments, levies, unemployment compensation, industrial claims, leave attendance reports, taxable meals, and any commute incentive settlements.
  • Reviewing and approving reports and payments to federal and state agencies.
  • Ensuring current benefit rates and leave percentages are maintained in the labor distribution system.
  • Analyzing and interpreting all leave and time related reports produced by the Human Resource Management System (HRMS) and the agency-unique timekeeping system (Total Time). 

Customer Service, Engagement and Liaison

 

         Tasks include:

 

  • Providing excellent and timely customer service on payroll related issues.
  • Participating in agency-wide training on payroll and benefits administration.
  • Resolving complex employee compensation and benefit issues.
  • Providing responses and options for grievances or union requests.
  • Working with statewide groups such as the Personnel/Payroll Association (PPA). 

Enforces Policies and Procedures

 

         Tasks include:

 

  • Making recommendations, developing, or revising policies and procedures, and participating in the development and implementation of accounting systems, internal control systems and other processes using the State’s financial management software.
  • Monitoring and analyzing unit work to develop and implement more efficient procedures and use of resources while maintaining a high level of accuracy.
  • Working toward streamlining workflows and improving operating efficiency.

 

WORKING CONDITIONS: 

  • Work Setting, including hazards:    
    1. Work is performed in a busy office setting – most tasks will involve sitting at a desk and working on a computer – must be able to work amid distraction.
  • Schedule:   
    1. Typically, work schedule is 8 hours a day, Monday - Friday, but may be required to occasionally work more than 40 hours per week or on weekends to meet deadlines during peak periods. 
  • Travel Requirements: 
    1. Limited travel, some to regional office and to meet on payroll, taxes, etc.
  • Tools and Equipment: 
    1. Personal Computer, 10-Key Machine, Telephone.
  • Customer Interactions:
    1. Interactions are broad in scope, may include agency Fiscal Office staff, other staff, program, and business managers throughout WDFW, senior management, state and federal auditors, OFM, DES, Health Care Authority, Department of Retirement Systems, Internal Revenue Service and others.

Qualifications

REQUIRED QUALIFICATIONS:

  • A Bachelor’s degree or higher in accounting, business administration, finance, or other closely allied field; AND two (2) or more years’ professional experience in payroll administration including, cyclical processing of payroll and benefits; collection and remittance of employment taxes; administration of employee benefits; and interpretation and implementation of associated federal, state, and local laws, rules, policies, and procedures. 

OR

  • Six (6) or more years of professional experience in payroll/human resource administration including, cyclical processing of payroll and benefits; collection and remittance of employment taxes; administration of employee benefits; and interpretation and implementation of associated federal, state, and local laws, rules, policies, and procedures. 

OR

 

  • An equivalent combination of education and experience.

  • Must have Two (2) or more years of supervisory and leadership experience to include all aspects of workforce and performance development, effectively coaching and mentoring, and providing direction and correction when required. 

PREFERRED QUALIFICATIONS: 

Job knowledge and experience of: 

  • Washington State government accounting software including but not limited to Agency Financial Reporting System (AFRS), Human Resource Management System (HRMS), Enterprise Reporting.
  • LEAN management processes and implementation.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
