The King County Road Services Division (RSD) is seeking a highly experienced expert in public sector accounting to oversee the accounting, compliance, and audit response functions for the division. We are looking for someone who enjoys translating theory and technical information into practical business process. Our successful candidate will be the RSD accounting expert, advise management and supervise accounting staff. The division will rely on this individual to maintain the division's compliance with: Government Accounting Standards Board (GASB) pronouncements, Financial portions of the Revised Code of Washington (RCW), State Budget, Accounting and Reporting System (BARS), State Local Agency Guidelines (LAG), King County financial policies and code, and Federal uniform guidance under the Code of Federal Regulations (2 CFR 200).
This position supervises, advises and trains staff in all phases of the accounting cycle: Accounts Payable, Accounts Receivable, General Ledger Accounting, Financial and Regulatory reporting. This person will act as the division's representative on point with county, state, and grant auditors.

 Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to:
 
  • Lead a diverse team of financial professionals as direct supervisor, as well as lead  financial and management peers in other sections within the Roads Division;
  • Develop direct reports by actively seeking opportunities for cross-training, stretch assignments and special projects that interest and engage staff;
  • Be a role model for staff, demonstrating a healthy work life balance, pursuing regular professional development, and prioritizing work assignments to avoid significant after-hours effort;
  • Actively develop both formal and informal relationships within the division and with other agencies;
  • Be comfortable communicating with higher management, providing information and recommendations tailored to management decision making;
  • Be equally as comfortable explaining financial information to non-financial staff as to other financial professionals at any level in the organization;
  • Develop tools to manage proactively through systems and standard work; engage in active problem solving; and seek opportunities for improving processes and procedures; 
  • Successfully navigate ambiguity in a changing organization while providing clear guidance to staff supporting the budget development and monitoring functions;
  • Prepare complex, specialized annual financial reports including the county road report (BARS), annual construction report, infrastructure inventory valuation, CAFR reporting and others;
  • Review and authorize financial documents including progress payments, vouchers, purchase requisitions, receivable account set-ups, project maintenance forms, interfund transfers, journal entries, budget revisions, and financial agreements;
  • Advise on training and other needs for accounting systems and processes, reports, forms, accounting structure, generally accepted accounting principles, audit standards and internal control;
  • Other duties as assigned.
 
We are looking for candidates who have: 
  • Progressive experience coordinating and managing public sector accounting and financial analysis processes;
  • Bachelor’s or master’s degree in public sector finance, public administration, accounting or related field with specific course work in budgeting and financial analysis – or an equivalent combination of skills and experience;
  • Advanced knowledge of financial, managerial and cost accounting and budgeting and in accordance with generally accepted accounting principles (GAAP); 
  • Demonstrated ability to independent research, analyze and interpret complex financial information to resolve issues and make recommendations;
  • The ability to manage, program, bill and track multiple revenue sources including state and federal grants, emergency storm grants, reimbursable payments for services, property taxes and gas taxes;
  • The ability to work with internal and external auditors;
  • Working knowledge of a variety of technical financial tools, such as Excel, Power BI, Looker, Prism, Power Pivot, Sequel Reporting Services, Oracle Business Insights, Tableau, etc.;
  • Significant experience in Project Management, Lean process improvement, system implementation, management accounting, data governance, government financial accounting, public sector budgeting;
  • Ability to communicate effectively, in various forms, with individuals of diverse backgrounds, and at all levels of the organization.

  King County is the local service provider for the roughly quarter-million people who live in the unincorporated areas of the county. Taken together, the population in unincorporated King County would be the second-largest city in the state. The Department of Local Services includes a Director's Office and the Road Services and Permitting Divisions. The Director’s Office includes a robust Community Service Area group focused on identifying and responding to the needs of urban and rural unincorporated King County residents and business. The department provides a single executive point of accountability for delivery of local services to all of the unincorporated areas.
  
 ABOUT THE DIVISION
  

Unincorporated King County is home to roughly a quarter million people. Collectively, these communities would be the second-largest city in the state. Millions more use the roads to access jobs and recreational activities in urban and rural King County. The Roads Services Division is committed to ensuring the county's road system is safe and efficient for all uses and modes of travel.
 
The division is faced with a long-term structural funding problem, yet is responsible for 1,500 miles of roads and 182 bridges, 5.7 million feet of drainage ditches, over 44,000 traffic control signs, 78 traffic signals, and 50 traffic cameras in unincorporated King County.
