The City of Paso Robles is pleased to announce an exceptional career opportunity for an Assistant Capital Projects Manager. Classified as a Professional Manager II, the Assistant Capital Projects Manager will work directly under the Capital Projects Engineer and join our Public Works department during a time of exciting change and growth. The successful candidate will be an organized and collaborative leader with strong project management and community outreach skills, and a passion for carrying out projects that will help the community of Paso Robles.

Paso Robles also has excellent schools, both public and private. Approximately half an hour away is the nationally ranked Cal Poly State University in San Luis Obispo, and within the city of Paso Robles is Cuesta College, North County Campus.


The Division
The Capital Projects Engineering Division is part of the Public Works Department, which also oversees the stormwater program, street maintenance, facilities maintenance, landscape maintenance, fleet, and airport services. The division manages the design, funding, and construction of capital projects for all City departments. The main body of work includes transportation, streets, water, wastewater, and recycled water infrastructure projects. Capital Projects Engineering also serves as the lead coordinator on SB1 reporting to the California Transportation Commission, and monitors and applies for transportation grants in coordination with the San Luis Obispo Council of Governments (SLOCOG).


Typical Duties

  • Oversees the scheduling of major construction projects to ensure contractual compliance with plans, specifications, materials, schedules, workmanship and safety standards
  • Coordinates the development and review of capital project plans, cost estimates, and contract proposals associated with assigned capital improvement projects
  • Develops and advertises consultant/contractors requests for proposal/bids/quotes, and administers bid processes for professional and construction services; evaluates proposals/bids/quotes and recommends project award; administers contracts after award
  • Ensures capital projects adhere to project goals, City policy, permitting and environmental mitigation requirements, and construction standards; documents and reports compliance as required
  • Negotiates, administers, and manages contracts for services; reviews documents, reports, and other work products prepared by consultants and provides feedback and corrections
  • Prepares and presents staff reports for capital improvement design and construction projects and contracts
  • Monitors capital project budgets ensuring that surveying, drafting, design, and estimated construction costs are within budget and schedule constraints
  • Makes recommendations to upper management regarding expenditure of public funds based on knowledge of infrastructure needs, condition, and budget constraints; furnishes technical advice and assistance to other Public Works staff and departments 
  • Develops and standardizes procedures and methods to improve the efficiency and effectiveness of assigned services, projects, and activities; identifies opportunities for improvement and makes recommendations to management staff
  • Coordinates with federal, state, county, and local governmental agencies, railroads, utility companies, private property owners, various community organizations, and other City departments relating to the design and construction of capital projects
  • Maintains various reports, feasibility studies, environmental documents, and pre-design work
  • Serves as source of information for staff, consultants, property owners, and contractors regarding general capital programs, projects, and functions
  • Responds to citizen concerns related to the development, design, and construction of projects
  • May provide supervision and/or oversight to assigned staff and vendors
  • Visits construction sites to inspect work progress and compliance with approved plans and specifications; keeps the Capital Projects Engineer apprised of progress and potentially controversial matters 
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in construction and related activities; researches emerging products and enhancements and their applicability to City needs
  • Performs related work as required

Education and Experience
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be graduation from a four-year college or university with a bachelor's degree in engineering or a related field, and six years of increasingly responsible experience in a related field.
 
Additional experience as outlined above may be substituted on a year-for-year basis for the educational requirement up to a maximum of two years.
 
Licenses and Certifications
Must possess a valid California Class C driver license, and have a satisfactory driving record.  A California Civil Engineer license is desired but not required.

Vacation: Accrual of 80-200 hours per year based on years of City service

Sick Leave: Accrual of 96 hours per year

Holidays: 14 days per year

Administrative Leave: 56 hours per year

Retirement: 

  • CalPERS
    • Classic Tier 1 members participate in a formula of 2.5% at 55, with the employee paying an 8% member contribution, plus a 2% cost sharing contribution, for a total of 10%
    • Classic Tier 2 members participate in a formula of 2% at 60, with the employee paying a 7% member contirbution, plus a 3% cost sharing contribution, for a total of 10%
    • PEPRA members participate in a formula of 2% at 62, with the employee paying one-half of the normal cost (currently 7%) contribution, plus a 3% cost sharing contribution, for a total of 10%
  • 457 Deferred Compensation: The City will contribute $192.31 per pay period on the employee's behalf
  • Social Secuity: Both the City and employee contribute to Social Security

Health Insurance:

  • Medical: City pays $702.49/month of employee premium, $1,355.99/month of premium for employee with one dependent, and $1,768.69/month of premium for employee with two or more dependents
    • Employees who opt out of health coverage may be eligible for a payment of $300/month. 
  • Dental: City pays full premium for employee and partial premium for family
  • Vision: City pays full premium for employee & family 

Life Insurance: Employee only coverage of $200,000 paid for by the City

Long Term Disability: The City pays the full premium for employee only coverage

Flexible Spending Account: Allows you to pay for dependent care and un-reimbursed medical expenses on a pre-tax basis

Employee Assistance Program (EAP): The City pays the full premium for employee and family 

Bilingual Pay: Spanish verbal skills: $100 per month; Spanish written skills: $25 per month. 

Education Reimbursement: Reimbursement up to $3,000 per fiscal year for educational costs directly related to occupational field or for promotion within City service

Retiree Health Reimbursement: Up to $500 per month reimbursement of health premiums for employees who retire from the City with at least 20 years of service until the age of 65.
