Join Commerce as Manager for our statewide Small Business Resiliency Network, a network of dozens of by-and-for organizations that are helping us rethink and reshape how we equitably strengthen our communities.

SPECIAL NOTE:  Currently, Commerce is closed to the public as a result of the pandemic. While the building is closed, most Commerce staff work remotely. For any staff working at Town Square, Commerce requires strict adherence to social distancing protocols and anyone entering the Town Square is required to wear a mask. It is anticipated that interviews for this position will be held using a virtual video conferencing.

Duties


The Resiliency Network Manager will lead one of the agency’s most significant equity efforts, the Commerce Small Business Resiliency Network.  The Resiliency Network is a new and highly visible program that is supported by the agency’s Community Engagement Team overall, but led by this position. The Resiliency Network Manager serves as the leader and single focal point for the program.

The Mission
The mission of the Resiliency Network effort is to provide more equitable access to funding and assistance for business owners and nonprofits from historically disadvantaged communities and populations, and the approach and strategies continue to be informed by the partner organizations and members of their communities.  The program will continue to evolve as additional needs and opportunities are identified that can support small businesses and nonprofits in diverse communities, and this position will use strong anticipatory, strategic and communication skills to address these needs through program revisions, policies, funding and partnerships.   This includes developing and implementing an overall approach and strategy for successful collaboration with and support of the current 31 local community partner organizations that conduct outreach and provide technical assistance, education, training and support to small businesses and nonprofit organizations in their communities.

What is the Resiliency Network?
The Resiliency Network partners are representative of and also serve communities that have been historically disadvantaged and continue to face disparate barriers to economic recovery and sustainability.. As the leader of this effort, the position is also responsible to support the Network partners working groups on procurement policies and access to government contracting; rural economic development; creative economy business support; and buy local, as well as any future working groups. This position will continue to work both internally and externally to provide support, to advise the agency on how to improve accessibility, and to work with community partners to better support economic resilience and success in their communities.

Center Stage Visibility
This position is a highly visible person, working closely with the agency director, legislative director, community engagement director, and assistant directors.  In addition, this position serves as the single key contact and representative of the overall program.  The position also collaborates closely with Resiliency Network partners, but is responsible for leading the overall effort, including assessment of need, strategy development, recruitment of partner organizations, fundraising, communications, contracting, convening and providing support to the network partners as they serve their communities.

Here's some of what you'll get to do in this role:

Develop overall strategy and work plan for the program
Lead development of an innovative and flexible overall approach, strategy and work plan that is responsive to the highly complex mission of providing trusted and culturally relevant support that results in economic vitality, strong businesses and community organizations, and diverse communities that are resilient.  

Oversee support to resiliency network partners
Work closely with Community Engagement and Outreach Team to provide individual and network-wide support through coaching, training, maintaining an online resource library, regular notifications, communications assistance and other needed resources and support.

Develop and implement plan for long range success of the program
Hold primary responsibility for developing long range future plans for the effort’s success.   This includes evaluating progress toward outcomes and making recommendations to agency director on innovative and visionary changes to the program direction and operations.

Advise and Influence agency activities and programs to ensure equitable access
Work throughout Commerce and with external entities to advocate for the needs of the clients and communities served by the Resiliency Network partners, serving as a liaison between them and network partners, helping to ensure that Commerce programs are more accessible to diverse communities and individuals.  

Lead development and execution of strategic communication strategy
Lead development and implementation of a communication strategy and calendar for keeping authorizing environment, stakeholders, partners, communities, decision makers, potential funders and potential clients informed about the overall effort.

Effectively manage the program’s funding and budget
Track, plan for and manage budget, including allocations for each of the partner organizations. Anticipate future needs and develop funding proposals to meet the needs.

Qualifications

Required Education, Experience, and Competencies: 
Bachelor’s Degree, preferably in public administration, economic or community development, communications, environmental justice, or a related field, AND a minimum of 6 years of professional experience in community development, including involving intercultural work and engagement with diverse multicultural community based organizations, businesses and entrepreneurs. 
 
Additional years of community development experience may be substituted, year for year, for up to 2 years of the educational requirement, provided that a 2-year degree has been awarded.
 
Exceptional interpersonal skills with demonstrated ability to initiate and maintain positive and effective relationships, and work collaboratively and effectively with a broad spectrum of individuals and groups internally and outside the agency. Ability to communicate persuasively at all levels of the agency and externally.
 
Working understanding of, experience working with, and ability to collaborate effectively with multi-cultural community based organizations, communities and individuals.
 
Significant training in and/or successful experience working on issues related to equity, environmental and/or racial justice, including supporting integration into organizational practices and policies.
 
Demonstrated skills in serving as a successful program manager and lead worker among colleagues, including planning, coordinating and directing, budgeting and project management.
 
Top notch listening, verbal, written and digital communication skills that are appropriate for a variety of types of audiences, using a variety of channels, including developing outreach materials, external communication pieces such as short and long reports, proposals, summaries, project plans, newsletters, social media. 
 
Highly developed anticipatory and creative thinking and problem solving abilities, including ability to exercise sound judgment and discernment, and quickly pivot to resolve challenges.
 
Knowledge of innovation principles and a proven track record of leading change management efforts within organizations.
 
Track record of integrity, respect and results.

Preferred/Desired Education, Experience and Competencies: 
Master’s degree in public administration, economic or community development, communications, environmental justice, or a related field.
 
Fluency in one or more additional languages spoken in Washington is desired.
 
Understanding of local and state level government, tribal nations and communities, nonprofit sector, business sector, philanthropy, community based organizations, including intercultural organizations, and successful experience navigating in a political environment.
 
Advanced understanding of and experience implementing equity-based principles that result in lasting change in outcomes
 
Strong facilitative, coaching and mentoring skills to support partner organizations in effectively providing assistance to businesses and nonprofits

Work from Anywhere
 This position may be located anywhere within Washington state though occasional travel to the Olympia office or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction while observing social distancing. Due to the COVID-19 pandemic, telework (mobile-work) is expected. When approved to return, the incumbent will work with their supervisor to identify an appropriate work schedule and balance, including telework and reporting to the Olympia, Washington duty station for work activities, if needed.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
