 This recruitment will establish an open eligible list that will be used to fill current and future Contract Administrator (Administrative Manager I) positions within the County of Orange. The current vacancy is within OC Probation. This recruitment may also be used to fill positions in similar and/or lower classifications within the County of Orange.


PROBATION DEPARTMENT
OC Probation assists the criminal justice system in Orange County, California by making a safer Orange County through positive change. Under the direction of the Chief Probation Officer, the Probation Department is comprised of three bureaus: Adult Operations, Juvenile Operations and Operations Support. As a public safety agency, the Department serves the community using efficient and research supported corrections practices to reduce crime, assist the Courts in managing clients, promoting lawful and productive lifestyles and assisting victims. THE OPPORTUNITY
The Contract Administrator is responsible for solicitation and contract management for Human Service Contracts and Memorandum of Understanding (MOUs) in the Purchasing and Contracts Unit. This unit is responsible for procurement and management of approximately 50 MOUs and $16 Million dollars in Services. These contracts and MOUs are for various services for justice involved Youth, Youth Families and justice involved Adults. In addition, the contract administrative role ensures that vendors are performing services in accordance with the contract terms, scope of work and pricing.


DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will possess at least two (2) years' of working experience in contract creation and monitoring, including experience with County systems such as CAPS+ Financial, CAMS, OC Expediter, and Periscope/Bidsync. Possession of a County of Orange, Deputy Purchasing Agent (DPA) certification is highly desirable. (Please note some positions may require a DPA certificate to be obtained within 12 months of appointment).

In addition, the ideal candidate will have extensive knowledge, skills, and abilities in the following competencies:

Professional & Technical Expertise / Knowledge
  • Collaborating with multiple contractors, Probation staff, Probation fiscal and accounting staff, County Counsel, and Risk Management
  • Monitoring contract compliance
  • Developing, drafting and negotiating new and/or renewing human services contracts as well as MOUs
  • Developing ASRs and other memos
  • Resolving contract issues with contractors and Probation programs
  • Preparing and submitting year-end close out of contracts including monthly projections, accruals, and encumbrances
  • Interpreting and correctly applying County regulations, policies and procedures related to procurement, contracting (development and administration), fiscal, compliance, as well as various funding source requirements
  • Developing and managing Request for Proposals (RFP), Request for Application (RFA), Request for Information (RFI), Invitation for Bid (IFB), Sole Source justification and/or other types of solicitations as needed
Oral & Written Communication Skills
  • Communicating effectively and professionally both verbally and in writing with agency Department heads, Managers, and internal & external partners
  • Drafting and executing contracts to include Scope, Terms, Review by Divisions, County Counsel and Risk Management
  • Presenting ideas and complex material clearly, concisely, logically, and persuasively both in writing and orally
  • Establishing and cultivating effective working relationships with various staff members, community agencies, and stakeholders

  • Researching, organizing, accurately interpreting, and applying relevant data

  • Conducting meetings for contract kick off and contract performance monitoring

SPECIAL REQUIREMENTS
The ability to successfully complete a 15-hour County Procurement Office Certified, Deputy Purchasing Agent Course or equivalent within 12 months of appointment. 

SPECIAL QUALIFICATIONS 
The Probation Department requires that all candidates undergo an extensive background investigation process, to the satisfaction of the Department. Candidates must successfully clear prior to the start of their employment. All employment offers are contingent upon successful completion of the background investigation.
 
RECRUITMENT PROCESS

Candidates will be interviewed and rated by a qualification appraisal panel of job knowledge experts. Each candidate's rating will be based on responses to a series of structured questions designed to elicit the candidate's qualifications for the job. Only the most successful candidates will be placed on the eligible list.

Eligible List 
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
