The City understands the importance of business development and works hard to attract commerce in a diverse array of industries. The economic outlook for Paso Robles continues to be strong. The housing market is robust and offers a wide array of housing choices including new neighborhoods, houses with acreage, infill, and charming Victorian homes, with a median home price of about $634,500. Paso Robles also has excellent schools, both public and private. Approximately half an hour away is the nationally ranked Cal Poly State University in San Luis Obispo, and within the city of Paso Robles is Cuesta College, North County Campus. 

The Position
This is a non-sworn, training level classification in the Police Department. Recruits do not have police officer powers or authority. Incumbents will assume non-sworn duties within the department and attend a six-month P.O.S.T. Certified Academy through Allan Hancock College in Lompoc, CA, which starts on July 10, 2023. A housing allowance is available for qualified candidates. The academy is intense and requires a high degree of discipline.

Upon graduation and award of the Basic Law Enforcement Academy certificate, incumbents will be appointed to the position of Police Officer and assigned step 1 of the wage range (which is currently $3,138.36 biweekly) and assume the benefits associated with the Paso Robles Police Officers Association (POA) bargaining unit. After six months at step 1, incumbents will be eligible for evaluation to step 2 (which is currently $3,330.30 biweekly). Details of the POA benefits can be found in the Memorandum of Understanding (MOU).

Employment Standards & Special Requirements

Education and Experience:
Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be equivalent to graduation from high school and three years of responsible experience working in an organization which will have provided knowledge of the departmental function to which assigned.


Completion of 12 semester units from an accredited college, university, or trade school in a field related to work assigned, as well as additional specialized training in law enforcement, criminal justice, or a related field is desirable. Spanish language skills and experience working in a public agency setting are also desirable.

Physical Demands and Working Environment:
Environment: High-stress police training academy environment; indoor classrooms and outdoor physical agility course; exposure to noise, smoke, and fumes.

Vision: Must be correctable to 20/30 both eyes – normal color acuity.
Weight: Should be proportional to height.

Special Requirements:

  • Possession of a valid California Class C driver license and have a satisfactory driving record
  • At least 21 years of age upon acceptance to the police academy
  • Must be free of any felony convictions
  • Must be found to be free from any physical, emotional, or mental condition which might adversely affect the exercise of the powers of a peace officer
  • Ability to legally possess a firearm per the State of California
  • Must possess and maintain a P.O.S.T. approved Penal Code 832 certification and CPR/First Aid certification within twelve months of appointment

Selection Procedure & Application Process

Selection Components:
1. PELLETB Written Exam - Wednesday, February 1, 2023 or Thursday, February 2, 2023 

A score of 42 or above on the PELLETB is considered passing.

Testing for the PELLETB more than once in a 30-day period is prohibited. 
 
The written test may be waived if the candidate has taken the PELLETB between February 2, 2022 and February 2, 2023 and received a score of 42 or above; documentation of your test score on agency letterhead must be provided with your application.

2. Physical Assessment Test (PAT) - Wednesday, February 1, 2023 or Thursday, February 2, 2023 

The PAT may be waived if the candidate has taken and passed a POST Certified Agility Test or qualifying Physical Assessment Test at another agency or academy between February 2, 2022 and February 2, 2023; documentation on agency letterhead must be provided with your application.

Candidates that pass both the PELLETB written exam and the PAT may be invited to interview.

3. Interview: Wednesday,
 March 8, 2023 or Thursday, March 9, 2023

Following appointment as a Police Recruit, a twelve-month probationary period may be required as the final phase of the appointment process. Upon graduation and award of the Academy Basic Certificate, the incumbent may be appointed to and sworn in as a Police Officer and begin a new 18-month probationary period.

Vacation: Accrual of 80 hours per year, increasing with years of service.

Sick Leave: Accrual of 96 hours per year.

Holidays: 14 paid days per year.

Health Insurance:

  • Medical: City pays $737.62/month of employee premium, $1,423.79/month of premium for employee with one dependent, and $1,857.13/month of premium for employee with two or more dependents.
    • Employees who opt out of health coverage may be eligible for a payment of $300/month. 
  • Dental: City pays full premium for employee and partial premium for family
  • Vision: City pays full premium for employee & family.

Retirement: 

  • CalPERS:
    • Classic Tier 1 members participate in a formula of 2.5% at 55, with the employee paying an 8% member contribution, plus a 2% cost sharing contribution, for a total of 10%
    • Classic Tier 2 members participate in a formula of 2% at 60, with the employee paying a 7% member contribution, plus a 3% cost sharing contribution, for a total of 10%
    • PEPRA members participate in a formula of 2% at 62, with the employee paying one-half of the normal cost (currently 7%) contribution, plus a 3% cost sharing contribution, for a total of 10%
  • 457 Deferred Compensation: The City will match up to $25 per pay period.
  • Social Security: Both the City and employee participate in Social Security.

Life Insurance: $75,000 for employee only.

Employee Assistance Program (EAP): The City pays 100% of the cost of this program for the employee and family.

Bilingual Pay: Spanish verbal skills: $100 per month; Spanish written skills: $25 per month. 

Education Reimbursement: Reimbursement up to $3,000 per fiscal year for educational costs directly related to occupational field or for promotion within City service.

Commercial License Incentive: Employees in eligible positions who hold a valid Class A or Class B California commercial driver license, maintain a valid Medical Examiner's Certificate, and are cleared by the Federal Motor Carrier Safety Administration (FMCSA) Clearinghouse to drive commercial vehicles shall receive $100 per pay period, subject to department director approval.

Retiree Health Reimbursement: Up to $500 per month reimbursement of health premiums for employees who retire from the City with at least 20 years of service until the age of 65.
