Purpose of Announcement

EXAMINATION IS ANNOUNCED TO SUPPLEMENT THE EMPLOYMENT LIST TO FILL TRHEE (3) CURRENT EAST JEFFERSON VACANCIES IN THE PLANNING DEPARTMENT AND FUTURE VACANCIES AS THEY OCCUR.

Kind of Work

Under the supervision of a Planner III, performs a variety of urban planning tasks such as planning research, data collection and analysis, public hearing reports and presentations, records management and maintenance, GIS applications, and other tasks as assigned. Conducts studies of planning topics, with an emphasis on land use and zoning, and performs studies of regulatory text and of neighborhood land use, zoning, and other characteristics. Researches, writes, and prepares maps and other graphics for zoning, subdivision and site plan reports, ordinances, resolutions, and agreements.  Makes technical planning recommendations and reports the results of all planning, zoning, or land use research and analysis.  Inputs, maintains, analyzes, monitors, and reports on land use, zoning, and other data in the Parish’s Geographic Information System (GIS), other computerized databases and project review and permit management systems. Performs related work as required.  Position requires driving of a personal vehicle, thus possession of a valid driver's license, acceptable driving record, and personal automobile with minimum liability insurance available for business use (business travel is reimbursed on a mileage basis) will be given preference.

Minimum Qualifications For Admission to Examination

Applicant must meet one (1) of the following minimum qualifications:

  1. A Master's degree in Urban, Regional or Community Planning from an accredited college or university.
  2. A Bachelor's degree in Architecture or Landscape Architecture from an accredited college or university; plus, two (2) years of satisfactory, paid, professional work experience performing architecture and landscape work that involves urban design, urban planning regulatory requirements, programming and permitting for land development, or short and long-term planning of land use or urban design.
  3. Other accredited degree at the Bachelor's level or higher, plus, two (2) years of satisfactory, paid, professional work experience in a public planning department or as a professional consultant including work for governmental agencies in such planning fields as land-use and development regulation for zoning and sub-division, transportation, economic development, comprehensive and policy planning.
Proof of education, in the form of a transcript or diploma which states the specific major, is required and must be submitted at the time of application or immediately thereafter.

The examination may consist of a written test, a rating of training and experience, an oral panel interview or any combination thereof. Acceptable applicants will be notified of the time, date, and place of any assembled testing. Applicants must supply complete and accurate information concerning their training and experience including a detailed description of their work experience, the names and addresses of all previous employers and the dates of employment. Vacation (Annual Leave)
Employees accumulate one half day of paid vacation for every two weeks worked.
Leave accrual rates increase with years of service. Any unused annual leave is
usually paid upon separation from Parish Employment.

Sick Leave
Employees accumulate one half day of paid sick leave for every two weeks worked.

Holidays
Nine paid official holidays are observed, plus any holidays declared by Parish Officials.

Life Insurance
All regular employees receive a life insurance policy equal to one year's salary.
Extra insurance may be purchased.

Medical Insurance
An HMO medical insurance plan is avalable for employees and their
dependents. Jefferson Parish pays 80% of the premium for employees and 50% of
the premiums for dependents.


A Flexible Benefits Plan
Employees have the opportunity to save money by paying for health
insurance and optional insurance with pre-tax dollars. A Flexible Savings
Account for Medical Expenses and Dependent Care is also available.

Retirement
Most regular employees belong to the Parochial Employees' Retirement
System instead of the Social Security System. For employees hired after
January 01, 2007, a pension calculated at 3% of salary per year of service
is provided upon retirement at age 67 with 7 years of service, age 62 with
10 years of service, or age 55 with 30 years of service.

Tenure Payment
Employees are paid $25 per year of service in December of each year.
Employees must have worked two years before the first check is paid.


Deferred Compensation Plan(457b plan)
Similar to 401K programs, the 457b Deferred Plan allows employees to defer
up to $14,000 of pretax income each year to supplement retirement savings.
Pre-tax contributions can be cashed in upon retirement or termination without
penalty. This plan is provided by Nationwide Retirement Solutions 1-877-677-3678.

Special leaves of absence for military service, maternity leave, etc.
