Position Description

Early Learning for children is becoming one of the major social justice issues of our time. Children's access to high quality programming and education from their early years can have enormous impacts on their future education. The Department of Education and Early Learning (DEEL) supports and facilitates many Early Learning programs across Seattle. To support the mission of DEEL, we are looking for a Human Services Coordinator who will act as one of the first points of contact for many Seattle families seeking preschool through the City.

 

In this role you will connect with families to discuss their eligibility for programs, assist them with applying, and refer them to other programs they may be eligible for. DEEL offers several programs to the community, and you will be responsible for differentiating the requirements for each program and help families navigate early learning options for their child(ren). Outreach for programs will put you in the community, and you’ll also engage with families directly via email and phone in the office.

 

You will work with families from many backgrounds and will need to be familiar with and demonstrate a level of comfort with issues like race and social justice, poverty, equitable access, and gatekeeping. You will represent DEEL as you partner closely with our preschool and childcare providers, representatives of social service agencies, and employees of other City departments. Building and maintaining relationships with providers and staff at our preschool partners is a significant responsibility in this role and includes tailoring enrollment procedures for the families at a particular provider or monitoring different types of contractual requirements for different providers.

Job Responsibilities

Your most common activities will include:

  • Interviewing clients, evaluating their needs, and determining eligibility for services and programs
  • Explaining program guidelines and eligibility requirements
  • Arranging interpreter services for heritage language speaking clients
  • Assisting families in identifying preschool options for their child(ren) and navigating different needs of families
  • Conducting outreach activities, which may include presenting information to community groups and governmental agencies
  • Confirming vacancies in preschool programs and identifying children to enroll, engaging directly with families to answer questions about specific preschool locations and confirming interest in accepting the placement
  • Monitoring enrollment for preschool providers that identify and enroll children directly in the preschool programs
  • Preparing correspondence, including recommendations to the Operations Manager on behalf of clients requesting "Exception to Policy"
  • Training and providing technical assistance to preschool providers to enroll children in the Seattle Preschool Program and Pathway to Seattle Preschool Program
  • Assessing a family’s need for additional supports and facilitating application to appropriate benefit programs and social services
  • Utilizing a database to manage information and maintain data integrity
  • Performing other related duties as needed

 

You will be prepared to take on this role if you are:

  • Experienced in providing family support services in Head Start or ECEAP (especially for at least one year)
  • Passionate about service and relationships with sometimes high-need clients
  • Humble and ready to collaborate, even if the answer wasn't your idea
  • Team-centric, enjoying working with teammates as well as producing strong independent work
  • Fiercely detail-oriented and organized in your work
  • Comfortable with technology and tapping into its potential to help provide better service

Qualifications

In addition to the ability to perform the tasks described above, you will need to possess the below required qualifications (or a combination of education, training or experience which provides an equivalent background required to perform the work of the class):

  • Associate degree in Social Science, Human Service, Business, Public Administration, or a related field
  • Two years of experience in human services administration, service delivery, community organizing, contract administration, or related experience 

 

OR

  • Bachelor’s degree in Social Science, Human Service, Business, Public Administration, or a related field
  • One year of experience in human services administration, service delivery, community organizing, contract administration, or related experience 

 

OR

  • Three years of experience in human services administration, service delivery, community organizing, contract administration, or related experience 

 

In addition to:

  • Ability to pass a criminal background and education check

Additional Information

This position is classified as a Human Services Coordinator and is governed by a collective bargaining agreement between the City and the union, PTE Local 17 – Professional. This body of work is currently performed remotely.
