Summary

The Environmental Health Services Division (EHS), Community Toxics, Science & Policy Section is seeking a highly organized, detailed-oriented, and responsive individual to fill the position of Recovery Team Logistics Coordinator (Project/Program Manager II or PPM II) to join the Division’s COVID-19 Recovery Program for indoor air quality and ventilation. The PPM II is a key member of the Community Education & Supply Distribution Team and works with our EHS Recovery Technical Assistance Team, community-based partners, King County COVID Task Forces, vendors and warehouses to coordinate the logistics of the distribution of COVID supplies to those most in need. Examples of responsibilities for this position may include, but are not limited to planning and setting up procedures and tracking databases to support the successful and equitable supply distribution; serving as point of contact to triage requests from the program team, agencies and community-based partners; maintaining accurate and up-to-date database and records; and assisting in providing educational materials on indoor air and ventilation guidance related to COVID-19.
 
The EHS COVID-19 Recovery Program is supporting the reopening by providing technical assistance and multi-lingual education on indoor air quality, ventilation, and other building health issues across multiple sectors (including schools, childcares, small restaurants, faith organizations and non-health care congregate settings), particularly those in communities that are highly impacted by COVID-19, have lower vaccination rates, and/or face environmental health disparities. The program plans to distribute HEPA air purifiers and other supplies to assist those most in need as a mitigation measure to reduce the risk of COVID-19 exposure. Our 20-person team strives to provide equitable service and applies a community engagement approach toward this effort.
 
The successful candidate will have a passion for environmental public health and creating heathier lives for all people in King County, enjoy providing a high level of customer service under multiple demands, possess strong organizational and communication skills, and be effective at developing efficient and organized processes and tools to accurately track and document. The successful applicant will work closely with the Technical Assistance Team and Community Education Team in the program to triage supply requests and coordinate the purchasing, deliveries and distribution of the supplies.

Job Duties

A key expectation for this position is to implement program activities and priorities as part of EHS Division’s COVID-19 Recovery Program.
 
Logistics Coordination

  • Manage the logistics of the supplies distribution to support the direct assistance efforts of the program team and community-based partners.
  • Set up and implement supply distribution procedures (tracking database, recipient confirmation forms, etc.).
  • Serve as point of contact to triage and prioritize requests for HEPA air purifiers using an equity-based decision tree, to direct limited resources to where the needs are identified to be greatest.
  • Receive and respond to supply requests to support the program’s operations and determine if requests can be fulfilled with available inventory or if procurement is needed. 
  • Coordinate with EH administrative staff and the vendors on the order of supplies.
  • Coordinate with the warehouse to receive supplies from the vendors, deliver supplies to partner sites, and schedule pick-ups of supplies by staff and community partners.
Database & Records Management
  • Develop efficient processes, tools and a database to accurately track and monitor inventory and supplies distribution, and verify information is accurate, up to date and complete.
  • Perform basic numeric calculations to track inventory of supplies at the warehouse, quantities of supplies that have been delivered, and expenditures to-date. 
  • Track type and quantity of supply distributed to different sectors at the zip code level to feed into the program’s situation reporting.
  • Summarize data analysis to inform reporting.
  • Set up and maintain a SharePoint records library to collect all necessary documentation related to the supply distribution (e.g., delivery confirmation forms, invoices, receipts, packing slips etc.), procured through the use of federal funding. 
Community Education Support
  • Assist in providing educational materials on indoor air and ventilation guidance as needed.
  • Perform other duties as assigned.
 

Experience, Qualifications, Knowledge, Skills

  • Knowledge of MS Office, MS Excel, basic accounting and mathematics.
  • Demonstrated ability in developing and coordinating logistics processes involving multiple partners.
  • Demonstrated ability in tracking progress of a high volume of requests from beginning to end.
  • Demonstrated ability in creating, managing and updating databases and records.
  • Skilled in accurate and timely data entry.
  • Skilled in gathering and analyzing relevant data independently.
  • Organizational skills and detailed-oriented.

LICENSING/CERTIFICATION REQUIREMENTS:
Valid Washington State driver's license.

Working Conditions and Physical Requirement
  • This position requires the ability to perform work duties both indoors in an office environment and the warehouse and in the field in a variety physical and weather conditions that may include walking uneven terrain, working around heavy machinery, strong odors, dusts, animals, and various types of wastes. 
  • Exposure to individuals from the public who are upset, angry, agitated, and sometimes hostile, requiring the use of conflict management and de-escalation skills.
  • This position may require strength enough to lift, push, or pull field equipment weighing between 25 pounds.
  • Performance of job duties requires driving on a regular basis and a valid Washington State Driver's license.

Work Schedule
This position is overtime eligible and is covered by the provisions of the Fair Labor Standards Act.  The regular workweek is 40 hours, Monday to Friday.  Occasional evenings, weekends, on-call work, and some travel are required.
 

Work Location: 

The home base for this position is Chinook Building located in Downtown Seattle, Chinook Building, 401 5th Ave., Suite 1100, Seattle and Public Health Warehouse located in South Seattle. This position will have the possibility to telecommute (TBD).  


The Environmental Health Division reserves the right to place staff at worksite locations or transfer staff to new worksite locations that best support the efficient delivery of services.

Telecommuting
The work associated with this position might be performed through a combination of teleworking, office work, warehouse and meetings as needed. Employees will have access to shared workspaces at various King County facilities.)  Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
 Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
