Summary

Public Health – Seattle and King County is seeking a Program Manager for the new Family Ways Program (classification: Project/Program Manager IV), focused on pregnancy and parenting support in three specific communities: U.S. born Black/African American, the American Indian/Alaskan Native, and Native Hawaiian/Pacific Islander communities. 

Family Ways Guiding Principles include racial equity, respect, participant-centered services with strength-based practice, collaborative decision making, accountability, and continuous improvement. The Program Manager will be responsible to implement Family Ways and apply these program Guiding Principles.

This position will supervise up to 12 staff who will be stationed at various Community-Based Organizations. They will partner closely with the Best Starts for Kids Prenatal-5 Policy team, Parent Child Health Programs, community leaders and program participants to further develop the program. The Family Ways Program Manager report to and work collaboratively with the Parent Child Health Regional Team Program Administrator. Our goal is to have a team that is representative of the populations we serve and dedicated to serving clients with quality and compassion. 
 
The work for this position will be performed predominantly in-person out of the Chinook Building in Downtown Seattle and at community sites located throughout King County.

Job Duties

  • Partnership and Community Engagement. 
    1. Foster relationships with communities of interest and community organizations with expertise in pregnancy and parenting health and well-being. Help assure that genuine community engagement continues to inform and lead program improvement and development through the oversight of a community advisory group and regular collection of participant and staff feedback. Expand partnerships and program participation. Manage and monitor contracts or grants involving multiple agencies. 
    2. Collaborate between county programs and community-based organizations to advance racial equity and social justice. This may include development of racial equity/anti-racism trainings or curriculum. 
  • Program Leadership: 
    1. Develop and prioritize program goals/objectives. 
    2. Frame and monitor budgetary and operating conditions for the program. 
    3. Lead staff and teams to be participant-centered using strengths-based practices. 
    4. Apply trauma recovery and healing. Prioritizing racial equity and social justice in collaborative work in the teams and with other county programs.
    5. Work collaboratively with evaluation team and electronic medical record support staff. Use qualitative and quantitative data to support and monitor evaluation and analysis of processes and practices. 
    6. Collaborate and share decision making with community advisory group for continuous program improvements. Facilitate and integrate feedback from community partners, program participants, and staff.
    7. Coordinate and build equitable systems with Help Me Grow and Parent Child Health programs services for quality client experience.  
    8. May handle politically sensitive inquiries about program or work being done. Participate in Division meetings as necessary.
  • Supervision: 
    1. Recruit and hire a team who are representative of the populations we serve and dedicated to serving clients with quality and compassion. 
    2. Direct and supervise a combination of staff, including Community Health Workers, Social Worker, Public Health Nurse, Nutritionist, and Administrative support staff. Manage teams with an array of cultures, languages and specialties. 
    3. Train, mentor, and support staff development. Investigate and resolve grievances, provide performance evaluations annually.
    4. Provide regular Reflective Supervision for the staff.
  • Innovation and Dissemination
    1. Foster an environment for innovation and sustainability. 
    2. Provide technical assistance to agencies interested in implementing Family Ways. 
    3. Serve as technical expert to perform complex research and analysis and expert advisor in prenatal, postnatal and parenting health and well-being.
  • Effective Teams: 
    1. Build and foster work environments that instill open communication, teamwork, conflict resolution, humility, learning and healing, and commitment to racial equity and social justice. This program will have a culture of continuous improvement. 
  • Other Duties as Assigned: 
    1. Perform other related duties as assigned. 
    2. Staff may be required to play an active role in the event of a public health emergency, which may include changes in responsibilities, work locations, and working hours.

    1. Experience working with communities to build partnerships and gain understanding of unique community needs.
    2. Demonstrated knowledge and ability of how to engage authentically with community members, community leaders and grassroots community organizations.
 
  • Racial Equity, and Social Justice
    1. Deep knowledge of equity and social justice principles and practices. Understanding of the inequities due to place, race, policy and systems. Experience working with communities striving to overcome systemic racism.
 
  • Leadership
    1. Demonstrated ability to work independently and as a team member. 
    2. Ability to be a liaison between systems both internally and externally with other jurisdictions and service providers.
    3. Demonstrated skills and abilities working collaboratively with diverse stakeholders including families, culturally specific and community-based groups, service providers, and staff. Ability to build consensus among a diverse group of individuals with varying opinions.
    4. Ability to identify intersecting issues, challenges, and opportunities for collaboration across internal and external partners, including strategies to promote equity. Experience to advocate for program needs and service in interest of program participants.
    5. Demonstrated knowledge of strategic planning techniques and principles, policy development, project management communication strategies.
    6. Ability to work under deadlines, work on multiple tasks simultaneously, organize and prioritize work quickly in response to changing needs.
    7. Regular and reliable attendance, effective and respectful oral and written communication skills, and development of effective working relationships are requirements of all Public Health positions.
 
  • Program management
    1. Demonstrated knowledge of the prenatal to five years and early learning sectors in King County and Washington State with an emphasis on program and policy development for community-based services and community-based parenting.
    2. Ability to work across sectors to increase opportunities and innovate best practices.
    3. Experience in successfully organizing, planning and managing large projects and initiatives from vision through completion. Demonstrated experience/expertise of implementation science and/or program design.
    4. Skill in negotiation, problem solving, conflict resolution, customer service, interpersonal relationships, and the ability to handle multiple competing priorities and sensitive situations.
    5. Skill in analyzing and synthesizing information. Extensive experience using data to make program and system improvements and writing and sharing effective reporting tools.
    6. Knowledge of County and State functions, organization, and structure.
    7. Ability to develop an understanding of issues related to Best Starts for Kids and Parent Child Health and to identify intersecting issues, conflicts, and opportunities for collaboration across County departments and with external partners.
 
  • Supervision
    1. At least two years of experience providing supervision, management, and support to a team.
    2. Experience providing Reflective Supervision, conducting performance evaluations, and professional development action plans or corrective action plans.
 
  • Effective Teams
    1. Demonstrated ability to convene an effective team with team agreements and clear expectations for individual and team success. Skill to support staff development.
    2. Knowledge on how to collect and gather staff feedback for continued learning, quality assurance and improvement and advancing racial equity and social justice.
    3. Align work to the Community Health Services Purpose Statement and Guiding Principles and Family Ways Guiding Principles.
 
  • Communication: 
    1. Excellent oral and written communication skills, including presentation and facilitation.
    2. Skill in negotiation, problem solving and conflict resolution, customer service and interpersonal relationships.

Work location: The work for this position will be performed primarily in-person. It is based out of the 10th floor of the Chinook Building, located at 401 5th Ave in Seattle, in the Community Health Services Division, Parent Child Health Section. Travel to multiple locations throughout King County will be required. Some of the work for this position may be performed via telecommuting.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.  Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Work schedule: This position will generally work a 40-hour workweek. Specific workdays and hours may vary and include weekday evening and weekend work, depending on community events and staff support. This position is not subject to the Fair Labor Standards Act and is not overtime eligible.
