The City of Paso Robles is pleased to announce the search for a Technical Services Librarian who will help adopt cutting-edge technology and innovative means of providing library services. The successful candidate will be a highly enthusiastic team player adept at working in a fast-paced atmosphere, with strong verbal and written communication skills and a positive, courteous approach to working with internal and external customers. 

The Community
El Paso de Robles, or "The Pass of the Oaks," is located halfway between San Francisco and Los Angeles, in San Luis Obispo County. Paso Robles is surrounded by scenic rolling hills and California’s premier wine regions and is only 27 miles from beautiful beaches. The City understands the importance of business development and works hard to attract commerce in a diverse array of industries. The economic outlook for Paso Robles continues to be strong. The housing market is robust and offers a wide array of housing choices including new neighborhoods, houses with acreage, infill, and charming Victorian homes, with a median home price of about $634,500. Paso Robles also has excellent schools, both public and private. Approximately half an hour away is the nationally ranked Cal Poly State University in San Luis Obispo, and within the city of Paso Robles is Cuesta College, North County Campus. 

Typical Duties

  • Manages library information technology activities, including improvements for the division's website and mobile application
  • Spearheads the technical development of a virtual staff training academy
  • Serves as the intermediary between the City’s Information Technology division and the Black Gold Cooperative Library System
  • Troubleshoots library equipment and reports unresolved problems through proper channels
  • Assists and instructs customers in the use of print and online materials and technology
  • Plans and provides programs and outreach to customers of all ages
  • Maintains cutting-edge knowledge of trends in the library profession through a variety of literary, training, educational, professional, and networking means 
  • Supervises, mentors, trains, and evaluates assigned staff and volunteers in work procedures; provides policy guidance and interpretation; and authorizes discipline as required
  • Identifies materials to be considered for addition to the library collection, including identification and integration of new technology
  • Advises and assists customers in the selection of books, periodicals, media, and other materials
  • Assists customers at all Library service points, including information and circulation functions that may include, but are not limited to, checking materials in and out, handling complaints, placing holds and registering new customers 

Employment Standards & Special Requirements

Knowledge of:

  • Principles, standards, and practices of library science
  • Library software and technology such as self-service computer reservation and printing systems, online event booking systems, virtual training platforms and RFID circulation equipment
  • Principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures
  • Open source library information systems, bibliographic databases, and online public access catalogs
  • Standard office practices and procedures including business letter writing and formatting for reports and correspondence; records management principles and practices
Ability to:
  • Plan and implement complex technology applications and systems
  • Organize own work, initiate processes, coordinate projects, set priorities, meet critical deadlines, and follow up on assignments with a minimum of direction
  • Provide a high level of customer service to both external and internal customers over the phone and in person while using tact and discretion, with a flexible, approachable, and friendly demeanor
  • Plan, organize, schedule, assign, review, and evaluate the work of staff
  • Present programs and materials to the public, both internally and externally
  • Communicate clearly, concisely, and accurately, both orally and in writing to maintain an inclusive environment while working with diverse populations
  • Maintain technical expertise and competence by attending classes and seminars, and train users on newly learned software and hardware
Education and Experience
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be equivalent to graduation from an accredited four-year college or university and two years responsible experience in a related field. A Master of Library and Information Science (MLIS) degree is desirable, but not required.

Spanish language skills and experience in dealing with the public are also desirable.

Special Requirements
Must possess a valid California Class C driver license and have a satisfactory driving record.

Vacation: Accrual of 80 hours per year, increasing with years of service.

Sick Leave: Accrual of 96 hours per year.

Holidays: 14 paid days per year.

Health Insurance:

  • Medical: City pays $737.62/month of employee premium, $1,423.79/month of premium for employee with one dependent, and $1,857.13/month of premium for employee with two or more dependents.
    • Employees who opt out of health coverage may be eligible for a payment of $300/month. 
  • Dental: City pays full premium for employee and partial premium for family
  • Vision: City pays full premium for employee & family.

Retirement: 

  • CalPERS:
    • Classic Tier 1 members participate in a formula of 2.5% at 55, with the employee paying an 8% member contribution, plus a 2% cost sharing contribution, for a total of 10%
    • Classic Tier 2 members participate in a formula of 2% at 60, with the employee paying a 7% member contribution, plus a 3% cost sharing contribution, for a total of 10%
    • PEPRA members participate in a formula of 2% at 62, with the employee paying one-half of the normal cost (currently 7%) contribution, plus a 3% cost sharing contribution, for a total of 10%
  • 457 Deferred Compensation: The City will match up to $25 per pay period.
  • Social Security: Both the City and employee participate in Social Security.

Life Insurance: $75,000 for employee only.

Employee Assistance Program (EAP): The City pays 100% of the cost of this program for the employee and family.

Bilingual Pay: Spanish verbal skills: $100 per month; Spanish written skills: $25 per month. 

Education Reimbursement: Reimbursement up to $3,000 per fiscal year for educational costs directly related to occupational field or for promotion within City service.

Commercial License Incentive: Employees in eligible positions who hold a valid Class A or Class B California commercial driver license, maintain a valid Medical Examiner's Certificate, and are cleared by the Federal Motor Carrier Safety Administration (FMCSA) Clearinghouse to drive commercial vehicles shall receive $100 per pay period, subject to department director approval.

Retiree Health Reimbursement: Up to $500 per month reimbursement of health premiums for employees who retire from the City with at least 20 years of service until the age of 65.
