Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multimodal transportation system. FCDOT is seeking an innovative, motivated, and qualified Transportation Planner II to join the Active Transportation Team, primarily responsible for supporting active transportation capital project design, development, review, and management. Supports the Active Transportation Team’s efforts to plan, evaluate, and promote active transportation capital improvements and amenities in urban, suburban, and rural areas, as well as coordinate a wide range of inclusive and encouraging educational initiatives and programming. Responsibilities include assisting with or completing assignments related to:

  • Analyzing and reviewing existing transportation infrastructure, and utilizing Fairfax County, Virginia Department of Transportation (VDOT), and national facility manuals and design guides to recommend improvements for active transportation safety, access, and comfort
  • Analyzing and reviewing development site plans for compliance with the Fairfax County Comprehensive Plan and best practices, as well as developing recommendations for improvements
  • Developing scoping documents and reviewing designs for multimodal transportation capital projects, including signalized and unsignalized intersection, crosswalk, shared-use path, sidewalk, cycletrack/separated bike lane, and signage/striping improvements
  • Managing active transportation capital projects, including bicycle/pedestrian, bikeshare expansion station planning, bicycle/scooter parking, and other small to mid-size projects
  • Developing and implementing plans and maps for wayfinding and other bicycle/pedestrian-specific signage
  • Identifying bicycle/pedestrian data needs, as well as collecting, analyzing, and reporting data for studies, comprehensive planning, and policy development efforts
  • Assisting in developing grant applications for federal, state, and regional funding to support active transportation capital projects
  • Developing and reviewing Requests for Proposals (RFPs), scopes of work, project deliverables, budgets, and schedules, and managing consultant contracts for planning studies, feasibility studies, and conceptual project designs
  • Organizing, preparing, staging, and supporting public active transportation educational events, including coordinating communications with internal and external stakeholders
  • Attending in-person or virtual meetings and public engagement events, including occasional evenings and weekends
  • Providing administrative and technical support for the Active Transportation Team and performing other duties, as assigned

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus, two years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

PREFERRED QUALIFICATIONS:

  • Bachelor’s degree and four years of experience in civil engineering, or urban, regional or transportation planning related to active transportation capital projects; a master's degree in civil engineering, urban/transportation planning, or a related field may be substituted for one year of the transportation experience
  • Knowledge of the Americans with Disabilities Act (ADA) and active transportation facility design requirements
  • Knowledge of traffic engineering and active transportation facility manuals and design guides
  • Experience using geographic information system (GIS), database, design, and/or traffic analysis software
  • Experience in reading and interpreting engineering and/or architectural plans and evaluating active transportation needs and compliance with master plans, facility manuals, and design guides
  • Strong organizational, time management, and project management skills, including ability to coordinate multiple projects, prioritize, and meet established deadlines
  • Strong written communication skills, including ability to prepare presentations, technical memoranda, non-technical memoranda, letters, and other correspondence
  • Strong oral communication skills, as well as experience presenting to and providing subject matter expertise for and engaging with elected officials, staff, and the community
  • Strong interpersonal skills and demonstrated ability to establish and maintain positive working relationships
  • Ability to ride a bicycle

PHYSICAL REQUIREMENTS:
Ability to input, access, and retrieve information from a computer. Ability to lift up to 25 lbs. Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift and handle materials with manual dexterity. Visual acuity to review detailed drawings, plans and documents.
