Reporting to the Office Director, this Health Services Consultant 4 (HSC4) position serves as the primary staff contact within Office of Infectious Disease for the Washington State syndemic planning process.    
 
Program planning duties include coordinating effectively with the consultant group creating the new planning structure, facilitating the syndemic planning steering meetings as well as attending workgroup meeting and conducting community caucus groups as designated.  
 
As the Syndemic Planning Coordinator, you will be diligent in ensuring the planning process, member recruitment, steering group, workgroups and caucuses are centered in equity and include active participation and/or feedback from communities disproportionately impacted by conditions.  
 
As the Syndemic Planning Coordinator, you will:  
  • Ensure comprehensive communication about meeting schedules is distributed and maintain online documentation for the planning groups, committees and community caucuses.  
  • Coordinate with peer leaders in all conditions and sections within Office of Infectious Disease (OID) to ensure balanced attention is provided to conditions and populations most impacted.  
  • Serve as a primary contributor to the HIV Integrated Care and Prevention Comprehensive Plan. 
  • Represent the Washington State syndemic planning group and process at state and national meetings and conferences. 
 
These duties support the department’s mission of working to protect and improve the health of people in Washington State by planning to end the epidemics in Washington State for HIV, STIs, HCV and the myriad of co-occurring conditions for people who use drugs.
 
This is a full-time, permanent Health Services Consultant 4 position located within the Division of Disease Control and Health Statistics, in the Office of Infectious Disease.
 
Currently, this position may be located anywhere within the State of Washington. Due to the COVID-19 pandemic, telework (mobile-work) is expected. When approved to return, the incumbent will work with their supervisor to identify an appropriate work schedule and balance, including telework and reporting to the Tumwater duty station for work activities if required.  The incumbent is expected to be present for in-person meetings and client caucuses throughout Washington State.

Duties Include

  • Posting, managing, and updating all Washington Syndemic Planning Group (WSPG) activities, meeting minutes, materials, reports, bylaws, and meeting information (including virtual meeting information) to the WSPG page on the DOH web site.
  • Ensuring principles of effective and evidence-based community engagement are utilized in an on-going fashion with all WSPG population specific caucuses and work groups.
  • Supporting the WSPG and OID staff in coordinating population-specific caucuses and work groups with variable meeting cadences to ensure community awareness and input on WSPG activities and decisions.
  • Ensuring health equity and racial justice are embedded in all WSPG policies and activities, which includes developing a shared understanding of racial equity language and concepts, implementing strategies to ensure that diverse perspectives and voices are included in the strategic and program planning and design. 
  • Informing and educating WSPG membership on OID activities, limits and perspectives as appropriate.
  • Facilitating communication and collaboration between WSPG, OID, and other areas of DOH as it relates to program planning and implementation.
  • Coordinating communication and collaboration between OID, external partners and communities around program planning and implementation.

Required Qualifications

Note:  Experience may have been gained concurrently.

  • Option 1:  Seven (7) or more years of professional management, consultative experience in a health services program; AND demonstrated experience in the following:
    • HIV, Hep C, STDs or Opioid Overdose.
    • Facilitating group processes in person and/or remotely.
    • Successfully engaging with culturally diverse communities and individuals for public health purposes. 

    OR 

 

  • Option 2:  A Bachelor’s degree or higher in public health, health care administration, public, or business administration, psychology, social work, or allied field; AND three (3) or more years of management or consultative experience in a health services program; AND one (1) or more years of experience in the following:
    • Public health work. 
    • HIV, Hep C, STDs, and/or Opioid Overdose.  
    • Providing technical assistance in-person, by phone, and computer. 
    • Working within a culturally diverse environment. 

 AND 

  • Demonstrated experience in the following:
    1. Facilitation skills.  
    2. Developing positive, productive, respectful working relationships with service providers, community partners and co-workers.
    3. Partnering with service providers, co-workers, and community partners to identify and resolve complex or sensitive issues.
    4. Effectively conveying ideas and facts orally and in writing using language the audience will best understand.
    5. Researching, evaluating and drawing conclusions from data; supporting recommendations with facts and analysis; interpreting and applying rules, laws, policies and procedures.  
    6. Respecting others regardless of their position and educating self through study and analysis.

Desired Qualifications 

  • Experience providing consultation on infectious disease planning, i.e. Part A Planning Council, Statewide Planning efforts.
  • Experience working with a wide variety of governmental entities and community groups. 
  • Demonstrated knowledge of national initiatives (for example, National HIV/AIDS Strategy, National Viral Hepatitis Plan, National STD Plan).

Retirement and Deferred Compensation

Social Security

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
