This posting is for TWO Field Representatives.  One will cover the eastern portion of the state and the other will cover the central portion of the state.  The duty station for both locations will be the North Carolina Land & Water Fund (NCLWF) Central Office in downtown Raleigh. 
Alternative duty stations may be considered.

Primary Purpose of the Positions:
The primary purpose of these positions is to serve as the regional liaison and principal regional contact for NCLWF. The Eastern position ranges from the central piedmont to the coast and the Central position covers areas west of that and into the mountains. Regions may shift annually depending on project load. Work involves frequent travel throughout either region and may require some overnight in-state travel. 

Key Responsibilities:
The Field Representatives will be responsible for:
  • Outreach and guidance for local and state agencies and non-profit organizations on development of grant applications and project scopes.
  • Field and desktop review and evaluation of annual grant applications.
  • Development and presentation of project overview summaries to the NCLWF board of trustees.
  • Serving as point of contact for applicants and grantees during pre-contract portions of the project lifecycle.
  • Updating Board of Trustees on project status.
  • Performing close out site visits and reports for restoration projects at project end.
  • Supporting implementation of flood resiliency and relief fund program, in development.
The Field Representatives will collaborate with and provide support to NCLWF for special projects and grantee communication including project monitoring, problem solving and negotiation, project evaluation, and easement violations.  Job duties will include working outside, traversing and navigating rough terrain in unfavorable environments and a skilled eye for photographic documentation and summary.

The Field Representatives must possess a broad understanding of natural resource management, stream restoration, and stormwater practices.  They must also possess specific knowledge on current practices and programs related to land conservation, natural area management, and conservation funding in North Carolina.  The successful candidates must have experience interacting tactfully and effectively with staff, the public, and decision makers.  The successful applicants will have a demonstrated ability to be a team player and collaborate with staff and partners.  The Field Representatives must also possess the ability to communicate effectively and to present complex information in a concise and articulate manner in both written and oral form; to manage changing work tasks in a dynamic team environment; and plan, organize, and carry out work operations with little oversight.

The Division of Land and Water Stewardship is a non-regulatory division within DNCR that provides information, technical assistance, and grants to support effective conservation. The office is an integral part of the state’s conservation efforts and seeks to maintain a positive relationship with communities through partnerships with local, state, and federal agencies, industries, organizations, and private citizens.
 
The North Carolina Land and Water Fund (NCLWF) provides grant assistance to non-profits, local governments, and state agencies for the protection of natural resources in North Carolina. NCLWF funds projects that (1) enhance or restore degraded waters, (2) protect unpolluted waters, (3) contribute toward a network of riparian buffers and greenways for environmental, educational, and recreational benefits, (4) provide buffers around military bases to protect the military mission, (5) acquire land that represents the ecological diversity of North Carolina, and/or (6) acquire land that contributes to the development of a balanced state program of historic properties.

Knowledge, Skills and Abilities / Competencies

In order to qualify for this position, you must meet ALL the following KSA's listed below:

  1. Extensive knowledge and working experience in the field of land conservation.
  2. Experience with ArcGIS or similar mapping software.
  3. Proficiency with MS Office365 products including PowerPoint, Teams, SharePoint, Word and Excel.
  4. Must possess a valid NC Driver’s license or be able to obtain one within 30 days of hire.
  5. Must be able to traverse rough and uneven terrain and endure unfavorable work environments (e.g., dust, insects, noise, inclement weather, etc.).
  6. Must be able to travel extensively to meet the demands of the position.

Minimum Education and Experience Requirements

Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and two years of experience related to the area of assignment; or an equivalent combination of education and experience.

Management preferences:
Master's degree in one of the natural sciences or engineering, natural resource management, stream restoration or a related field and five or more years of experience with land conservation and restoration activities including grant development and administration.
