Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multimodal transportation system. FCDOT is seeking a motivated and public service-oriented transportation professional to join the Funding Section, primarily to provide grant seeking and budgeting, financial management, and related administrative support for state and federal funded projects. In a quickly evolving environment, this position will provide a rewarding experience for an individual interested and invested in achieving the county’s strategic transportation goals.

Responsibilities include:

  • Managing Fairfax County’s Fund 50000 (Federal and State Grants), including filing quarterly and annual reports, and reviewing operating and capital budgets, as assigned
  • Assisting with management of all funds used for implementation of Fairfax County’s Transportation Priorities Plan (TPP), including developing funding strategies, preparing funding plans, creating/monitoring capital program cash flows, and tracking progress of transportation improvements
  • Serving as lead for the department’s pursuit of discretionary grants, identifying and securing potential transportation funding from federal, local, private, regional, and state sources
  • Staying apprised of current policy and guidelines of various grant sources and considering these policies in project recommendations; analyzing/tracking accounting of all grant submissions (award and non-awards) to better position the department for future grant programs
  • Preparing grant applications, developing project funding agreements, working to advance transportation projects through the agreement process (consensus of language, internal/external approvals, Board approval, execution, follow up), and assisting in reporting progress to funding agencies
  • Assisting in development and implementation of businesses, identifying workflow issues, and developing solutions
  • Preparing and communicating reports, recommendations, meeting summaries, letters, official items for Board of Supervisors’ consideration, and other documents, as required
  • Preparing presentations for and serving as a subject matter expert at project-related public meetings, briefings for senior leadership and/or elected officials, and other audiences, as required to meet specific audience needs
  • Attending other project-related meetings, both in-person and virtual, including occasional evenings and weekends
  • Supervising one or more transportation planners
  • Performing other duties as assigned

Employment Standards

MINIMUM QUALIFICATIONS:
 Any combination of education, experience, and training equivalent to the following:

 Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus, four years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.
 
 PREFERRED QUALIFICATIONS:  

  • Bachelor’s degree and six years of experience in one or more of the following areas: transportation, transportation funding for roadway, transit, and multimodal projects, or transportation funding oversight, a master's degree in a related field may be substituted for one year of experience
  • Experience in managing transportation funds, and large-scale budgets
  • Experience in monitoring and developing capital improvement programs for transportation projects
  • Experience in pursuing federal, state, and regional grants (e.g., Commonwealth of Virginia’s Smart Scale Program, federal discretionary grant programs, Northern Virginia Transportation Authority (NVTA) Six Year Program) and developing funding strategies
  • Experience with local and state governments, boards, commissions, authorities, and transportation agencies
  • Experience with SAP financial/accounting software
  • Strong organizational, time management, and project management skills, including ability to coordinate multiple projects, prioritize, and meet established deadlines
  • Strong written communication skills, including ability to prepare presentations, technical memoranda, non-technical memoranda, letters, and other correspondence
  • Strong oral communication skills, as well as experience presenting to and providing subject matter expertise for and engaging with elected officials, staff, and the community
  • Demonstrated success as a supervisor, including coaching and training

NECESSARY SPECIAL REQUIREMENTS:

PHYSICAL REQUIREMENTS:
