Job Responsibilities

Serves as GIS Manager and Lead Cartographer of the Land, Water and Conservation Division's (LWC) Digital Information Program(DIP) providing GIS services to the LWC as requested.  Coordinates the development of digital information in a GIS format, organizes and maintains spatial data, and develops derivative products from new and archival data sets.  Supervises product development for externally funded projects, develops data layers to support LWC programs, maintains data preservation needs for all programs and projects, and investigates new digital techniques in GIS.  Serves as primary point of contact between LWC, DIP and the DNR Technology Development (TD) Program to provide efficient operation and maintenance of DIP GIS and information technology infrastructure, data content and web-based information and data delivery systems.  Works with DNR systems and network administrators, spatial data manager, database administrator, Senior Software Engineer, EDMS administrator, Webmaster and other appropriate staff to insure that DIP and Division GIS and tabular data content, electronic documents, map products and web pages are integrated into the agency enterprise geospatial and tabular databases and the agency web content management system.  Provides input to TD staff on data schema design, web page design, on-line mapping and data management and analysis software and applications development user needs requirements.  Coordinates development and maintenance of the Geological Survey Hydrology, Climatology, Conservation Districts, Flood Mitigation, Heritage Trust and other web sites on a regular basis.  Plans and implements revisions to web pages.  Coordinates with TD staff the maintenance of electronic hardware.  Ensures that TD standards and procedures are followed.  Provides leadership in project development and policy implementation as it affects DIP.  Provides, plans, and coordinates support to other groups within LWC.  Coordinates the delivery of DIP products to a variety of users in a variety of formats through the DNR GIS Data Clearinghouse and other appropriate mechanisms.  Advises project leaders on daily and long-term office projects and needs.  Oversees and manages upkeep of the DIP's office environment.  Represents project leaders in agency meetings and in public forums on issues related to DIP.  Directs other staff in office duties as appropriate.  Conducts special projects at request of Section leaders.

Minimum and Additional Requirements

A master's degree in geography or a related field and two (2) years of related experience; or a  bachelor's degree in geography or a related field and four (4) years of related experience.

Preferred Qualifications

Extensive knowledge of GIS and digital cartography. Should have administrative, management, or program development experience, particularly as it applies to implementation of GIS projects.  Experience developing and maintaining data sets using GIS, experience with coordinate systems and transformations, and validating data.  Experience working with a variety of earth science, climate, archaeology, conservation and aquatic species data sets.  Knowledge of data collection techniques as relates to those areas and experience in developing GIS from those various data sources (digital and nondigital).  Familiarity with a variety of software and hardware packages to complete project tasks.  Ability to assess incoming data for errors and correct problems.  Ability to design and implement user applications for GIS.  Complete familiarity with Windows work environment, GIS software (ArcGIS, QGIS, Global Mapper, Ambur), graphics software (Illustrator, Photoshop), map production software (MAPublisher), and web development practices (HTML, CSS, JavaScript).  Experience working with a variety of digital spatial data sets and formats, using a variety of electronic data capture techniques (digitizing, scanning, OCR, test to data, file import/export); experience with digital data collection organization and dissemination techniques such as Trimble systems and ArcGIS suite of tools.  Experience creating metadata using ArcGIS or other software.  Working knowledge of document management systems (DMS), ability to organize scanning projects, create and index records, and create queries to search records.
