Job Description

The Iowa Department of Public Safety (DPS) is seeking to fill its Cloud Infrastructure and Services Architect (Information Technology Specialist 5) position within its Information Technology Solutions Bureau Systems and Security Team.

Organization Background

The mission of DPS is to serve the people of Iowa by providing public safety services with leadership, integrity and professionalism through the core values of courtesy, service and protection. The Department is a statewide law enforcement agency and includes the Administrative Services Division, the Iowa State Patrol, the Iowa Division of Criminal Investigation, the Iowa Division of Narcotics Enforcement, the Iowa State Fire Marshal and the Division of Intelligence. The Department works in conjunction with federal, state and local jurisdictions of the criminal justice community to provide for the safety of persons living in, or traveling through the State of Iowa.

The Information Technology Solutions Bureau (ITSB) is responsible for maintaining the computer hardware, data and telecommunication infrastructure for the Iowa Department of Public Safety along with the oversight and operation of the Iowa Criminal Justice Information Network, known as the IOWA System. The ITSB includes the Solutions Team, Development Team, Audit/ Certification/ Training (ACT) Team, and the Systems and Security Team which configures, updates, and maintains the appliance, application, and networking architecture while ensuring security throughout the Department's domain.

Job Description

The Cloud Infrastructure and Services Architect works within the Systems and Security Team and reports directly to the DPS Chief Information Officer. Duties include but are not limited to:

CLOUD INFRASTRUCTURE ARCHITECT
  • Assists the Chief Information Officer in development and instruction of cloud infrastructure architecture across the Bureau's resources.
  • Analyzes and leads, as a project leader, Microsoft SharePoint modern intranet and Team sites in SharePoint Online in all aspects of setup, configuration, and Administrator management of SharePoint features and functions.
  • Analyzes and leads, as a project leader, Microsoft Azure infrastructure design processes for network connectivity and secure cloud administration.
  • Oversees/coordinates consulting activities to investigate, report on, recommend, develop and implement potential additional cloud transition improvements and additions to serve current and future needs of the Department.
  • Maintains knowledge and resolves issues of existing Department infrastructure with knowledge and information gathered from internal and external resources.
  • Works with network and systems resources on cloud-based network/security virtual appliance implementations (including firewalls, anti-malware, load balancers).
  • Works with other team members to investigate complex problems within the department.
  • Assists the Chief Information Officer in the creation and managing of operational budgets for cloud related infrastructure.
  • Ensures technical documentation is created and kept current.
  • Maintains strong communication with and regularly reports on status of all infrastructure cloud initiatives to IT leadership and Department executive leadership team.
CLOUD SERVICES LEAD
  • Assists the Chief Information Officer in development and instruction of cloud services across the Bureau's resources.
  • Serves as Microsoft SharePoint Online Administrator for enterprise-level system to include championing the application's service to senior executive management and training a team of hierarchal administrators.
  • Serves as an expert in cloud administration and Azure platform services including compute, storage, networking, security, integration, application and data functionality.
  • Coordinates with external services providers and internal staff to evaluate new cloud applications and ensure they align with business needs with balanced impact on the Department's existing systems.
  • Develops and conducts training of applications within the cloud infrastructure design for individuals and groups including but not limited to Microsoft 365 applications.
  • Works closely with cloud managed service providers to resolve any issues in functionality and interoperability of applications, cloud-based infrastructure, and other cloud related services and existing IT systems and business applications.
  • Assists the Chief Information Officer in the creation and managing of operational budgets for cloud related services.
  • Ensures technical documentation is created and kept current.
SYSTEMS OPERATION ADMINISTRATION SERVICES
  • Assists in managing and coordinating internal appliances and applications not yet migrated to cloud.
  • Performs server administration and performance as backup to lead resource - installing, configuring, tuning, maintaining, and monitoring Windows servers.
  • Supports and administers Windows servers by utilizing expertise in DHCP, WINS, DNS, Active Directory, and Group policy.

Minimum Qualification Requirements

Graduation from an accredited four-year college or university and experience equal to three years of fulltime work: operating a multi-job computer; installing, operating and coordinating computer based networks; installing/maintaining database management systems; developing business application processes; developing/operating system programs; installing/maintaining personal computers, Local Area Networks and/or servers; managing operating systems; developing/delivering information management training; providing Information Technology (IT) customer service; or designing/administering Internet sites;

OR
an equivalent combination of education and experience substituting the completion of an approved curriculum/specialized training program developed and implemented by or in cooperation with state government; or eighteen semester hours of accredited post high school course work in one of the specialty areas listed above; or certification by an authorized educational institution/major computer or software producer in an area directly related to one of the computer specialty areas listed above, for the required education;
OR
an equivalent combination of education and experience substituting one year of the required experience for thirty semester hours of the required education;
OR
employees with current continuous experience in the state executive branch that includes experience equal to six months of full-time work as an Information Technology Specialist 4.
