The City of Paso Robles is seeking a Water Maintenance Specialist I/II to perform a variety of semi-skilled work in the installation, modification, maintenance, repair, and operation of municipal water supply and distribution systems. The successful candidate will be a dependable team player who has a positive attitude and desire to make a difference in the quality of life for the community of Paso Robles. 

Wage Ranges:
Water Maintenance Specialist I: $1,983.39 - $2,517.20 biweekly | $24.79 - $31.47 per hour
Water Maintenance Specialist II:  $2,278.24 - $2,891.28 biweekly | $28.48 - $36.14 per hour


Typical Duties

  • Perform all aspects and functions of construction, maintenance, and emergency repair of water distribution system: maintain and repair pump stations; install, maintain, and repair water mains, pressure regulators, service lines, fire hydrants, and valves
  • Respond to water related emergencies such as service leaks and main breaks; assess situation, determine proper action, perform necessary repair work to resolve problems, or request appropriate equipment/workers needed to resolve problems
  • Operate and maintain a variety of automotive and specialized equipment including backhoe, tractor, vacuum excavator, compressor, hydraulic valve operator, loader, dump trucks, pumps, and other various hydraulic systems
  • Perform routine preventive maintenance and repair of water production and water distribution facilities, including wells, booster pumps, water reservoirs and tanks, chemical systems, water quality monitors, and water meters
  • Interpret and make required replacement/adjustments of specialized equipment and instruments such as pressure transducers, recorders, gauges, meters, charts, and dials
  • Excavate City streets and easements
  • Read and install water meters
  • Operate power and hand tools such as tamper, jackhammer, electric tools, tapping machines, welders, plasma cutter, and other tools as required
  • Perform other duties as assigned
Must be available for regular standby assignments (be ready to respond/arrive to calls for service within 30 minutes) and work emergency overtime as required and in accordance with existing Memorandum of Understanding. Must be willing to work outdoors in all weather conditions and with exposure to traffic, fumes, odors, dust and potentially hazardous chemicals and conditions. 

Employment Standards & Special Requirements

Knowledge of:

  • Methods, tools, equipment, and procedures related to water distribution systems
  • Operation and maintenance of a variety of hand and power tools and equipment
  • Basic record keeping and mathematics
  • Maintenance principles, practices, tools, and materials for maintaining and repairing assigned systems and facilities
  • Safety procedures, rules and regulations related to public works construction, maintenance projects, and emergency repair including working in trenches and potentially hazardous conditions
  • Applicable federal, state, and local codes and regulations
Ability to:
  • Locate and correct a variety of maintenance system problems
  • Safely and effectively operate automotive and specialized equipment utilized in the maintenance and operation of water distribution systems
  • Recognize unusual, inefficient, or dangerous operating conditions 
  • Work on roadways and confined spaces, and perform heavy labor
  • Troubleshoot maintenance problems and determine materials and supplies required for repair
  • Locate underground utilities by use of blue prints and electronic locating equipment in accordance with Underground Service Alert (USA) regulations
  • Make accurate arithmetic calculations
  • Read and interpret construction drawings and specifications
  • Maintain accurate logs, records, and basic written reports of work performed
Education and Experience

Any combination of training and experience, which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Water Maintenance Specialist I: Equivalent to graduation from high school and one year of construction, maintenance or repair experience related to the assigned work.

Water Maintenance Specialist II: In addition to the above, two years of semi-skilled maintenance experience related to the assigned work at a level equivalent to the Maintenance Specialist I.

Licenses and Certifications

Must possess a valid California Class C driver license and have a satisfactory driving record.

Requires the possession of or ability to obtain the following within a one-year timeframe: 

Water Maintenance Specialist I
  • Grade I Water Distribution Systems Maintenance certificate
Water Maintenance Specialist II
  • Grade I Water Treatment certificate 
  • Grade II Water Distribution Systems Maintenance certificate
  • Unrestricted Class A license with air brake and tanker endorsement 
Distinguishing Characteristics 
Maintenance Specialist I is the entry-level in this class series. Initially under close supervision, incumbents with basic maintenance experience learn City facilities, use of tools and equipment and a wide variety of practices and procedures.  As experience is gained, assignments become more varied and are performed with greater independence. Incumbents may advance to the higher level after gaining the knowledge, skills, and experience, and demonstrating the ability to perform the work of the higher-level class.

Maintenance Specialist II is the experienced journey level in this class series capable of performing a wide variety of work to ensure that the City facilities and infrastructure are maintained in a safe and effective working condition. Responsibilities include performing all operational and maintenance activities in the assigned area.


Advancement Criteria 
A Maintenance Specialist I who meets the criteria to advance to Maintenance Specialist II must have served a minimum of 6 months satisfactory performance at their current wage step prior to reclassification. Employees who do not obtain the required certification(s) and/or license within one year of appointment shall not progress to the next step of the wage range until the certificate(s) and/or license are obtained. 

Other Requirements
Must possess strength, stamina and mobility to perform heavy physical work, use varied hand and power tools, operate a motor vehicle and heavy construction equipment and lift and move materials and equipment weighing to 60 pounds, unassisted, and heavier weights with the use of proper equipment.

Vacation: Accrual of 80 hours per year, increasing with years of service.

Sick Leave: Accrual of 96 hours per year.

Holidays: 14 paid days per year.

Health Insurance:

  • Medical: Effective January 1, 2024, the City pays $774.51/month of employee premium, $1,494.98/month of premium for employee with one dependent, and $1,949.99/month of premium for employee with two or more dependents; employees who opt out of health coverage may be eligible for a payment of $300/month 
  • Dental: City pays full premium for employee and partial premium for family.
  • Vision: City pays full premium for employee & family.

Retirement: 

  • CalPERS:
    • Classic Tier 1 members participate in a formula of 2.5% at 55, with the employee paying an 8% member contribution, plus a 2% cost sharing contribution, for a total of 10%
    • Classic Tier 2 members participate in a formula of 2% at 60, with the employee paying a 7% member contribution, plus a 3% cost sharing contribution, for a total of 10%
    • PEPRA members participate in a formula of 2% at 62, with the employee paying one-half of the normal cost (currently 7.75%) contribution, plus a 3% cost sharing contribution, for a current total of 10.75%
  • 457 Deferred Compensation: The City will match up to $25 per pay period.
  • Social Security: Both the City and employee participate in Social Security.

Life Insurance: $75,000 for employee only.

Employee Assistance Program (EAP): The City pays 100% of the cost of this program for the employee and family.

Bilingual Pay: Spanish verbal skills: $100 per month; Spanish written skills: $25 per month. 

Education Reimbursement: Reimbursement up to $3,000 per fiscal year for educational costs directly related to occupational field or for promotion within City service.

Commercial License Incentive: Employees in eligible positions who hold a valid Class A or Class B California commercial driver license, maintain a valid Medical Examiner's Certificate, and are cleared by the Federal Motor Carrier Safety Administration (FMCSA) Clearinghouse to drive commercial vehicles shall receive $100 per pay period, subject to department director approval.

Retiree Health Reimbursement: Up to $500 per month reimbursement of health premiums for employees who retire from the City with at least 20 years of service until the age of 65.
