The Washington State Gambling Commission requires that all employees are fully vaccinated against COVID-19 by date of hire. Fully vaccinated includes the two (2) week waiting period after the last shot in each series, or single shot, is given. The Washington State Gambling Commission (WSGC) is recruiting for two (2) full-time Special Agents within our Criminal Enforcement Unit.  Special Agents are limited jurisdiction law enforcement officers and are exempt from state civil service rules.
 
The Criminal Enforcement Unit (CEU) is dedicated to investigating gambling connected criminal activity and dismantling criminal organizations engaged in gambling connected crime. As a CEU Special Agent, you will:
 
  • Join this statewide proactive law enforcement team investigating a variety of crimes including, but not limited to: Criminal profiteering, loansharking, extorsion, animal fighting, illegal gambling, sports wagering, money laundering, and the seizing of assets. 
  • You will regularly work in partnership with federal, state, local and tribal law enforcement agencies providing your specialized skills. 
  • You will develop probable cause through all legally available means, including working in an undercover role and managing confidential informants. CEU Special Agents do not have a “desk job,” working all aspects of the criminal case that allows you the freedom and flexibility to use your imagination and skills to investigate a variety of crimes. This includes field interviews, physical and electronic surveillance, drafting and serving search warrants, tactical entry and making custodial arrests.
CEU Special Agents have an industry reputation of excellence, specializing in unique areas of criminal law. Our Special Agents receive extensive training, internal and external, and attend conferences across the country.
 
The positions may be assigned to our Federal Way field office or a home office located in close proximity to the assigned case load.

Special Agent starting salary ranges from $56,772 ($4,731 mo) - $72,696 ($6,058 mo) annually, depending upon your education and experience, with steady increases up to a maximum of $80,256 annually.
 
NOTE:  5% Premium Pay will be added to salary above for duty stations in King County

Qualifications

Three (3) years paid, full-time related work experience*

OR
 One (1) year of college level coursework (30 semester credits or 45 quarter credits) in any major or discipline and two (2) years of related work experience*
OR
Two (2) years college level coursework (60 semester credits or 90 quarter credits) in any major or discipline and one (1) year of related work experience* 
OR
 Bachelor’s degree involving major study in criminal justice, accounting, finance, political science, public or business administration, computer science, or closely related field. 
 
*Related work experience is described as experience in any of the following areas:

  • Work experience as a commissioned law enforcement officer as a state, municipal, county, federal or tribal officer.
  • Work experience in complex criminal, financial, and/or digital/cyber/internet investigations. 
  • Work experience conducting complex investigations to include writing reports, conducting interviews, interpreting and applying complex policies, rules and laws.
  • Work experience in the gambling, accounting and or fraud prevention industries.

Special Requirements/Conditions of Employment
A Gambling Agent is a commissioned law enforcement officer of the state of Washington and must have the highest level of integrity and ethical conduct. Gambling Agents must meet ALL of the following conditions of employment:
 
  • Must be a United States Citizen or lawful permanent resident.
  • Must be able to legally acquire and possess firearms and ammunition and maintain qualification standards.
  • Maintain a driver’s license valid in Washington State and be able to drive a motor vehicle.
  • Must not have any felony convictions.  Must not have any misdemeanor convictions related to controlled substances, theft, moral turpitude, fraud, larceny, or crimes of violence within the last five years.  Must not have been convicted of any crime associated with domestic violence.   Must not have a DUI conviction within the last three years, or a substantial accumulation of driving violations, indicating a disregard for rules and regulations. 
  • Must not use or possess illegal narcotics or controlled substances:
    1. Drug free – no use of any illegal drugs within the last three (3) year period immediately preceding appointment.
    2. Marijuana – no use within twelve (12) months immediately preceding appointment and used limited to experimentation.
    3. Amphetamines, Cocaine, and Opiates – no use within the five (5) year period immediately preceding appointment and use limited to experimentation.
    4. Hallucinogens – no use within the ten (10) year period immediately preceding appointment and use limited to experimentation.
  • Must refrain from excessive alcohol consumption.
  • Must adhere to agency policy of prohibiting employees from serving as officers or managers of any corporation or organization that conducts a lottery or gambling activity, including tribal gaming activities.   Employees may not gamble in tribal gambling activities or any gambling licensed activities.
  • Must be fully vaccinated against COVID-19 by date of hire.
 Must be willing and able to:
  • Carry a firearm and other issued equipment (handcuffs, cell phone, etc.) while working and to maintain firearm and use of force training standards.
  • Travel overnight as necessary for off-site work, meetings, and training;
  • Work alone or in teams; 
  • Work evenings, weekends, hours other than 8 a.m. to 5 p.m., and extra hours when necessary to meet work objectives and deadlines; and
  • Work indoors in a gambling environment, which may involve smoke filled and dirty areas, diverse populations, and intoxicated persons.
  • Detain or arrest individuals.
  • Successfully complete the Gambling Commission's Use of Force training program within the first 45 days of employment
  • Pass a pre-hire Physical Ability Test, if you are not a graduate of the Washington State Criminal Justice Training Commission Basic Law Enforcement Academy or equivalent*
  • Successfully complete the Washington State Criminal Justice Training Commission Basic Law Enforcement Academy (CJTC BLEA) within the first 18 months of employment*
*Note: This requirement may be met if you have prior experience or training as a full-time, fully commissioned peace officer, a limited jurisdiction law enforcement officer for the State of Washington or have successfully completed a Federal Law Enforcement training program.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
