The City of Paso Robles is seeking a Parks Maintenance Specialist I/II to perform a variety of semi-skilled work in the construction, maintenance, and repair of the City's parks, trails, open spaces, medians, and trees. The successful candidate will be an experienced and dependable team player who has a positive attitude and a desire help the City provide clean, safe, and attractive parks and open spaces for the public.

Wage Ranges:
Parks Maintenance Specialist I: $1,726.19 - $2,190.37 biweekly | $44,880.94 - $56,949.62 annually
Parks Maintenance Specialist II:  $1,944.13 - $2,467.06 biweekly | $50,547.38 - $64,143.56 annually 


Typical Duties

  • Plant, cultivate, trim, water, and spray ornamental plants, shrubs, hedges, trees, and flowers; prepare and treat soil for planting
  • Maintain playing fields; groom and apply appropriate field markings following established guidelines
  • Maintain and repair irrigation systems; install and repair sprinkler heads, lateral and main lines, valves, and controllers; program central irrigation computer to efficiently irrigate landscape
  • Perform routine custodial tasks
  • Prepare and apply pesticides and herbicides to landscaped areas
  • Inspect, diagnose, and troubleshoot basic equipment
  • As qualified and assigned, operate specialized equipment such as mowers, aerators, chain saws, street sweepers, heavy trucks, backhoes, loaders, and related construction equipment
  • Respond to emergency or special event requests
  • Establish a safe work area and coordinate activities with employees and the public, as safety rules require
  • Interact with the public to answer questions, explain applicable laws, rules and regulations and investigate complaints
  • Perform preventative maintenance, test, and inspect completed work as required
  • Report and recommend repairs needing outside contractors
Must be available for regular standby assignments (be ready to respond/arrive to calls for service within 30 minutes) and work emergency overtime as required and in accordance with existing Memorandum of Understanding. Must be willing to work outdoors in all weather conditions and with exposure to traffic, fumes, odors, dust and potentially hazardous chemicals and conditions.

Employment Standards & Special Requirements

Knowledge of:

  • Proper grounds maintenance methods, procedures, techniques, and best practices
  • Grounds, gardening, and general maintenance materials, tools, and equipment and their safe use and maintenance
  • Safe and proper use and application of herbicides, fungicides, and pesticides
  • Systems of lighting controls and irrigation repair, installation, and troubleshooting
  • The operation and minor maintenance of a variety of hand and power tools, vehicles, and power equipment
  • Safety equipment and practices related to the work
  • Applicable federal, state and local codes and regulations
  • Basic mathematics
Ability to:
  • Safely perform general maintenance and construction work
  • Determine the type of materials, supplies, machinery, or tools to be used for each project
  • Locate underground utilities by using blue prints and electronic locating equipment in accordance with Underground Service Alert (USA) regulations
  • Read and interpret construction drawings and specifications
  • Maintain accurate logs, records and basic written records of work performed
  • Understand and follow oral and written directions
  • Work independently and in a team environment
  • Establish and maintain effective working relationships with those contacted in the course of the work
Any combination of training and experience, which would provide the required knowledge, skills, and abilities, is qualifying.  A typical way to obtain the required qualifications would be equivalent to graduation from high school and:

Maintenance Specialist I: One year of construction, maintenance, or repair experience related to the assigned work.

Maintenance Specialist II: Three years of semi-skilled construction, maintenance, or repair experience related to the work assigned.

Licenses and Certifications

Requires the possession of a valid California Class C motor vehicle license and have a satisfactory driving record. Incumbents must possess or have the ability to obtain a Class A California motor vehicle license with appropriate endorsements within one year of appointment.

Advancement Criteria

A Maintenance Specialist I who meets the criteria to advance to Maintenance Specialist II must have served a minimum of 6 months satisfactory performance at their current wage step prior to reclassification. The effective date of reclassification shall be as of the first day of the pay period following written approval from the department director.
 
Employees who do not obtain the required license within one year of appointment shall not progress to the next step of the wage range until it is obtained. The effective date of the step increase shall be the first day of the pay period in which the license was obtained.

Vacation: Accrual of 80 hours per year, increasing with years of service.

Sick Leave: Accrual of 96 hours per year.

Holidays: 14 paid days per year.

Health Insurance:

  • Medical: City pays $737.62/month of employee premium, $1,423.79/month of premium for employee with one dependent, and $1,857.13/month of premium for employee with two or more dependents. Employees who opt out of health coverage may be eligible for a payment of $300/month. 
  • Dental: City pays full premium for employee and partial premium for family.
  • Vision: City pays full premium for employee & family.

Retirement: 

  • CalPERS:
    • Classic Tier 1 members participate in a formula of 2.5% at 55, with the employee paying an 8% member contribution, plus a 2% cost sharing contribution, for a total of 10%
    • Classic Tier 2 members participate in a formula of 2% at 60, with the employee paying a 7% member contribution, plus a 3% cost sharing contribution, for a total of 10%
    • PEPRA members participate in a formula of 2% at 62, with the employee paying one-half of the normal cost (currently 7.75%) contribution, plus a 3% cost sharing contribution, for a current total of 10.75%
  • 457 Deferred Compensation: The City will match up to $25 per pay period.
  • Social Security: Both the City and employee participate in Social Security.

Life Insurance: $75,000 for employee only.

Employee Assistance Program (EAP): The City pays 100% of the cost of this program for the employee and family.

Bilingual Pay: Spanish verbal skills: $100 per month; Spanish written skills: $25 per month. 

Education Reimbursement: Reimbursement up to $3,000 per fiscal year for educational costs directly related to occupational field or for promotion within City service.

Commercial License Incentive: Employees in eligible positions who hold a valid Class A or Class B California commercial driver license, maintain a valid Medical Examiner's Certificate, and are cleared by the Federal Motor Carrier Safety Administration (FMCSA) Clearinghouse to drive commercial vehicles shall receive $100 per pay period, subject to department director approval.

Retiree Health Reimbursement: Up to $500 per month reimbursement of health premiums for employees who retire from the City with at least 20 years of service until the age of 65.
